Despite their natural resources, the countries of the Gulf Cooperation Council (Kuwait, the United Arab Emirates, Saudi Arabia, Bahrain, Qatar, and Oman) have failed to live up to their economic potential, primarily due to their dependence on a revenue source with volatile prices and political significance in an unstable region. This thesis argues that the best way to convert oil wealth into consistent long term growth is through diversification, both by investing in foreign assets and by growing domestic sectors that are independent from oil and gas prices. Misuse Of Executive Power As An Obstacle To Democratic Institutional Reform In Argentina, Anna C. Brito

This thesis explores three different institutions that underwent proposed reforms during the President of Cristina Fernández de Kirchner (2007-2015): the intelligence sector, the judiciary, and the media. Though the stated purpose of these reforms was to make more democratic institutions that had suffered under the military junta, in reality they were generally unsuccessful. Furthermore these institutions would be further changed under her successor, Mauricio Macri, still with little improvement to democracy. When examining these changes in the context of hyper-presidentialism, it is apparent that the misuse of executive power is a serious impediment to meaningful institutional reform.

Why was the United States caught completely unprepared for the Central American refugee crisis during the summer of 2014? Although thousands of unaccompanied children from Honduras, Guatemala, and El Salvador streamed across the southwest U.S. border in unprecedented numbers, the systemic problems plaguing the region stem back decades, and recent data clearly shows a trend of increasing yearly migration flows to the United States from these countries. Even in the face of the crisis, the U.S. government’s response was targeted more towards mitigating the symptoms of the crisis while insufficiently addressing its underlying causes.

As a result of the continued violence and poverty in the Democratic Republic of Congo (DRC), artisanal mining serves as an opportunity for livelihood construction for the population in the Eastern DRC. Given that conditional cash transfers (CCTs) can be a very effective social welfare program to reduce poverty and improve education and health outcomes, but may exacerbate conflict, this thesis addresses strategies for conflict-sensitive formulation and implementation of CCTs in Indonesia. This thesis raises the immediate need to address poverty in Indonesia and seeks to learn from the successes and challenges of other CCTs, such as those enacted in Mexico, Brazil, Turkey, and the Philippines. In a golden era for comic based media, this paper uses the hypothetical emergence of superheroes to analyze the assumptions and predictions of three international relations theories: realism, liberalism, and constructivism. Comics consistently reflect the real world, paralleling events and concepts discussed in foreign affairs dialogues. The thought experiment, and the comic genre itself, provides a vehicle for thinking broadly about the political and social ramifications of successful or failed problem solving, state interaction, and scientific advances.

This thesis outlines the major decision points in U.S. foreign policy in Latin America, analyzing the reasoning behind the decisions and their impact. A Case For Cooperation: How A Binational Agreement Between The U.S. And Mexico Can Alleviate The Rapid Drawdown Of The Mesilla And The Hueco Aquifer, William Lynch Vallee

This study examines ways to mitigate the depletion of the Hueco and the Mesilla aquifers in the Paso Del Norte region of the United States and Mexico through a binational legal agreement. By examining the history of cooperation and disagreement between the two nations and extrapolating from three case studies (The Nubian Sandstone Aquifer, The Mountain Aquifer, and The Guarani Aquifer) the research concludes that an agreement is indeed possible and lays out a plan to implement changes.

The US has had a long commitment to resettling refugees, and currently funds one of the largest third-country resettlement programs through UNHCR in the world. However, an examination of US's refugee resettlement program shows that the program often does not live up to its promises, and has long ignored systemic issues. This report takes a specific look at the experience of newly-resettled Syrian refugees, and includes memos by the author that was submitted for a larger group project.

The Restatement (Second) and Restatement (Third) of the Foreign Relations Law took notably different approaches to treaty interpretation, reflecting intervening changes in the legal landscape. This symposium contribution identifies five developments in international and domestic law since the Restatement (Third). It then considers their import for the forthcoming Restatement (Fourth). Most importantly, it argues that the Restatement (Fourth) should fully incorporate two articles on treaty interpretation from the Vienna Convention on the Law of Treaties into its black-letter provisions. Examining Human Capital Capacity’S Influence On Human Development And Poverty Reduction In Sub-Saharan Africa, Theodore J. Davis Jr.

International Journal of African Development

The aim of this paper is to examine and expand our focus on human capital capacity building as a foundation for poverty reduction in Sub-Saharan Africa. The data showed significant differences in the human capital capacity building characteristics as measured by demographic, education and gender equality characteristics. In analyzing select human capital capacity building markers, the findings suggest that the educational indicators were among the strongest in explaining the variation in human development in Sub-Saharan Africa. The findings showed that gender inequality was a serious inhibitor of human development in Sub-Saharan Africa. Overall, the Sub-Saharan nations with the lowest level …

This thesis investigates under which conditions do authoritarian Member States exist in International Organizations that require democratic governance in their treaty law. The European Union is used as a case study along with two of its Member States that are in the process of transitioning to democracy from previous authoritarian regimes—Hungary and Romania. This thesis employs stealth authoritarian theory to analyze how a democratizing Member State may violate these laws and revert to authoritarian governance. Russia’s use of cyber power against Ukraine offered renewed insight to Russian cyber strategy and capabilities. This article dissects the Russia-Ukraine conflict by analyzing Russia’s strategic doctrine, tactical maneuvers, and capabilities in the information realm. Foreign Policy Rhetoric In The 1992 Presidential Campaign: Bill Clinton’S Exceptionalist Jeremiad, Jason A. Edwards

This essay examines presidential candidate Bill Clinton’s rhetoric regarding America’s role in the world during the 1992 presidential campaign. Despite the fact that foreign policy was George H.W. Bush’s strength during the campaign, candidate Clinton was able to develop a coherent vision for America’s role in the world that he carried into his presidency. I argue he did so by fusing together the American exceptionalist missions of exemplar and intervention. In doing so, Clinton altered a tension embedded in debates over U.S. foreign policy rhetoric.
