Peace and Conflict Studies

Social innovation is an expanding practice in the peacebuilding sector. In this article, three peace scholar-practitioners reflect on our experiences as peacebuilders and consider the utility, tensions, and possibilities for peace and social innovation in theory and in practice. We draw insights gleaned through a focus group workshop with peacebuilding colleagues and highlight three case study examples from Colombia, the Philippines, and Kenya, each demonstrating the challenges and opportunities of social innovation in the peace sector. In doing so, we offer a reimagining of- and recommended action steps to engage innovation through a collaborative, feminist design approach. This article contributes …

For decades, migration has ranked among the most pressing issues in European domestic and regional politics as the number of forcibly displaced persons seeking protection continues to rise. Complementary Pathways, developed as an alternative to the retrenchment of state-led refugee resettlement and restricted access to asylum, have gained increasing prominence in policy discourse and practice. Existing scholarship often explains their emergence through transnational policy transfer or government-led initiatives. Less attention, however, has been given to cases in which civil society actors initiate and negotiate such policies with the state. Iraq's fragile state faces threats from multiple factors including Iranian influence within the Popular Mobilization Forces and Iraq's political system, the decentralized nature of the PMF, and potential violence surrounding critical national elections. Formed during the 2014 ISIS war, the PMF is an umbrella organization consisting of various militias broadly aligned with Grand Ayatollah Sistani, Muqtada al-Sadr, or former Iranian Supreme Leader Khamenei. Since October 7, 2023, Iranian-backed PMF militias operating under the Islamic Resistance of Iraq have conducted attacks against Israeli and American targets, threatening to drag Iraq into regional conflict. The fundamentals the Irish National Army used in the Irish Civil War (1922–23) are a model for the successful application of a classic counterinsurgency which, if understood earlier, could have made a difference in the United States’ most recent wars in Iraq and Afghanistan. The Irish Civil War has not been examined in-depth through the lens of modern counterinsurgency doctrine. This article draws on military history and recent counterinsurgency doctrines to provide US policymakers and military practitioners practical guidance for how counterinsurgent forces can foster trust and use appropriate tactics that lead to strategic success.

This article argues for a NATO-EU–led security strategy to achieve long-term deterrence in Ukraine after the end of the Russia-Ukraine War. Unlike existing analyses, this article straddles the strategic level of deterrence, outlining an operational road map. Its historical example of the Iraq War shows that long-term security requires the development of plans before a conflict ends, long-term commitments, and multilateral—not unilateral—security efforts. The proposed solution provides strategic planners and policymakers with a low-risk, high-reward approach that leverages burden sharing through a multinational framework.

Rethinking Power: E. H. Carr’S Enduring Lessons For Modern Strategists, Brian J. Hasse

This article argues E. H. Carr’s classic conception of power provides enduring lessons for national security, but these lessons are easily lost in application. Unlike much of the existing literature, this article emphasizes how modern conceptions of power convey an illusion of balance, while the national security bureaucracy constrains the effective synchronization of power. The analysis leverages both historical and contemporary case studies to identify what a balanced conception of power looks like in practice, with the hope of informing US national security strategy and policy in today’s complex security environment.

Vietnam’s geostrategic position—bordering China and commanding key South China Sea maritime routes—makes it a pivotal actor in shaping great-power competition in Southeast Asia. This article argues that the United States should support Vietnam’s neutrality and strategic autonomy as a means of countering Chinese influence. Unlike prior studies that portray regional states as passive players, this analysis highlights Vietnam’s active role in influencing regional dynamics. Through comparative analysis with the Philippines, using historical case studies, geographic assessments, and policy reviews, the article offers practical insights for military and policy practitioners on how geography shapes alliance formation and strategic competition.

This article examines how historical narratives shape the messaging of the Chinese Communist Party and the People’s Republic of China, particularly regarding Sino-American relations. It identifies three key historical themes—trade, discriminatory policies, and Taiwan—that are frequently invoked in China’s statements and information campaigns. By contextualizing these themes, the article argues that military and national security professionals need a deeper understanding of Sino-American history to interpret China’s messaging correctly and counter its influence effectively. The article advocates for the integration of Sino-American historical content into professional military education curricula to enhance strategic awareness and policy formulation.

Since the military plays a major role in communicating these signals, its leaders should understand this theory, despite its complexities. This article explains the model and its components through the used car sale bargaining process and supplements the analogy with real-world examples of international events. This article will help military and foreign policy professionals easily grasp the concepts of the model.

This thesis examines the ethics of coercively addressing non-nuclear states who are attempting to acquire nuclear weapons. Nuclear weapons pose a serious danger on a global scale, so ethical analysis should balance these consequences with the coerciveness of state intervention. Just War Theory provides a useful framework that balances these considerations.  Using the criteria of Just War Theory, this thesis examines two 21st century non-proliferation operations: Operation Orchard and Operation Midnight Hammer. I find that Operation Orchard fails the criteria of Just War Theory, while Operation Midnight Hammer satisfies the criteria. Making this determination is ethically risky, however, because our …

In times of political polarization, we are well-advised to heed Spinoza’s injunction, “Not to lament, not to curse, but to understand.” Understanding can be facilitated by ideas about the archetypal structures of political choice. This paper offers a systems theoretic analysis of a set of such archetypes focusing solely on their structures and not advocating any specific political positions. The primary question that must be answered is whether available or desirable political choices are dyadic or triadic, and if dyadic, whether the two alternatives of the dyad should be viewed as good versus bad or as complementary.  Various modes of …

They promoted the concept of strategic bombing, using aircraft to bypass ground forces and directly attack a nation's industrial capacity to wage war, hoping to ensure quick victory and avoid a repeat of the prolonged slaughter in the trenches of WWI. Previous research has indicated that an NGO’s funding stream can limit its organizational decision making and inadvertently cause NGOs to place the priorities of donors over that of their beneficiaries. Additionally, Western-international NGOs operating in the Global South have been accused of engaging and perpetuating imbalanced power structures, often facing accusations of racism. Although the Korean War ended in 1953, its effects continue to shape security on the Korean Peninsula today. This paper examines how the war created long-lasting ideological divisions and military alliances, particularly through the involvement of the United States and China. These alliances have helped maintain stability through deterrence but have also prevented meaningful reconciliation between North and South Korea. I argue that these dynamics reinforce a security dilemma, where efforts to increase security also deepen division and mistrust. In many university campuses in Nigeria, undergraduates living with disability are visible and functionally involved in academic, political, social, and religious activities. However, the social life of these students is hardly the focus of scholarly research. Therefore, this study explored dating behaviours among undergraduates of selected public universities in south-western Nigeria living with disability. The social disability model was employed as the conceptual framework. In the United States, a study of the memorialization of political actors through monuments reveals the disgracefully small number of women memorialized. We find little effort to preserve the memory of trailblazing women in the U.S. Congress. By 2021, as the National Monument Audit indicates, only two congresswomen were memorialized in public spaces across the country: Rep. Barbara Jordan (D-T.X.) and Rep. Millicent Fenwick (R-N.J.). Drawing on frameworks of historical memory and theories of reputational politics, we examine the public conversations that led to the memorialization of these women. Since the outbreak of war in Sudan in April 2023 between the Sudanese Armed Forces and the Rapid Support Forces, the country’s fragile health system has deteriorated rapidly. As hospitals closed, medical supplies vanished, and millions were displaced, frontline health workers were forced to make impossible choices. This essay recounts my experience as a young physician during the collapse of Sinnar Teaching Hospital, my displacement to White Nile State, and the creation of a community-led humanitarian initiative that provided clinical care, shelter, food, and livelihood support to thousands.
