The Power Of The Periphery: Aid, Mutuality And Cold War U.S-Ghana Relations, 1957-1966, Moses Allor Awinsong

This project interrogates how economic self interest motivated periphery states such as Ghana to use foreign policy as a vehicle to attract improved development assistance from superpowers, in this case the United States. While the United States viewed its aid program in Ghana in stringently Cold War terms, Kwame Nkrumah and his advisors were less inclined to get deeply concerned about Cold War ideology. This project shows that Ghanaian agency was manifested in the Cold War through the new state's construction of a foreign policy image that made it a prominent African voice globally. The International Trade Administration reported that 70% of worldwide revenue for American businesses comes from consumers in emergent markets such as India, the Middle East, and Northern Africa. However, the United Arab Emirates (UAE) is a country that many American small business owners are not operating in and capitalizing on the financial opportunities that are available. วิทยานิพนธ์นี้มุ่งศึกษานโยบายการมุ่งสู่ตะวันออกของรัสเซียโดยใช้กรณีศึกษาความสัมพันธ์ด้านพลังงานระหว่างรัสเซียกับจีน ระหว่างปี 2009 - 2015 โดยประยุกต์ใช้แนวคิดสัจนิยเชิงรุกของ จอห์น เมียร์ชไฮเมอร์ เป็นกรอบในการศึกษาร่วมกับแนวคิดภูมิรัฐศาสตร์ แนวคิดภูมิเศรษฐศาสตร์ และแนวคิดขั้วอำนาจ เพื่อเสนอว่า การมุ่งสู่ตะวันออกของรัสเซียเป็นการพยายามแสวงหาพันธมิตรและความอยู่รอดในช่วงเวลาที่อิทธิพลของสหรัฐอเมริกาลดลงและความสัมพันธ์กับตะวันตกเสื่อมถอย นับตั้งแต่สงครามจอร์เจียในปี 2008 ตลอดจนวิกฤตยูเครนในปี 2014 โดยใช้ทรัพยากรพลังงาน ได้แก่ น้ำมันและแก๊สธรรมชาติ ในเขตไซบีเรียตะวันออกและเขตตะวันออกไกลที่มีอยู่จำนวนมากเป็นเครื่องมือในการผูกมิตรกับจีน ตลอดจนใช้ความสัมพันธ์ด้านพลังงานเป็นทางไปสู่การขยายบทบาทและอิทธิพลในด้านตะวันออกเพื่อถ่วงดุลกับตะวันตก จากการศึกษาพบว่า ความสัมพันธ์ด้านพลังงานระหว่างรัสเซียกับจีนถือเป็นความสำเร็จของการมุ่งสู่ตะวันออกของรัสเซีย ดังปรากฎให้เห็นได้จากการเกิดระบบท่อขนส่งน้ำมันจากรัสเซียไปสู่จีนและไปยังชายฝั่งเอเชียแปซิฟิก และจากโครงการ Power of Siberia ในปี 2014 ที่ครอบคลุมถึงข้อตกลงซื้อขายแก๊สระหว่างรัสเซียกับจีนในระยะยาวและการก่อสร้างท่อขนส่งแก๊สธรรมชาติสายแรกจากรัสเซียสู่จีน และโครงการนี้ยังกระตุ้นให้เกิดความร่วมมือในทำนองเดียวกันกับประเทศในเอเชียตะวันออก การเกิดระบบท่อขนส่งดังกล่าวเป็นการรับประกันถึงความมั่นคงด้านพลังงานระยะยาวของรัสเซียกับจีน รวมถึงประเทศอื่น ๆ ในเอเชียตะวันออก และทำให้รัสเซียสามารถถ่วงดุลการส่งออกพลังงานได้ทั้งสองฝั่งของโลก นอกจากนี้ความสัมพันธ์ด้านพลังงานกับจีนทำให้รัสเซียหลีกเลี่ยงปัญหาความขัดแย้งกับตะวันตก สนับสนุนระเบียบโลกแบบหลายขั้วอำนาจ และเป็นส่วนหนึ่งในการถ่วงดุลอำนาจกับชาติตะวันตกโดยเฉพาะสหรัฐอเมริกาจากการใช้น้ำมันและแก๊สธรรมชาติ

วิทยานิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อวิเคราะห์ความไม่มั่นคงด้านพลังงานของเมียนมาร์โดยใช้แนวคิดความมั่นคงด้านพลังงาน (Energy Security) มากำหนดดัชนีความั่นคงด้านพลังงาน เพื่อนำเสนอให้เห็นประเด็นด้านความมั่นคงพลังงานของเมียนมาร์ในช่วง ค.ศ. 2010 - 2015 ซึ่งเป็นช่วงเวลาที่รัฐบาลเมียนมาร์นำโดยประธานาธิบดีเต็ง เส่ง (Thein Sein) ให้ความสำคัญกับการดำเนินนโยบายด้านพลังงานคู่ขนานกับนโยบายด้านการลงทุนของประเทศ จากการดำเนินนโยบายดังกล่าวทำให้เกิดการหลั่งไหลของการลงทุนโดยตรงจากต่างประเทศเข้ามาในเมียนมาร์ โดยเฉพาะการลงทุนในโครงสร้างพื้นฐานด้านพลังงานต่างๆ อาทิ ก๊าซธรรมชาติ น้ำมัน ทรัพยากรน้ำ และถ่านหิน เป็นต้น ผลจากการวิเคราะห์ความมั่นคงด้านพลังงานของเมียนมาร์ตามดัชนีความมั่นคงด้านพลังงานทั้ง 4 ด้าน ได้แก่ การมีพลังงานที่เพียงพอ (Availability) การเข้าถึงพลังงาน (Accessibility) การมีราคาพลังงานที่สามารถหาซื้อได้ (Affordability) และการยอมรับทางด้านสิ่งแวดล้อมและสังคม (Acceptability) พบว่า การลงทุนโดยตรงจากต่างประเทศด้านพลังงานในช่วง ค.ศ. 2010 - 2015 ไม่ได้พัฒนาภาคพลังงานของเมียนมาร์อย่างที่ควรจะเป็น เนื่องจากสถานการณ์ด้านพลังงานของเมียนมาร์ยังไม่มีความมั่นคงตามประเด็นที่กำหนดไว้ในแต่ละดัชนี อาทิเช่น การผลิตพลังงานไม่เพียงพอต่อความต้องการบริโภคภายในประเทศ การมีโครงสร้างพื้นฐานหรือโครงข่ายพลังงานที่ไม่ทั่วถึง และการขาดความโปร่งใสและไม่เป็นที่ยอมรับในการบริหารจัดการภาคพลังงาน เป็นต้น ซึ่งอาจเรียกสถานการณ์ที่เกิดขึ้นนี้ได้ว่าเป็นพลวัตความไม่มั่นคงด้านพลังงานในเมียนมาร์

การแพร่ขยายตัวของเครือข่ายธุรกิจอาหารจานด่วนอเมริกันไปยังนานาประเทศ ถือเป็นกระบวนการแมคโดนัลดาภิวัตน์ที่มีประสิทธิภาพ และส่วนมากมีความสัมพันธ์กับกระบวนการทำให้เป็นเนื้อเดียวกันทางวัฒนธรรมกับหลายประเทศทั่วโลก ผู้วิจัยได้เลือกกรณีศึกษาประเทศบรูไนดารุสซาลามเนื่องจากเห็นว่า เป็นประเทศที่มีภาพลักษณ์เข้าถึงยาก สังคมค่อนข้างปิด เป็นรัฐอิสลามที่เคร่งครัดด้วยกฏทางศาสนา และยังมีระบบการปกครองแบบสมบูรณาญาสิทธิราช ผู้วิจัยจึงได้เข้าไปทำการวิจัยตรวจสอบสมมติฐานดังกล่าวข้างต้นในประเทศบรูไน โดยใช้วิธีวิจัยแบบลงพื้นที่เพื่อเก็บข้อมูลแบบวิจัยจากการสังเกต การสัมภาษณ์กลุ่มตัวอย่าง และการตอบแบบสอบถาม ผลการวิจัยพบว่า 1.) แมคโดนัลดาภิวัตน์ในบรูไน ไม่ใช่เป็นกระบวนการทำให้เป็นเนื้อเดียวกันทางวัฒนธรรมแต่ถือเป็นพหุวัฒนธรรมในบรูไน เนื่องจากกลุ่มตัวอย่างส่วนมากชื่นชอบอาหารจานด่วนอเมริกันและมองว่าเป็นอีกตัวเลือกหนึ่งในการบริโภค ทางฝั่งผู้ผลิตก็พยายามปรับนโยบายทางการตลาดให้สอดคล้องกับความต้องการของผู้บริโภคท้องถิ่น ทำให้วัฒนธรรมสมัยนิยมอเมริกันสามารถผสมผสานและดำเนินร่วมกันได้ดีกับวัฒนธรรมท้องถิ่น 2.) กระบวนการแมคโดนัลดาภิวัตน์ที่เกิดขึ้นในบรูไนค่อนข้างตรงข้ามทฤษฎีเดิม จากการสังเกตการณ์กลุ่มตัวอย่างผู้บริโภคร้านแมคโดนัลด์ในกรุงบันดาเสรีเบกาวัน พบว่าคนค่อนข้างใช้ชีวิตแบบช้าๆ ไม่เร่งรีบในการรับประทานอาหาร ใช้ร้านอาหารจานด่วนเหมือนร้านอาหารทั่วไป มีเมนูเฉพาะท้องถิ่นที่หารับประทานไม่ได้ในประเทศอื่น 3.) แบรนด์อาหารจานด่วนท้องถิ่นเอเชียตะวันออกเฉียงใต้ได้รับความนิยมมากกว่าแบรนด์อาหารจานด่วนต้นตำรับอเมริกัน ตัดสินได้โดยความพึงพอใจของกลุ่มตัวอย่างที่ยืนยันว่า ร้านอาหารจานด่วนท้องถิ่นสามารถใช้กระบวนการแมคโดนัลดาภิวัตน์และท้องถิ่นภิวัตน์ได้ดีเหมาะสมกับชาวท้องถิ่นมากกว่าร้านอาหารจานด่วนอเมริกัน จนพวกเขาพึงพอใจในรสชาติ ราคา ปริมาณ และการเข้าถึงสถานที่ และ 4.) ด้วยเหตุผลดังกล่าว กลุ่มตัวอย่าง ไม่ได้มีอคติหรือต่อต้านกับวัฒนธรรมสมัยนิยมอเมริกัน และไม่ได้รู้สึกว่าการบริโภคอาหารจานด่วนอเมริกันเป็นส่วนหนึ่งของลัทธิจักรวรรดินิยมทางวัฒนธรรม

