Tribal Sovereignty And The Intercultural Public Sphere, Michael James

While theorists of cultural pluralism have generally supported tribal sovereignty to protect threatened Native cultures, they fail to address adequately cultural conflicts between Native and non-Native communities, especially when tribal sovereignty facilitates illiberal or undemocratic practices. In response, I draw on Jürgen Habermas’ conceptions of dis course and the public sphere to develop a universalist approach to cultural pluralism, called the ‘intercultural public sphere’, which analyzes how cultures can engage in mutual learning and mutual criticism under fair conditions. This framework accommodates cultural diversity within formally universalistic parameters while avoiding four common criticisms of universalist approaches to cultural pluralism. But …

Cultural pluralism assumes the persistence of inter-group conflicts and poses the question of how members of multiethnic liberal democracies should address disagreements stemming from divergent cultural values. Allowing groups greater cultural autonomy resolves some problems, but does not address those that arise when different cultural values suggest divergent answers to questions of common concern. These can be addressed through developing practices of critical intercultural dialogue that will provide a basis for mutual understanding of group values and valid intercultural criticism. The purpose of this discussion is to dispel the notion that the United States is and always has been a polity grounded in egalitarian ideals and open political processes. We should not ignore or make light of injustices such as slavery, segregation, Eurocentric immigration policies, and social and economic discrimination that have played a major part in our history. If only for the sake of historical accuracy, we should not dismiss these trends as temporary lapses in judgment in an otherwise open and plural society.

In Democracy's Discontent, Michael Sandel argues for a revival of the republican tradition in order to counteract the pernicious effects of contemporary liberalism. As in his earlier work, Sandel charges that liberals who embrace the ideals of political neutrality and the unencumbered self are engaged in a selfsubverting enterprise, for no society that lives by these ideals can sustain itself. Sandel is right to endorse the republican emphasis on forming citizens and cultivating civic virtues. By opposing liberalism as vigorously as he does, however, he engages in a self-subverting enterprise of his own. That is, Sandel is in danger …

This article explores, criticizes, and extends John Dewey's arguments about art in relation to public life in a democracy. Dewey believed that art is a potent form of communication through which community is developed and political action undertaken. Although correct, Dewey erased conflict, negotiation and contestation From art, and failed to address the crucial role of power in the world of art. Three distinct kinds of political action through art are developed: pragmatic, deliberative, and confrontational.

The transition process in Kenya appears to be getting nowhere. Six years after the opening of democratic space, politics, political institutions, and governance remain predominantly stuck in the authoritarian quagmire of the past. Lack of broader participation in decision-making processes and absence of consensus around important issues of governance appear to be the norm rather than the exception. Indeed, Kenya's democracy experiment appears to defy conventional democratization models and discourse. It refuses to comply with prescriptive models developed by various Western scholars as the so-called liberal democratic values stubbornly refuse to take root in the country. This thesis investigates reelection moderation in the U.S. Senate on economic, social, and foreign policy between 1983 and 1994. I test 3 hypotheses based on the assumption that senators moderate their voting records when seeking reelection to appeal to the median voter. My hypotheses are: (1) Both groups of senators will moderate on economic policy, but a larger percentage of Democrats will moderate than Republicans (2) A majority of Democratic senators will moderate on social policy, but only a small percentage of Republicans will moderate. To understand the forces shaping current Tennessee politics, we discuss two fundamental concepts of Tennessee's electoral system: voting turnout and partisanship. These two concepts are easily illustrated by two questions. First, how many people participate in elections in the state? Second, whom do Tennesseans elect to represent them? While we use a historical perspective to inform the analysis, we are generally more interested in the forces shaping politics in Tennessee today.

In 1994. the Tennessee General Assembly mandated a new early voting system that allowed voters to cast a ballot in a two-week period prior to any election. Unlike absentee balloting, which requires registrants to justify why they cannot participate on election day, early voting is available to any registered voter who chooses to do so.

By enacting early voting in Tennessee, the state legislature hoped to achieve increased turnout and easier access for citizens unable to vote at a regular polling site on election day. The purpose of this chapter is to ascertain whether the program was able to increase …

In this chapter, we examine the party identifications and ideological orientations of Tennesseans from 1989 through 1996, as revealed through survey research. We also look at Tennesseans' positions on several issues of public policy that have been salient in state politics during this period. Our intent is to isolate any trends in the partisan and ideological character of the state while examining citizens' positions on key issues.

Transformational leadership has become one of the dominant paradigms of leadership studies since its fist articulation by James MacGregor Burns in 1978. In recent years, however, this formulation of leadership has come under criticism, to include the critique of its ethical implications. One of the most innovative and provocative of such critiques is on by Michael Keeley in this book, grounded in his close study of the political theory of James Madison. Keeley argues that Madison provides a model of leadership that opposes transformational leadership and that avoids many of its ethical pitfalls.
