Notions of a culture of impunity surrounding the violence perpetrated by the Brazilian police have lingered ever since the largely unsuccessful prosecutions of those suspected to be involved in the notorious Candelária massacre of 1993. Eight young people, six of whom were under eighteen, were killed by an adult group comprised of several members of the police. Despite the security forces coming under increasing scrutiny ever since, the 2005 Concluding Observations of the Human Rights Committee on Brazil's Periodic Report made disheartening reading. An exploration of German conquistadors, missionaries, explorers, empresses, naturalists, travelers, immigrants and cultural interpreters who were conspicuous among Europeans over five centuries fascinated by the biodiversity and native peoples of the incomparably vast Amazon basin stretching from the Andes to the Atlantic, from the Guiana Highlands to Peru and Bolivia, from Venezuela, Colombia and Ecuador to the mouth of the Amazon at the Brazilian equator.

The goal of this work is to review the current state of Global Navigation Satellite System (GNSS) development and its potential impact on the social, economic, and political dynamics of the various states fielding the systems. The most recognizable GNSS is the US GPS. It is the only operational system functioning at the time of this writing and has become part of the global commons. GPS, by virtue of its uniqueness, is considered the 'gold standard' of satellite based positioning, navigation, and timing systems. This thesis reconstructs the concept of International Non-Governmental Organization (INGO) accountability to beneficiaries through the development of a strategic model for INGO accountability to beneficiaries. It works through the history and arguments surrounding the rise of the debate around whether INGOs should be held accountable to their beneficiary populations. Unique definitions are developed for the terms and concepts related to this topic and a framework for understanding the strategic model for INGO accountability to beneficiaries is outlined: Accountable to whom? In the absence of a continued military presence in Iraq, the United States must use alternative means to achieve its foreign policy goals. Stated goals include maintaining influence, increasing stability in Iraq, Iran, and the Arabian Peninsula, and ensuring Iraq's territorial integrity. This paper suggests leveraging the power of American oil and gas firms operating in Iraqi Kurdistan given the relative ineffectiveness of the embassy in Baghdad and the hostility many Iraqis exhibit toward American diplomats. In 2004, a French law went into effect banning girls in state sponsored schools from wearing the hijab, a Muslim head covering. While the law also banned the Jewish kippa and large cross necklaces from being worn in public schools, the hijab took center stage in what became a worldwide media frenzy. The ban of the hijab as well as more recent laws that banned full face veils in all public spaces and a ban on Muslim prayer being performed in the street show a growing divide in the French populace. The United States prioritizes human rights rhetorically but not in practice. As a result, United States policy is disjointed and conflictual between human rights and security. The result is an inconsistency in foreign policy. There have been examples of this throughout United States history such as in El Salvador, Indonesia, and Bahrain.

Security cooperation is a vital component to the national security of the United States. Despite this fact, insufficient military or academic attention has been applied to the subject. This study investigates presidential progress in addressing racial injustices and disparities within the context of the war on drugs. I argue that racial inequalities emanating from the war on drugs have been largely overlooked and at times aggravated by previous administrations. Evaluating The International Criminal Court: A Comparative Analysis Of Darfur, Sudan, And The Democratic Republic Of The Congo, Mirisa Hasfaria

This thesis examines the effectiveness of the International Criminal Court (ICC) in holding individuals accountable for grave breaches of crimes against peace, war crimes, crimes against humanity, and genocide. I argue that if we measure effectiveness in terms of the ability to set agenda and to publicize, the ICC accomplishes much. My thesis to shows that, as a key part of the international agenda on human rights compliance, the ICC derives its effectiveness from the various naming and shaming campaigns by national governments and non-governmental actors (NGOs).

Explicitly prohibiting US military counternarcotics assistance to foreign military units facing credible allegations of abuses, Leahy Law creation and implementation illuminates the epistemological challenges of knowledge production about violence in the policy process. First passed in 1997, the law emerged from strategic alliances between elite NGO advocates, grassroots activists and critically located Congressional aides in response to the perceived inability of Congress to act on human rights information. I explore the resulting transformation of aid delivery: rather than suspend aid when no “clean” units could be found, US officials convinced their Colombian allies to create new units consisting of vetted …

These are not promising days for those who desire peace between Israelis and Palestinians, with two states respected by each other and recognized by the international community, living securely side by side. Richard Falk’s article rightly stresses the negative role played by the US Government in its sharp rejection of the Palestinian bid for statehood at the United Nations Security Council. The problem, however, seems to lie deeper in these complex societies and their current political leaderships.

Reflecting on the controversy surrounding the Palestinian bid for statehood, Richard Falk neatly subverts the opening words of the UN Charter, “we the people,” as having always surrendered to “we the governments,” and, in the modern era of American empire, “we the hegemon.”
This may well be true. From one perspective the Middle East lends itself as a macabre mise-en-scene where the triumph of realpolitik over the legitimacies of international law can be continually re-staged. Since the beginning of the Revolutionary government in Cuba, a comprehensive foreign policy involving medical personal and equipment has been implemented worldwide. Known as medical internationalism, thousands of doctors have been sent to developed and less developed nations in the spirit of solidarity and humanitarian aid. Even more, thousands of students have been given free medical education in Cuba at its world renowned university, the Latin American School of Medicine (ELAM). The study explores the views of Palestinian refugee camp residents in Jordan on the long-term provision of health and education services in the camps and their status as residents of the Hashemite Kingdom, contrasting these views with the policies and future plans of the Jordanian government. Special attention is given to the Right of Return discussed in UNGA Resolution 194 and the possibility that many refugees would willingly choose to remain in Jordan if given the option of returning. Communications Networks, Movements And The Neoliberal City: The Media Mobilizing Project In Philadelphia, Dan Berger, Peter N. Funke, Todd Wolfson

Using the Philadelphia-based organization Media Mobilizing Project as a case study, this article argues for a more sophisticated understanding of social movement networks. We argue that the fragmentation of the neoliberal city has increased the saliency of networked-based organizing. Contrary to much of the existing scholarly literature, however, we argue that such networks combine horizontal and vertical forms of organization, as well as online and offline media. Networks are not purely horizontal, nor are new media necessarily the best or most natural apparatus for developing networked social movements. Instead, we argue, radio and video may be better suited to connecting …
