Local Renewable Energy Initiatives In Germany And Japan In A Changing National Policy Environment, Carol Hager, Nicole Hamagami

Our article explores the contribution of local initiatives to the creation of path dependencies for energy transition in Germany and Japan in the face of resistance from entrenched incumbents at the national level. We use a process-tracing methodology based partly on interviews with local participants. In particular, we explore the role of local initiatives in securing "socio-political space" for the expansion of renewable energy (RE) and in embedding themselves in "ecosystems" of public and private institutions. German energy activists were more successful than their Japanese counterparts in expanding this space and creating positive feedback in part because they were able …

The following thesis looks at the role of linguistic rights and proper language policy for regional minority languages in the reduction of political conflict in developed states. As renewed interest in the maintenance of regional minority languages grew in the second half of the 20th-century states' reactions to this call for linguistic rights, have informed the level of conflict seen with various linguistic minorities. The paper hopes to make a case for a system of rights and protections similar to those presented in the Oslo Recommendations (1998) as an optimal path for the reduction of conflict in developed states by …

There are two general opposing positions regarding deleting photographs of a crime scene. In a recent laboratory update (internet based because of COVID-19), the Virginia Department of Forensic Science raised an issue that warrants discussion: “DFS position - Best (and most transparent) practice - any image captured in the course of processing a crime [scene] should be retained, no matter the quality or the intent (or lack thereof, such as an accidental shutter depress [sic])” [1]. With conventional film, this was never an issue. There was no option to delete an image. With digital images, however, the option exists and …

This research analyzes political leaders' response to the ideological challenge presented by ISIS and Al Qaeda. It focuses on the counterterrorism speeches given by political leaders in a number of Middle Eastern countries and the United States. The analysis of the speeches is along two dimensions: the nature of their domestic and international audiences, and the motivations behind the speeches. A sample of several dozens of speeches is analyzed. The empirical study had proved that leaders mostly exhibit differences depending on their audiences to reach a certain political goal. Fourth Generation Warfare (4GW) theory shares many characteristics of classical guerrilla warfare (CGW) theory in security studies literature. Proponents claim that 4GW is a revolution in war that overturns traditional measures of military power, while critics counter that 4GW is simply CGW in an updated context. Another group posits Fifth Generation Warfare (5GW), which adds additional information-age technologies and uses “any and all means,” (military and extra-military) to attack both the enemy’s will and capability to resist. State regulators have the task of promulgating regulations for multiple heavily regulated industries, but there is a dearth of research to help public policy makers better understand how rulemaking processes are perceived by stakeholders in those processes. Regulators who promulgated rules for the legalization of marijuana in Colorado used both required and discretionary methods of participation in rulemaking to involve stakeholders with multiple competing interests. This qualitative research study was based on a phenomenological approach and interview data from 10 stakeholders who participated in the Colorado Marijuana Enforcement Division's rulemaking processes between 2013 and 2016. For over two decades, preventing and countering violent extremism (P/CVE) has proven a daunting challenge for foreign assistance policy makers and implementers. The challenges are rooted in its rapid emergence, continuous and uneven development, and lingering skepticism about its future and effectiveness. The purpose of this study is to provide policy makers and practitioners with a deeper understanding of how certain factors have driven the development of P/CVE policy. The Department of Defense (DoD) Transition Assistance Program (TAP) was established by the U.S. federal government to support the transition and reintegration of service members into civilian communities upon discharge or retirement. The problem is that the actual success or failure of the TAP to facilitate that transition is not clearly understood. This quantitative study explored the relationships between former servicemembers who participated in TAP and participation success evaluating program outcomes. The intersection of religion and politics results in “wicked” policy problems for which evidence-based solutions are hard to find. An example is the Affordable Care Act's contraceptive coverage requirement (CCR). Evidence suggests that women and society benefit from increased access to contraceptives, but religious freedom objections have been effective in litigation to limit the CCR's reach. The purpose of this study was to explore the narrative elements and strategies used by Catholic and Evangelical stakeholders regarding the CCR, contraceptives, and religious freedom. This dissertation explores whether and how the re-election prospects faced by trial court judges in many American states influence criminal justice policy, specifically, state levels of incarceration, as well as the disparity in rates of incarceration for Whites and Blacks. Do states where trial court judges must worry about facing reelection tend to encourage judicial behavior that results in higher incarceration rates? And are levels of incarceration and racial disparities in the states influenced by the proportion of the state publics who want more punitive policies? Right-wing populism is on the rise worldwide, and political attacks against universities have increased in the United States since the election of Donald Trump. In 2017, an incident occurred at the University of Nebraska–Lincoln which resulted in accusations of hostility toward conservative students. Just over a year later, political forces again attempted to denigrate the university’s reputation, but this time they did not succeed. This (multimodal) positive discourse analysis/ generative critique combines collaborative auto-ethnography to describe the way these events were represented in the media, deconstructing a professor’s methods of countering a right-wing attack on an academic institution. On the basis of fifty-four elite interviews[1] with legislators, judges, attorneys, and civil society advocates as well as a state-by-state data survey, this Article examines the complex linkage between the two major penal trends in American society during the past decades: a declining use of capital punishment across the United States and a growing population of prisoners serving “life without the possibility of parole” or “LWOP” sentences. This article examines the transformation in Mexican politics from a neoliberal state to a one lead by a left wing populist leader and its impacts on environmental policy in the country. Specifically, looking at the election of AMLO in 2018 and prior neoliberal environmental policies (NAFTA and Pena Nieto's energy reform). This article looks at the motivations and outcomes of these policies to better understand environmental impact.

