The US Army War College Quarterly: Parameters

This article argues despite opportunities to learn valuable strategic lessons from Denmark’s effort in the Afghanistan War (2001–14), Danish civil authorities implemented a comprehensive approach policy that failed to establish a bridge to lessons learned by the military. Denmark’s experience in the Afghanistan War demonstrates promises and perils of lessons learned processes.

The Cycle Of Insecurity: Reassessing The Security Dilemma As A Conflict Analysis Tool, David Mitchell

Peace and Conflict Studies

This article critically reassesses one of the classic ideas in International Relations, the security dilemma. It argues that the key insight of security dilemma theory has been obscured – by reductionist debates on single causes of conflict, inconclusive applications, and definitional disputes – and that the security dilemma’s enduring utility is as a model of the relational dynamic inherent in all conflict, the cycle of insecurity. Through a reappraisal of the literature, the article elucidates three essential dimensions of the cycle: an environment of structural uncertainty; interdependent collective identities; and an escalating and self-perpetuating dynamic. The Russian history of politicization of natural gas supplies led Europe to seek alternatives. US LNG is considered to be a viable alternative for Europe, which positioned the US as a strong competitor against Russia. In a game theoretic approach, we model this strategic decision-making process in simultaneous-move and sequential games. Our findings indicate a mixed strategy equilibrium: Europe cannot commit to diversify in the face of Russian advantages, and Russia cannot fully resist the temptation to politicize its supplies to Europe. The US might attempt to intervene in the European commitment problem through implementing sanctions on Russian gas sales. …

In “Deliberating Public Policy Issues with Adolescents,” the authors described what they determine to be an unsuccessful attempt at deliberative pedagogy on the topic of immigration in three high school classrooms that differed demographically. Specifically, the authors observed that students failed to engage with evidence, stuck with their initial viewpoints, and only listened politely to those with different views, rather than interacting across differences to reach consensus. While student positionality, as the authors suggest, is important to take into account, there may be ways to reorient deliberations on “wicked problems” such as immigration, which are by their nature prone to …

Tharcisse Seminega is an ethnic Tutsi who survived the 1994 Rwandan genocide, along with his wife and all five of his children. His book, No Greater Love: How My Family Survived the Genocide in Rwanda, is his memoir of growing up in Rwanda and surviving the genocide. The book also contains shorter memoirs by his wife and some of his children, some short pieces by some of his rescuers, a selection of documentary evidence, and a timeline of the genocide. When We’Re Connected To A Community, We’Re Less Likely To Be At War With It: The Effect Of Strong Civil Society On Civil War Onset And Incidence, Benjamin R. Pontz

I argue that a strong civil society suggests the existence of institutions that provide alternate mechanisms to reduce grievance as well as opportunities for public problem solving, which, in turn, should result in a decreased probability of civil war onset as well as decreased civil war incidence (a proxy for civil war duration). Controlling for per capita GDP, ethnic fractionalization, regime type, and population -- the measures that tend to have the strongest association with civil war onset and incidence -- I find that the presence of strong civil society does, indeed, have a negative and statistically significant association with …

This paper seeks to explore the relationships held between international non-governmental organizations, primarily based in the West, and Moroccan NGOs. The existing literature on the topic explores the ways in which international NGOs can both benefit and harm domestic NGOs, which seek to fix issues not thoroughly addressed and solved by the state or by the market, such as issues of gender-based violence, female education, and lack of rural healthcare. Obstacles To Accessing Pro-Poor Microcredit Programs In China: Evidence From Penggan Village, Guizhou, Deborah Shu Yi Tan, Track Tze Tuan Tan, Shao Tong Ling, John A. Donaldson

Why do poor farmers not take up microcredit loans, even when the terms are designed to be pro-poor? Fieldwork in a village in China’s Guizhou province revealed a puzzle: although the county government had designed a loan program that was intended to be unusually pro-poor, only three of the 349 eligible households had successfully applied. This article analyzes three potential hypotheses: farmer failure (risk aversion or financial illiteracy), market failure (lack of viable or stable market opportunities), and institutional failure (structural or institutional barriers precluding taking up loans). OBJECTIVES: The aim of this paper is to analyse Baltic security developments from U.S. government and military resources, scholarly journal articles, and multinational public policy research institute assessments. METHODS: The aim is to analyse the content and rhetoric within these resources to learn how those producing these materials view Baltic security developments and their viewpoints on how the U.S. and its allies should respond to these developments focusing on increasing Russian regional assertiveness. Token Representation?: Impact Of Female Reservations In Panchayati Raj Institutions In Elections To State And National Legislatures, Surbhi Bharadwaj

Reservations have long formed a fundamental tenet of affirmative action in India. Quotas for representation of various disadvantaged groups proliferate across public educational institutions and government jobs. However, elections to public office have largely escaped such quotas, except those that are caste-based. A shift in this status quo occurred in 1992 with the establishment of the Panchayati Raj system of grassroots governance. 34% of all seats under Panchayati Raj Institutions (PRIs) were to be reserved for women under the 73rd amendment. Another constitutional amendment passed in September 2009 increased PRI quotas for women to 50%. This paper seeks to examine …

The decision to declare a district for a specific cause is a critical policy decision; making an area an official office park or designated cultural site means it will attract specific types of residents and businesses and require specific amenities. This paper reviews the impact of designating a cultural district as a place-based policy, specifically by developing a measure of neighborhood stability and applying a stress test of neighborhood stability in cultural districts during the Great Recession. Recent work has popularized the idea that mass incarceration arose in the wake of the civil rights movement to maintain the social and economic subordination of African Americans previously enforced under Jim Crow. This discussion has not accounted for the many black Americans working in corrections, particularly in large metropolitan jail systems. This paper documents the increase in black women working as correction officers and administrators in the New York City Department of Correction since the late 1970s and explores the implications of this growth on the strict racial argument about mass incarceration.
