The im(migration) and refugee crisis that are being exacerbated under the Trump administration, is a manifestation of empire-building and the long history of colonization of the Global South. A Marxist-humanist perspective recognizes these as consistent aspects of a clearly racist global capitalism that functions in the interest of multibillion dollar U.S.–based corporations and increasingly transnational corporations. Trade agreements, international economic policy, political intervention, invasion or the threat of these, often secure corporate interests in specific countries and regions. Existing research suggests that supporters of gay rights have outmobilized their opponents, leading to policy changes in advanced industrialized democracies. At the same time, we observe the diffusion of state-sponsored homophobia in many parts of the world. The emergence of gay rights as a salient political issue in global politics leads us to ask, “Who is empowered to be politically active in various societies?” What current research misses is a comparison of levels of participation (voting and protesting) between states that make stronger and weaker appeals to homophobia. This study assesses the risk of fish from illegal, unregulated and unreported (IUU) sources passing through the world’s most important fishing ports and explores the drivers of this risk.

Like previous studies it has attempted to rank ports and States based on landings and vessel visits reported by governments by using Automatic Identification System (AIS) positional data transmitted by fishing and fish carrier vessels to identify the locations of ports and rank them based on the frequency of visits by foreign-flagged and domestic-flagged vessels. The absence of a culturally competent public sector workforce has led to increased public scrutiny and heightened levels of distrust. In the field of public safety, this is particularly important due to the sensitive nature of the task performed and the historically strained relationships that exist between racial minorities and law enforcement. Using national survey data to gauge the prevalence of citizen’s experiences and perceptions of racial profiling, this research reveals significant discrepancies amongst minorities and their white counterparts. Exploring The Link: Administrative Exclusion And Second Order Devolution, Rhucha Samudra

Devolution was embedded in the 1996 welfare reform. Using the National Survey of America’s Families, this article explores the relationship between living in a Second Order Devolution (SOD) state and administrative exclusion from a welfare program. Results from the logistic model indicate that low-income clients and single mothers living in a SOD state had an increased likelihood of administrative exclusion. Administrative exclusion reflects bureaucratic choices and rules violations—implying some of these individuals and families may be leaving welfare without having achieved self-sufficiency. The passage of the Patient Protection and Affordable Care Act (ACA) in 2010 drastically transformed the health care system in the United States. This paper examines the factors influencing state decisions relative to Medicaid expansion in a post-ACA environment through the lens of Critical Race Theory. This study incorporates economic, geographic and health variables into a model of post-ACA-Medicaid decision-making by using logistic regression to examine State Medicaid expansion from 2010 to 2014. The size of the minority population in state, tobacco use and southern distinctiveness are significant predictors of decision making relative to Medicaid expansion. This article presents a case study of efforts of a workforce development unit within a local public housing authority to recraft its image as separate from the larger housing authority, in order to better attract participants to its optional supportive services. Using qualitative interview data with Section 8 voucher recipients and public housing authority staff, and descriptive quantitative data from a larger dataset, and drawing on theories of street-level bureaucracies and agency-client interactions, the case study finds that service recipients perceive the housing authority as a largely compliance-oriented organization that is overly bureaucratic, excessively regulating of private spheres of family …

The Cold War in Latin America had marked consequences for the region’s political and economic evolution. From the origins of US fears of Latin American Communism in the early 20th century to the collapse of the Soviet Union in the early 1990s, regional actors played central roles in the drama. Seeking to maximize economic benefit while maintaining independence with regard to foreign policy, Latin Americans employed an eclectic combination of liberal and anti-imperialist discourses, balancing frequent calls for anti-Communist hemispheric unity with periodic diplomatic entreaties to the Soviet bloc and the nonaligned Third World. Even before the U.S. Supreme Court issued its decision In Murphy v. NCAA (2018) permitting states to legalize sports wagering, the biggest brand-names in gaming worldwide were positioning themselves to capitalize on the fan base for America’s most recognizable sports leagues.

Sports wagering already is up and running in five states; analysts predict that more than half the states will legalize it within five years. Many will be among the 29 states that currently have casinos owned and operated by American Indian tribes in this $32.4 billion market segment.

The Kingdom of Hawai’i was annexed by the United States of America in 1898 and was given statehood in 1959. Prior to its annexation, the Kingdom of Hawai’i had a legitimate functioning government with sovereign recognition from many in the international arena, including the United States, as early as 1840. In 2002, US Navy Seals found a list of pathogens in an Afghanistan cave that Al Qaeda had planned to use in a series of biological attacks. Unique about the discovery was that the pathogens were not limited to human ones. Six pathogens targeted livestock and four targeted crops. Despite this discovery, limited attention has been given to the possibility of a state-sponsored terrorist attack utilizing biological agents against the US population, food source, or water supply. What effect do power-sharing institutions agreed to as part of civil war settlements have on the development of the rule of law in post–civil war states? We contend that power-sharing measures facilitate the emergence of the rule of law in two ways. First, they establish a form of institutional constraint that promotes judicial autonomy and independence. This paper provides an overview of the attitudes towards the Sahrawi people and the POLISARIO Front in Algeria and Morocco, with a more specific focus on how these latter have impacted their endeavour to establish the former’s own sovereign state. The paper provides background on the political, social, and economic, atmospheres in both countries, to contextualise the modern state of democratic institutions and voter engagement. With this information in mind, several potential pathways forward are presented for Sahrawi self-determination, weighing the pros and cons of seeking political representation within existing states, or through secession.

Despite existing as a democratic country, America has wavered in prioritizing civics education in schools. This thesis analyzes the work of MicroSociety® as one program that helps students ‘learn by doing’ in the enactment of a school-wide community simulation. To test the program outcomes, a reliable survey was administered to fourth and fifth grade students at two different MicroSociety schools. The results showed that MicroSociety students reported higher average levels of civic engagement when compared to a national sample. The positive results were also consistent across both MicroSociety samples despite stark differences in the demographic profiles of each school. …

Since 1945, approximately half of the world’s states have been engaged in some type of civil conflict. The aim of this research is to understand why some post-civil war states fail to establish peace durability while others thrive. Through quantitative research of civil wars globally and a qualitative analysis of Iraq, this thesis argues for the necessity of post-civil war policy to focus on the renewal of domestic infrastructure in addition to military investment which suppresses grievance-driven violence. Variance in the stability of post-conflict states presents an interesting predicament. What causes this variance in states two or three decades removed from civil conflict? In this paper, I argue that the type of engagement that international actors take towards post-conflict states explains differences in stability. I draw out four distinct models of international engagement from three case studies of Lebanon, Bosnia and Herzegovina, and Northern Ireland that present the different ways that international actors have constructively and destructively engaged in these states. Furthering this analysis is an examination of the transition or possible transition between models in the cases.

This paper offers a comprehensive political history of the Rhode Island Earned Income Tax Credit (EITC) and an analysis of Rhode Island EITC recipients. It explores the history of the Rhode Island EITC, an income subsidy available to low-income workers, from its introduction in 1975 through 2018. It details the forces behind expansions and reforms and the effects of those changes. It also analyzes microdata to construct a profile of current EITC recipients. Black Lives Matter (BLM) is a chapter-based and member-led organization created out of grief by three queer black women. This thesis examines the international impact of BLM. I conducted telephone interviews with activists and advocacy organizations who have organized activist networks and/or won struggles against institutional racism outside of the United States. These activists are located in Kenya, South Africa, Brazil, Australia, India, Spain, The Netherlands, Sweden, and Paris.
