Many citizens and international observers cautiously hoped that the southern African nation of Zimbabwe would find its way from dictatorship to democracy this year. President Robert Mugabe was militarily removed from office in November 2017 after 37 years in office, opening the door for the country’s first real leadership transition since 1980.

Beyond Keeping The Peace: Can Peacekeepers Reduce Ethnic Divisions After Violence?, Douglas D. Page, Sam Whitt

Existing research suggests that international peacekeeping contributes to conflict resolution and helps sustain peace, often in locations with hostile ethnic divisions. However, it is unclear whether the presence of peacekeepers actually reduces underlying ethnocentric views and parochial behaviors that sustain those divisions. We examine the effects of NATO peacekeeper deployments on ethnocentrism in postwar Bosnia. While peacekeepers were not randomly deployed in Bosnia, we find that highly ethnocentric attitudes were common across Bosnia at the onset of peacekeeper deployments, reducing endogeneity concerns. Hillary Clinton’s failure to visit the key battleground state of Wisconsin in 2016 has become a popular metaphor for the alleged strategic inadequacies of her presidential campaign. Critics who cite this fact, however, make two important assumptions: that campaign visits are effective, in general, and that they were effective for Clinton in 2016. I test these assumptions using an original database of presidential and vice presidential campaign visits in 2016. Specifically, I regress party vote share on each candidate’s number of campaign visits, at the county level, first for all counties located within battleground states, and then for counties located …

Radical Islamist online magazines first appeared in November 2003 with the publication of Sawt al-Jihad (Voice of Jihad) in Arabic. This magazine discontinued publication in April 2005 after 29 issues, having been shut down by the Saudi security services. The magazine was produced by the Saudi branch of al-Qaeda that later evolved into al-Qaeda in the Arabian Peninsula (AQAP). It called upon other al-Qaeda groups to develop and franchise their own magazines. The essence of policy design resides in the articulation of policy options expected to meet government goals. Not all policies are as well or as carefully formulated as they could be, however, and policy studies has been interested for several decades in understanding why policy alternatives are developed, why some are successfully adopted while others are not and how some policies emerge from carefully crafted formulation processes while others are more heavily influenced by other processes such as political, partisan or electoral or legislative bargaining ( Howlett, 2011 ). Most policy designers face complex and intractable challenges that require assembling the mostappropriate set of policy instruments to address complex policy goals, especially when sometimesthese goals may emerge out of unforeseen policy problems. In the ideal case of policy design, themost suitable instruments can be chosen and assembled into new policy packages that are appropriately calibrated and customized to address the new policy problem context. Such exceptionaldesign circumstances would also mean that relevant policy actors and organizations engaged inthe design activity are endowed with the necessary analytical, operational and political policycapacities.

The purpose and expectations of policy design efforts have always been clear ( Dryzek and Ripley, 1988 ; Linder and Peters, 1990 a, 1990b). Design is an activity conducted by a number of policy actors in the hope of improving policymaking and policy outcomes through the accurate anticipation of the consequences of government actions and the articulation of specific courses of action to be followed to achieve policy goals. Public policies are the result of efforts made by governments to alter aspects of behavior—both that of their own agents and of society at large—in order to carry out some end or purpose. They are comprised of complex arrangements of policy goals and policy means matched through some decision-making process. These policymaking efforts can be more, or less, systematic in attempting to match ends and means in a logical fashion or can result from much less systematic or rational processes. ‘Policy design’ implies a knowledge-based process in which the choice of means or mechanisms through which policy goals are given …

When does a public good become harmful? And who does it harm? To tackle these questions I take a detailed look at how public transportation affects housing prices. Public transportation is a common good utilized by people of all different socioeconomic levels, but scholars have found that the presence of a new public transportation stop can be a catalyst for gentrification, raising housing prices and displacing previous residents. While this positive relationship between housing prices and public transportation is well documented, there is a lack of literature on how gentrification, caused by public transportation, affects neighborhood-housing prices across race. This mini-review identifies and briefly describes a total of 12 published studies investigating aspects of war and civil heroism by analyzing larger data sets on documented historical cases of such behavior. Eleven of these studies focus on either Carnegie Medal or Medal of Honor recipients. These two most prominent data sources are briefly characterized and directions for future research are pointed out.

Split Tickets? On The Strategic Allocation Of Presidential Versus Vice Presidential Visits In 2016, Christopher J. Devine, Kyle C. Kopko

This article analyzes the strategic allocation of presidential campaign visits in 2016. In particular, we test whether each campaign disproportionately targeted its presidential versus vice presidential candidates’ visits toward voters with whom they shared a salient demographic or political characteristic. Our purpose in doing so is to discern whether—and, if so, among which groups—the campaigns perceived the candidates as having a strategic advantage in appealing to affiliated voters. To this end, we analyze an original database of 2016 campaign visits that includes local population characteristics for each host site. Saudi Vision 2030, Saudi Arabia’s bid for economic and social transformation, has been quietly gathering renewed interest in South Korea amid the unfolding drama with the nuclear program of its northern brethren. The latest sign of this engagement occurred when minister Khalid al-Falih of Saudi Arabia’s Ministry of Energy, Industry, and Mineral Resources (MOEIMR) met with president Moon Jae-In on May 4 of this year.