This research seeks to explore the theory outlined in the article “Supplemental material for age and gender differences in self-esteem—A cross-cultural window,” which states that women in developing countries are more likely than women in developed countries to have high levels of self-confidence. An observational study was conducted by the author on 30 women in the town of Imouzzer Kandar, Morocco. Based on this very limited sample size, results suggest that these women do, generally, have high rates of self-confidence. The Foreign Corrupt Practices Act (“FCPA”), which bans corporations from offering bribes to foreign government officials, was enacted during the Watergate era’s crackdown on political corruption but remained only weakly enforced for its first two decades. American industry argued that the law created an uneven playing field in global commerce, which made robust enforcement politically unpopular. This Article documents how the executive branch strategically under- enforced the FCPA, while Congress and the President pushed for an international agreement that would bind other countries to rules similar to those of the United States. This study examines the new German 2016 White Paper on German Security Policy and the Future of the Bundeswehr. Updated for the first time in over a decade, the document reflects Germany’s reorientation of its security policy in order to become a global player. This thesis uses the historical and structural characteristics of the Venezuelan-Cuban healthcare program, Mission Barrio Adentro, to identify areas of resource mismanagement and how such abuses of government capital has negatively affected the Venezuelan medical system as well as the Cuban healthcare professionals involved. Hugo Chávez and Fidel Castro’s healthcare diplomacy under Mission Barrio Adentro, which trades Cuban doctors for oil, has failed to provide adequate medical services to the Venezuelan citizens. The aim of this thesis is to investigate the Chinese government’s disaster response over the past two decades, analyze any patterns or recurring management behaviors, and understand the government’s overall emergency response capability. Disaster response is one area that reflects the Chinese Communist Party’s ability to govern and exhibit performance legitimacy. As an authoritarian regime, the CCP relies on repression and performance to maintain its authority, especially so when national disasters occur. This paper analyzes humanitarian assistance to complex humanitarian emergencies to understand why suboptimal outcomes result even when humanitarians have ethical principles and good intentions. It focuses on the International Committee of the Red Cross, the United Nations, and Médecins Sans Frontières to understand their core principles before looking at how these principles operationalize during emergencies. Challenges arise due to complex relationships with donors, local actors, and recipients, along with issues of marketization and competition. This thesis explores some of the connections between the defence industry and the European border policy that emerged leading up to, and following, the European refugee crisis of 2015. This thesis examines the ways that Brazilians are evaluated for their privileges in qualification for the affirmative action program. It critically examines the existing policies, how they function, and