Understanding cities is a key feature for understanding responses (or lack thereof) to a collective action problem like climate change. In the absence of federal climate change policies in the United States, many city and state governments have adopted and implemented policies to mitigate and adapt to climate change. As mayors, city managers, and city councils increasingly become central actors, scholars have shifted their studies to focus on city climate change policy (Yi et al. 2017a, Hughes 2017). This volume examines how the structure, education, training, and recruitment of PLA personnel have changed in the last decade and in the Xi Jinping era.

This dissertation explores U.S. actions in the military “Surge” in Iraq from 2007-2008. Focus is on the entwined utilization of coercive and attractive power or smart power as an enabler of success and change from prior U.S. strategies in Operation IRAQI FREEDOM. The analysis is based upon an extensive set of interviews with operational participants in the Surge from across the Executive Branch. Results show that smart power was an important element of the Surge and its use facilitated success, but that doing smart power was not a simple matter of achieving some mix of ‘hard’ and ‘soft’ power, but …

This paper presents the results of an indirect assessment of the personality and leadership style of China’s president, Xi Jinping, from the conceptual perspective of personologist Theodore Millon.

Psychodiagnostically relevant data about Xi were collected from biographical sources and media reports and synthesized into a personality profile using the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with DSM-III-R, DSM-IV, and DSM-5.

The personality profile yielded by the MIDC was analyzed on the basis of interpretive guidelines provided in the MIDC and Millon Index of Personality Styles manuals. Xi’s primary …

Employing a qualitative case study approach, the current study aims to critically analyze the U.S.’s use of the Special Immigrant Visa program in Iraq and Afghanistan by examining the individuals it serves, the agencies through which services are rendered, and the state’s vested geopolitical interests in the program. Engaging in active participation, I observed and interacted with those who work within, assist, or utilize the services of Commonwealth Catholic Charities’ refugee resettlement program, including case workers, service providers, and resettlement clients themselves. Social equity is relatively easy to define but much harder to accomplish. As a result, achieving social equity continues to be difficult in American society and across the globe. We present a case study of a collaborative effort by two nonprofits to conduct a program for public high schools and local law-enforcement agencies across the United States. The program was designed to acknowledge and address the historic harms that impact police-community relations. The purpose of this case study was to explore perceptions of the impact of program participation on diminishing social inequity using in-depth semi-structured interviews with marginalized Black and Coloured mothers at a civil society organization (CSO) in the Western Cape Province of South Africa (SA). Narratives from a total of thirty-seven interviews form the basis of this paper. Interviews provide examples of extreme poverty and the importance of within-in program social support networks. This case study highlights the successful efforts of one CSO to alleviate social inequity – through life skills and income generation programming – among impoverished women. Findings …

Police body-worn cameras (BWC) emerged on state policy agendas to improve public accountability and mitigate social equity concerns in the wake of a national debate on police violence. Some, but not all, states adopted BWC, suggesting several state-level factors determined the policy making process. We develop a two-step political model of state criminal justice policy (adoption and implementation) that incorporates three distinct political actors: law enforcement groups; traditional advocates for civil rights/liberties; and new advocates for social equity/justice. The Conspiracy Theory Defense In Response To Whistleblower Accusations: Turning A Hero Into A Villain, James K. Beggan

Whistleblowers can be viewed as heroic actors who reveal institutional misdeeds. In contrast, conspiracy theorists are seen as members of a marginalized element perpetuating misinformation. Despite this apparent difference, the present analysis focuses on how similarities between the two constructs can allow a target to discredit a whistleblower accusation by countering that the whistleblower is operating as part of a conspiracy. More generally, this paper considers how the difficulty inherent in disproving conspiracy theory claims facilitates their utility as a defense. The case study of President Donald Trump’s responses to whistleblower accusations are considered to illustrate the arguments.

As COVID-19 spread across Europe, many countries chose to implement swift and stringent lockdown measures on their populations in March 2020 by shutting down businesses and banning large public and private gatherings. Sweden, however, chose to manage the pandemic by relying on its citizens to make the best decisions for themselves and their families. This paper places Sweden’s response to the COVID-19 pandemic in a political and economic context. The paper also analyzes the country’s response and effectiveness in implementing voluntary and stepwise actions. The United Nations Convention on the Rights of the Child (United Nations General Assembly, 1989) accords all young people the right to be heard and make decisions on matters affecting them. Despite the fact the United States remains the only country in the world not to have ratified this document, a number of American cities have nevertheless begun to engage young people in community decision-making (e.g., in neighborhood associations or community boards). In this dissertation, I am in conversation with the small but influential gendered tradeoffs literature. First, multidimensional, disaggregated, and precise policy measures were developed for two of the most widely studied work-family reconciliation policies—leave and ECEC. I constructed a comprehensive set of leave and ECEC policy measures for 24 high-income countries using secondary and country-specific sources. The goal was to determine which countries provide leave and ECEC policies that are “well-developed” across multiple policy dimensions. The new measures were then used in combination with the LIS microdata to reevaluate the gendered tradeoffs hypothesis—whether well-developed leave and ECEC support women’s employment …

This comparative study employs the theoretical frameworks of framing and hierarchy of influences model to analyze the ethical forces affecting journalists on Twitter and simultaneously their visual frames constructed in their images on Twitter. It investigates the portrayal of the Yemen conflict in the personal Twitter accounts of Yemeni journalists who were affiliated with the United States (US) and Qatari news organizations. The volume Remembrance and Forgiveness, edited by Ajlina Karamehić-Muratović and Laura Kromják, brings together a diversity of disciplines, authors, and cultural contexts to discuss the legacies of the post-Holocaust era genocides by focusing on the (de)mobilisation of memory in seeking truth, justice, and forgiveness. The book provides a compendious overview of the social, historical, and political contexts behind the insurgencies and gives a better sense of understanding of (the obstacles to) the healing process and reconciliation in the global frame.

During times of domestic turmoil, the use of force abroad becomes an appealing strategy to US presidents in hopes of diverting attention away from internal conditions and toward a foreign policy success. Weaponized drone technology presents a low cost and potentially high-reward option to embattled presidents. While generally covert operations, drone strikes are frequently reported in the media, making them a viable diversionary tool. To gauge whether drone strikes are in fact capable of diverting the public’s attention, we surveyed 1198 Americans and find that a successful drone strike increases presidential approval despite a weak and sagging economy, and the …
