During the past decade, computer models have predicted that the physical impacts of a nuclear exchange between India and Pakistan, or even a single strike on a large city, would be devastating. The social, economic, and political impacts – although less well known – would also be crippling and would reverberate throughout the world. Efforts to use “Armageddon estimates” to scare the people of India and Pakistan have thus far not significantly reduced the risk of nuclear weapons use in this turbulent region. [Excerpt] “In my most recent column, I expressed concern about the effectiveness of the constitutional decision rules that currently govern gerrymandering – the redrawing of electoral districts in a manner that favors the incumbent majority at the expense of those out of power.

Briefly, the Constitution has not been interpreted to prohibit redistricting with an eye toward advancing the interests of the political party in power. But it has been interpreted to bar legislators from redistricting on racial grounds – at least in most circumstances.

What are the cross-cultural experiences of Saudi sojourners studying in the United States that lead to intrapersonal identity conflict? Sojourner identity conflict is a foundational issue in culture shock and can promote or limit positive relationships between Saudi and American students. It is important to study Saudi sojourners’ cultural backgrounds and the factors that inhibit or promote assimilation into their host culture to ensure the success of cultural exchange through providing data needed to learn how to best ameliorate the dissonance caused by identity conflict. The Great Recession has resulted in various changes in homeless populations in municipalities throughout the world. From “unsheltered homeless” in NYC to "rough sleepers" in London and to "sans-abris" in Paris, or "poblacion callejera" in Mexico City, the economic crisis of 2008 impacted economies in ways that put severe pressures on housing, particularly at the lower-income-level brackets. After all, the Great Recession was generated by a housing bubble, which then constricted capital markets for housing. The U.S.-Mexican border is a region discussed in public conversations; a place where vendors, disparate groups of people, public art, and many different levels of government converge; it is a place designed to be a gateway between countries. It is a public space, a place where substantive democracy should be paramount. Economic Determinant Analysis Of Student Academic Performance In Mississippi Public Schools, Debra Monroe-Lax, Jae-Young Ko

Journal of Public Management & Social Policy

The purpose of this study was to assess the relationship between economic determinants and student academic performance indicators of public school students in the State of Mississippi. It was hypothesized that public school districts with higher economic security leads to higher academic achievement. Data for the study were obtained through the Mississippi Department of Education Children’s First Annual Report for school year 2012 -2013, and the Annie E. Casey Foundation Kids Count Datacenter for 2013. Using bivariate analyses and multiple regression models, the results revealed that students’ academic performance indicators were statistically significantly with weak to moderate effects for each …

"Corporate Psychopaths" In Public Agencies?, Lee W. Hanson, David L. Baker

Corporate leaders with psychopathic traits are the subject of a growing scientific literature. Recently, scholars have begun to examine such personalities in public agencies. In this article, we relate psychopathic public leaders to research on toxic and destructive leadership, leader personality disorder, and the Dark Triad/Tetrad of psychopathic, narcissistic, Machiavellian, and sadistic personalities. Via a brief scenario, we illustrate how the term “corporate psychopath” might be used by lay employees lacking psychiatric expertise as a catchall term for any one of the four dark types in a leadership role. This paper addresses an important question: what can a highly complex public health situation such as the Dallas-Fort Worth Ebola outbreak tell us about the use of discretion by executive level public administrators? The public administration literature is rich with evidence of street-level bureaucratic discretion, but has not explored executive level discretion decision making. The authors argue that in highly complex situations of uncertainty, such as in the case of the Dallas-Fort Worth regional Ebola emergency response, the executive use of discretion translates to decisions under the conditions of uncertainty. This paper argues for a dilemma: you can accept liberalism or immigration restrictions, but not both. More specifically, the standard arguments for restricting freedom of movement apply equally to textbook liberal freedoms, such as freedom of speech, religion, occupation and reproductive choice. We begin with a sketch of liberalism’s core principles and an argument for why freedom of movement is plausibly on a par with other liberal freedoms. Next we argue that, if a state’s right to self-determination grounds a prima facie right to restrict immigration, then it also grounds a prima facie right to restrict freedom of speech, religion, …

[Excerpt] “For the most part, the Constitution speaks in generalities. The 14th Amendment, for example, instructs the states to provide all persons the "equal protection of the laws." But obviously, this cannot mean that states are always forbidden from treating a person differently than any other person. Children can, of course, be constitutionally barred from driving, notwithstanding the Equal Protection Clause. Thus, there is a need within our constitutional system to refine the Constitution's abstract provisions.”

"In this chapter, we look at the history of women's activism in the peace movement over the course of U.S. political development, examining the ways that women expanded the goals of peace activism to include gender and other social justice issues. We then examine which women actually participated in these efforts, and how that has changed over time. In the following sections, we explore distinct tensions in women's activism focusing on the role of gender (essentialism versus social constructionism) and radicalism versus pragmatic realpolitik. With a multidisciplinary approach, I analyze the socio-economic, political, and historical factors that led to the current state of home health care in the United States. The legacy of slavery and the devaluing of so-called “women’s work” explain how the field of domestic work has been historically excluded from protection and regulation in the United States. Caring for children and keeping house have been women’s work for centuries, regardless of whether women were paid to do it or it was outsourced to an employee. This essay presents a critical and reflexive assessment of contemporary efforts

to innovate the measurement and evaluation of public diplomacy. Analyzing a

recent and pivotal report called “Data-Driven Public Diplomacy,” it explains

how the institutional and ideological residue of the Cold War underwrites

these initiatives in the context of American activities in its contemporary “War

on Terror.” Inspired by Marx’s concept of the fetish—n under-represented

The threat of terrorism perceived by the American public has been shaped by a series of traumatic events over the past decade. In the years following the attacks of September 11, 2001, fear of terrorism has extended beyond the threat of terrorist groups. Much of the American public considers not only terrorist groups like al-Qaeda, but the entire religion of Islam to be a security threat. In much of this security discourse, ideas of hatred, violence, and terror have become associated with Islam.
