The notion that public managers influence organizational performance is common in public administration research. However, less is known about why some managers are better at influencing organizational performance than others. Furthermore, relatively few studies have systematically examined managerial influence and scholars have yet to investigate either quantitatively or systematically managerial influence in the White House. Utilizing original survey data collected from former White House officials who served in the Reagan, George H.W. Bush, and Clinton administrations, this study applies empirical public management theory to examine for the first time the key determinants that shape perceptions of chief of staff managerial …

Religion has quickly proven itself the defining conflict issue of the Twenty-First Century. Religion and conflict are frequently linked in popular discourse, yet from the beginning, religions have typically held peacemaking as a central value and obligation to their members. This ancient tension between religion as a vehicle of peace and religion as a source of division has taken on global dimensions in recent decades, particularly across a belt of countries roughly crossed by the Tenth Parallel, where Islam and Christianity meet, but in many other parts of the world as well, including Boston. Creatures Of Incoherence: Dissecting The Drivers, History, And Cognition Of Attitudinal Incongruence In The American Body Politic, Timothy Collins

Most American conservatives and liberals wield contradictory political attitudes. This dissertation explores what drives this “attitudinal incongruence.” First, I define and operationalize my terminology and situate the topic within social and political psychology to formulate my central model and theory of ideologically asymmetrical application of (1) individuals’ psychological and cognitive traits, and (2) individuals’ social identity and environmental traits. This leads to the overarching hypothesis that conservatives’ incongruities are more strongly driven by internal forces, and liberals’ by external forces. The central model is then demonstrated in a broad historical overview of attitudinal incongruence in America. The central tenets of …

What is the state of the literature in respect to Crowdsourcing for policy making? This work attempts to answer this question by collecting, categorizing, and situating the extant research investigating Crowdsourcing for policy, within the broader Crowdsourcing literature. To do so, the work first extends the Crowdsourcing literature by introducing, defining, explaining, and using seven universal characteristics of all general Crowdsourcing techniques, to vividly draw-out the relative trade-offs of each mode of Crowdsourcing. Can Crowds serve as useful allies in policy design? How do non-expert Crowds perform relative to experts in the assessment of policy measures? Does the geographic location of non-expert Crowds, with relevance to the policy context, alter the performance of non-experts Crowds in the assessment of policy measures? In this work, we investigate these questions by undertaking experiments designed to replicate expert policy assessments with non-expert Crowds recruited from Virtual Labor Markets. We use a set of ninety-six climate change adaptation policy measures previously evaluated by experts in the Netherlands as our control condition to conduct experiments using two discrete …

Many European countries, including the United Kingdom and the Czech Republic, have developed reputations for innovative social policies. Since the creation of the European Union (EU), many national policies have remained in place while others have continued to evolve at a much faster pace, including means-tested forms of assistance such as a minimum income guarantee. The economic crisis in 2009 caused this particular benefit to attract more attention across Europe. These two countries, the UK in the capitalist West, and the Czech Republic, a formerly communist, young democracy in East-Central Europe, have been considered leaders in welfare, anti-poverty reform. The State Partnership Program: States As Global Actors: The Implications Of Nonaggressive National Forces, Ellen Ahlness

After the collapse of the Soviet Union, the United States sought to increase its influence in Western Europe and Central Asia. The primary military mechanism used to increase presence and ideological influence was the State Partnership Program. This program, modeled heavily after the Norwegian Reciprocal Troop Exchange, used reserve forces instead of active duty forces to lessen the aggression levels perceived by Russian command. This use of reserve forces gave individual American states a greater degree of involvement in international military operations. Since the creation of the State Partnership Program, 65 state/country partnerships have been established. The goals have also …

Wilderness Park, located in Lancaster County, Nebraska, is a public park of unique ecological and historical value to the city of Lincoln and to the surrounding region. The natural and historical features of the park present an opportunity to communicate environmental and historical topics that are relevant on local, national, and global levels, as well as inspire a lively sense of pride in the community. The problem is that many topics relevant to Wilderness Park are not currently being interpreted at the park, and that there are relatively few interpretive resources available to park visitors.

The Asian casino market has been rapidly expanding in recent years as evidenced by the success of recently built integrated resorts (IR) in Macau. In light of the successes in Macau, the Korean government has decided to allow an IR to be built near the Incheon International Airport in Korea. The airport, with its great number of transient passengers, provides ample potential customers for the proposed IR. Combining the two factors of Asian casino market growth, and the high number of potential customers, the Incheon IR has a great chance for success.

The recently signed Free Trade Agreement between the EU and Singapore opens up new business opportunities for Spanish companies on the island, which is already Spain’s top trading partner in South-East Asia. One highlight of the accord is the elimination of restrictions on the percentage of foreign investment in financial services and sectors such telecommunications, engineering and shipping. At the same time, the possibility of being able to bid on more government contracts can help companies involved in environmental protection and construction firms. The food industry will benefit from the novel creation of a registry of geographical indications.

Burma’s Mass Lay Meditation Movement: Buddhism and the Cultural Construction of Power describes a transformation in Buddhist practice in contemporary Burma. This revitalization movement has had real consequences for how the oppressive military junta, in power since the early 1960s, governs the country.
Drawing on more than ten years of extensive fieldwork in Burma, Ingrid Jordt explains how vipassanā meditation has brought about a change of worldview for millions of individuals, enabling them to think and act independently of the totalitarian regime. Within the past two decades or so, the Latin American region has seen a remarkable rise in the enactment of LGBT (lesbian, gay, bisexual, and transgender) rights-affirming policies. This trend is particularly notable given the dearth of such progress in the rest of the developing world. As such, this study aims to contribute to the small but rapidly growing body of literature on the subject. This study examines economic integration within the European Union (EU) as a factor in conflict transformation and peace-building. European responses to causes of frequent conflicts and wars after the end of WWII focused on the search for peace, economic cooperation and prosperity. This thesis will focus on three elements: economic interdependence, the expansion of the free market, and economic integration. In-depth examination of these factors reveals that economic interdependence or the exchange of goods and services across inter-state and international boundaries only, is not sufficient to bring peace among states. Many studies on utopianism tend to critique known political models such as capitalism, democracy, socialism, and dictatorship. While none of these models provide a perfect political environment, utopianism seems to be the answer to prevent all political abuses. From public administration point of view, the harmonious co-existence of all political models without any interference may help to conceptualise a potential change in our current hostile global political environment and limit the marginalisation of other societies as presented in the international relations literature.
