This essay examines the historical context that led to Pope John XXIII’s proposal for a global “public authority” in his April 11, 1963, encyclical letter, Pacem in Terris (Peace on Earth). The catalyst for this letter was the Cuban Missile Crisis that occurred between October 22 and October 29, 1962. Pope John offered to mediate that crisis, and President Kennedy and Premier Khrushchev agreed and eventually came to an agreement not only to end the crisis but also to negotiate a limited nuclear test ban treaty. This research is focused on exploring the distinction between theories of leadership and more contemporary visions of relational leading. In order to do so, the specific case of traditional clan structure seen in the Somali state will be examined, and parallels between the two will be drawn. This paper argues that the old Somali tradition shares much in common with current writing on relational leadership (Uhl-Bien, 2006) and, therefore, can expand our understanding and support for a form of leadership that transcends traditional, individualist, hierarchical leadership. In Palestine, environmental management has been used as a tool of military occupation and oppression. Yet even within that context, many community-based organizations have established programs relating to environmental peacebuilding. Of these initiatives, environmental dialogue programs have received significant attention and resources, even more so since the war in Gaza began in October, 2023. However, a deeper interrogation of these programs reveals the danger that dialogue and collaboration devoid of a critical analysis of power and injustice further perpetuates systemic oppression. The field of environmental peacebuilding emerged as a counter to the idea that violent conflict was an inevitable byproduct of environmental change. Two decades ago, my colleague Geoffrey Dabelko and I published a book, Environmental Peacemaking, sketching the argument that ecological interdependencies could be instrumentalized as a force for peace (Conca & Dabelko, 2002). Other early works from this period focused on the peace opportunities in biodiversity conservation (Matthew et al., 2002) and transboundary protected areas (Brock, 1991; Ali, 2007). How does climate change contribute to domestic natural resource conflict and socioenvironmental resistance in the Arctic? The literature assumes that developed Arctic nations possess sufficient state capacity to overcome risks of domestic conflict and unrest posed by regional development and environmental change. Arctic policy correspondingly focuses on natural resource competition, disputes, and conflict at the international level. The mechanisms and processes of domestic natural resource conflict and socioenvironmental resistance in the Arctic have thus been largely ignored in the literature, even though 27 cases of contention have occurred since the ‘shock’ sea-ice melt of 2007.

The Move Forward Party’s victory in Thailand’s 14 May 2566 (2023 CE) election surprised most observers, defying widespread predictions of a Pheu Thai win. Departing from traditional vote-mobilization strategies, Move Forward’s campaign focused largely on social media and broad calls for political reform while eschewing the vote-canvassing networks and economic policy promises that had delivered victory after victory for Pheu Thai. In this last chapter on state representation, we focus on a case where there has been an absence of demands. In Northeast Thailand, the large ethnic Lao population has not demanded cultural concessions from the state. In fact, not only have the demands been absent, but most people in the region see themselves as Thai (the broader national identity) or Isan (a moniker meaning “northeast”)—as opposed to ethnically Lao. This dissertation discusses the mobility politics of container shipping and argues that technological development, political-economic order, and social infrastructure co-produce one another. Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). The State of Texas supports the largest prison system in the US and held 132,859 people in 100 units scattered across the state as of December 2023. Approximately 70% of Texas prison beds are not air conditioned, despite the state’s reputation for dangerously hot, humid summers. This dissertation consists of three essays that explore different dimensions of financial dynamics in the public and nonprofit sectors. Each chapter examines how the fiscal behavior of neighboring jurisdictions, policy interventions, and financial practices influence fiscal decision-making and financial performance within these entities.

In the first essay, I investigate yardstick competition in local government spending in South Korea by leveraging the exogenous variation introduced by by-elections. This approach allows me to estimate the influence of neighboring jurisdictions on local expenditures. The American historian Richard Hofstadter intended his still-influential essay on the “Paranoid Style in American Politics,” which initiated the modern study of conspiracy theories, as a response to the mid-1950s rise of right-wing populism in the US. Reflecting on the lessons we can learn from the insights and weaknesses of Hofstadter’s timely intervention into contemporary politics, as well as the author’s three decades studying conspiracy theories, the chapter asks how current academic work, which takes place within and responds to another rise in rightwing populism, should understand and intervene in the present and prepare for the future.