An ecocentric movement is one which mobilizes and organizes people to transform, or abolish and replace, existing anthropocentric societies, which seek to dominate the other-than-human world. The instrumentalities of anthropocentric domination will not simply wither away. They must be forcefully dismantled. That dismantling will be neither quick nor easy, and will be met with enormous resistance from those that benefit from domination, and from those that fear change. Only by keeping one’s eyes on the prize – the recovery of biodiversity and the Earth – and not being diverted by other goals, can the prize be attained.

Past research and government reports document that Security Force Assistance (SFA) provided by the United States to partner nations often failed to achieve the desired impact of developing the capacity and capability of the partner to defeat an insurgency and maintain security. A lack of research and available data inhibit the identification of reasons SFA programs fail. In this qualitative phenomenological study, the perspectives of recipients of training were explored to understand the factors that impact the development of capability and capacity as a result of SFA training. Maintaining and restoring electricity after a disaster helps to preserve the health and well-being of the elderly who are at increased risk of heat stress and may be dependent upon life-sustaining medical equipment. Mitigation policies altered in reaction to increased public interest without thorough consideration of industry-specific resources may contribute to delays in implementation and unrealized potential for emergency power coverage within individual facilities. Effective provision of public goods and services is among the common issues affecting local governments in Angola. Administrative decentralization is a well-known strategy to foster municipal governance, yet Angolan citizens perceive a lack of impact from this strategy. The purpose of this qualitative case study was to explore the perceptions of leaders and followers in public administration regarding the lack of impact of administrative decentralization on Northern Angola, and to examine the role of public administration education to reverse this trend. Germany is an exemplary case of an energy transition from nuclear energy and fossil fuels toward renewables in the electricity sector, but it also demonstrates repeated, increasingly successful counter-mobilization by energy incumbents and their allies. The course for Germany's energy transition was largely set with the adoption of a feed-in tariff law in 1990, but since then the energy transition has been altered by a series of policy-making episodes, each of which was shaped by the outcomes of the previous episodes; there has been a combination of reinforcing and reactive sequences. Different approaches to conflict resolution and peacekeeping in African failed states have taken the centre stage of this analysis. These approaches are based not merely on theory or doctrine but on the self-perceived interests of the stakeholders in peacekeeping inside Africa. Environmental Governance For Whom? Examining The Political, Institutional, Fiscal, And Legal Determinants Of State Environmental Agency Budget Policy In The Us, Andrew R. Duggan

Budgets are a prospective tool of governance, and appropriations are a planning vehicle reflecting: bureaucracies’ values, complex interactions, collective preferences, political influences, and available resources. Research spanning 30 years finds that environmental pollution is a key determinant of environmental budgets in the US, though myriad factors, actors, and subsystems are important to consider. Due to federalism and devolution of responsibilities and authorities, environmental governance falls largely to the states. While the dynamics that shape state environmental budget policy have received scholarly interest, theoretically-driven examinations of environmental appropriations remain limited within the public budgeting and environmental policy literature.

Reimbursement is a key challenge for many new digital health solutions, whose importance and value have been highlighted and expanded by the current COVID-19 pandemic. Germany’s new Digital Healthcare Act (Digitale–Versorgung–Gesetz or DVG) entitles all individuals covered by statutory health insurance to reimbursement for certain digital health applications (i.e., insurers will pay for their use). Since Germany, like the United States (US), is a multi-payer health care system, the new Act provides a particularly interesting case study for US policymakers. During acquisition for a sustainment-dominated, major capital asset, decision-making and action to develop the sustainment system must begin early in the acquisition process to sufficiently align the necessary integrated logistics support demanded by these systems. Effective governance improves the likelihood of success for delivery of the asset and accompanying sustainment system to ensure the asset meets expected performance and remains functional over its planned decades-long service life. Access to information is critical to improving production efficiency, but little is known about how farmers are informed on the policy or issues influencing programs related to farming. This research sought to determine the sources of communication used by farmers and ranchers to form opinions about agricultural policy and candidates, identify the issues important in voting, and their level of participation in the political process. Face-to-face interaction was the preferred form of communication in farm organization meetings, with friends, or farm agencies. Magazines were the preferred source of print communication, and university/extension websites were preferred for internet sources. Broadcast media …
