I am delighted to introduce this eighth volume of Creating Knowledge: The LAS Journal of Undergraduate Scholarship. This volume features 19 essays and 14 art works, representing advanced coursework produced in twenty different departments and programs during the 2014-2015 academic year. Several of the essays have been honored with department awards and several draw on research supported by undergraduate research grants. Controversy continues over the use of polygraph testing to deter and detect potential leakers as critics argue that the technique is based on faulty assumptions. The purpose of this descriptive and exploratory research study was to determine whether there was a perceived deterrence effect related to the use of polygraphs between a group of participants who were subjected to a polygraph examination within the past year compared to those who have not experienced a polygraph examination within the same time period. This paper provides a case study for information sharing within a public/private not-for-profit partnership organization called ACTRA – Arizona Cyber Threat Response Alliance, Inc.. This initiative is comprised of public and private entities with government agencies as invited guests aligned around the goal of improved response to cyber security events. Technical, political, legal and organizational issues arise when multiple parties attempt to exchange information in a formal setting. Benefits and specific solutions developed are discussed. The study concludes with several areas for future improvement and investigation as well as recommendations for newly forming sharing groups.

The establishment of peace in post-genocidal states is vital, as the experience of extreme division and violence can scar a population, contributing to violence and inequality moving forward. Existing literature on post-conflict transition and governance argues that two main systems are typically used: consociationalism and assimilationism. While consociationalism argues for heterogeneity in the state and assimilationism for homogeneity, both of these systems use the institutionalization of identity as a step in post-conflict recovery, through such means as proscribing or privileging particular identities. This study posits that this is inherently flawed, as attempts to institutionalize identity ignore its contextually fluid or …

This paper discusses the politics of policy making behind the signing of the parliamen¬tary institutional arrangement law (UU MD3 2014) from new institutionalism approach. The policy incites controversy over domination of one coalition over the other and the future of legislative-executive inter-institutional relations. This study argues that in the policy making, the drive for power domination in the parliament and the dynamics of contestation in the presidential election strongly affected its process. This article tries to address the problem of a corrupt and broken electoral system that has been captured by special interests through big money spending in political campaigns, while at the same time preserving the spirit of the Free Speech Clause of our Constitution. In doing so, this article first reviews and summarizes the different alternatives proposed as potential fixes for the campaign finance problem. It then explains why none of the proposed alternatives can accomplish the dual goals set out above. This thesis provides a comparative analysis of the environmental values present in Ghana’s and Senegal’s coastal regions, and the implications that those have for the surrounding environment. The countries approaches to urban farming, mining and oil and gas extraction, fishing, marine debris and municipal waste management are assessed in order to reach a greater understanding of these environmental issues. This thesis is a review of U.S. foreign policy in Pakistan through a realist lens. It critiques the current state of U.S. policy and recommends that the United States prioritize national security interests, particularly with regards to counterterrorism, over building Pakistani democracy and running civilian aid programs. It then further recommends ways for the United States government to account for ground level dynamics in Pakistani politics in crafting foreign policy aimed at bringing Pakistan into line with U.S. counterterrorism priorities.

As the world’s largest emitters and economies, the United States and China play a critical role in global climate mitigation. Using Putnam’s two-level game showcases how the domestic political context of each country impacts their international policies. However, Putnam’s framework does not differentiate between bilateral and multilateral circumstances. The clarity and concentration of perceived costs and benefits for the United States and China from climate policies lead to differing outcomes on the multilateral and bilateral stage. Has Adam Gadahn Forsaken The Lawful Jihad For Anti-Americanism? A Case Study Of Ideological Contradictions, Paul Kamolnick

Despite his importance as a senior Al-Qaeda spokesman, no detailed examination exists of Adam Yahiye Gadahn’s employment of fiqh al-jihad—that branch of Islamic jurisprudence regulating the lawful waging of jihad—to condemn or condone violence committed in the name of Al-Qaeda. This article first provides a detailed exposition of Gadahn’s sharia-based critique of affiliates’ conduct deemed by him in violation of Islamic law and involving the commission of major sins. Second, Gadahn’s conception of fiqh al-jihad is contextualized and contrasted with the comprehensive fiqh al-jihad-based critiques produced by respected militant Islamist scholars. Measuring public opinion is an undertaking requiring precise methods and a clear vision, and even then results can be inconclusive. Yet, understanding how and why a democratic public thinks the way it does, and to what extent those thoughts influence policymakers, is essential to a democracy. In this dissertation the author hypothesizes that (H1): In Africa, countries that use majoritarian electoral systems are more likely to experience post-election conflicts than are countries that use proportional electoral systems, (H2): In Africa, countries that use majoritarian electoral systems are more likely to experience post-election conflicts than are countries that use mixed electoral systems, and (H3): In Africa, countries that use mixed electoral systems are more likely to experience post-election conflicts than are countries that use proportional electoral systems.

Paid Family Leave policies are rare in the United States. Around the world, one hundred and eighty-two countries provide some form of paid maternity leave, and seventy countries also offer paid paternity leave. It is estimated that only 36 percent of U.S. employees have access to paid leave if they get sick, a policy that is almost universal in other developed countries, and only 12 percent of employees have access to paid family leave.
