E-Government For Development: A Case Study From Mozambique, Gertrudes Macueve

The African Journal of Information Systems

This paper draws upon Amartya Sen’s concept of "development as freedom" as an effective approach to analyze e-government for development initiatives. An interpretive analysis of three projects ongoing in Mozambique report that although some "freedoms" are currently reachable through these initiatives, a lot needs to be done to achieve "development as freedom." The use of this theoretical approach provides a valuable contribution to the research domain of ICTs for development. This article also draws practical recommendations to assist managers of e-government projects in Mozambique, as well as other developing countries.

I seek to explain how and why changes in pictorial content in Janakpur Art – shifts that took place over a period of five or six years in the 1990s – occurred, and what such a change might indicate about the link between Maithil women’s lives, development, and tourism. The African Union (AU) was established on July 8, 2001. Its predecessor was the Organization for African Unity (OAU)—established in 1963. The charter that created the OAU was the result of several multinational African conferences held in the 1950s and 1960s aimed at supporting Africans who were still under colonial rule to incite change through non-violent means. This article offers an analysis of a struggle for control of a women’s development project in Nepal. The story of this struggle is worth telling, for it is rife with the gender politics and neo-colonial context that underscore much of what goes on in contemporary Nepal. In particular, my analysis helps to unravel some of the powerful discourses, threads of interest, and yet unintended effects inevitable under a regime of development aid. Th e purpose of the present paper is to investigate Timbuktu’s economic decline in the three centuries elapsed between 1526, when Leo Africanus reached the Mysterious City, and 1830, when the fi rst European explorers arrived in Timbuktu. It is argued that Timbuktu’s decline was neither an accident nor the result of inevitable natural conditions. Timbuktu’s decay was the product of historical and social forces. Specifi cally, it is argued that Timbuktu lost power and prestige because its market decayed. However, it is also suggested that no single factor can account individually for this event. Virtually every aspect of life in North Yemen has changed dramatically since 1977, including those aspects of Yemeni society which represent continuity with the past: tribalism, rural life, and use of qat.¹ The driving force for change has been economic. By 1975, Yemen was caught up in the dramatic developments that affected all Arab countries. Rising international oil prices generated enormous surpluses in the producing countries, enabling them to initiate ambitious development plans and forcing them to import workers.