how they affect ideas of race in Brazil for both black and non-black Brazilians. Additionally, it proposes that the policies prioritize phenotype as a primary condition for qualifying for a quota in order to accomplish their initial objectives of fighting racial inequalities, compensating for historical injustices, contributing to the diversity of experiences and perspectives on campuses and in federal offices, and raising understanding of what it means to be black in …

This thesis explores the poverty alleviation and peace-spoiling power of the mineral extraction sector in the Democratic Republic of the Congo to arrive at a set of strategic goals for the country moving forward. With state spending, this paper builds on prior literature about political effects of federal social spending (Handelman 1997, Domínguez and Chappell 2004, Díaz-Cayeros 2009) to propose a similar theory regarding state social spending. The proposed panel data model for national elections between 2000 and 2012 finds that for diputados elections, a thousand-peso increase in state spending had a statistically significant influence on party voting – boosting PRI candidates (typically incumbents) by 0.66% and hurting both PAN and PRD candidates …

How might new technical verification capabilities enhance the prospects of success in future nuclear arms control negotiations? Both theory and evidence suggest that verification technologies can influence the dynamics of arms control negotiations by shaping and constraining the arguments and strategies that are available to the involved stakeholders. This study highlights the core non-proliferation dilemmas we face and suggests an effective mechanism for reviving the spirit and the hope of the Non-Proliferation Treaty. An indispensable key to the treaty calls for a rethinking of what we believe should be referred to as its four pillars: disarmament, non-proliferation, peaceful uses of nuclear energy, and implementation of the 1995 Middle East Resolution. The paper investigates the approach used by a new set of regional institutions, the Disaster Preparedness and Risk Management Organizations (DPRMOs), in strengthening regional governance and cooperation. It also inquires in what ways these new institutions might indirectly contribute to the establishment of a more cohesive global nuclear security framework. The potential for a relatively non-advanced nation to covertly acquire a significant quantity of weapons-grade plutonium using a gas-cooled, natural uranium-fueled reactor based on relatively primitive early published designed is evaluated in this article. The economic and technical issues that would influence the design decisions of a covert 239Pu production program are considered.
Several unconventional uranium acquisition approaches were explored. Methods for extracting uranium from enrichment tails, seawater, and coal ash sources were considered. The evaluation indicated that uranium extraction from coal ash or insitu leaching from underground deposits could be performed in economical manner that might be difficult …
