Uzbek-Afghan Relations: A New Stage In Dynamic Development, E. Aripov

The article is devoted to issues of Uzbek-Afghan relations. It is noted that the high dynamics of Uzbek-Afghan relations is the result of a new foreign policy strategy of the President of the Republic of Uzbekistan. Based on the analysis of the dynamics of development of bilateral relations, the author identifies concrete changes and successes in these relations. As a result, the author notes Uzbekistan will continue its efforts to promote the peaceful development of Afghanistan, which serves as a guarantee of security and prosperity of the entire Central Asian region.

The article is devoted to issues of legal registration of the State border with the countries of Central Asia. The author notes that, along with the intensification of cooperation between Uzbekistan and foreign countries in other important areas, the negotiation process on the delimitation and demarcation of borders with Central Asian countries has become continuous. Also, in the article, special attention is drawn to the opinion of foreign experts regarding the settlement of issues of the borders of Uzbekistan with neighboring states.

If analyses of community-building efforts in Northeast Asia are fixated on the level of the nation-state and the central government, then one fails to capture the complex, transnational integration dynamics that are now vigorously at work in the region, contends Seung-Youn Oh in this chapter. Non-state Actors—less constrained than national authorities by political tensions and historical legacies—are not only generating a new capacity for regional community-building, they are also strengthening existing forms of regional cooperation.

This study sought to determine best practices for policy advocates who promote press freedom, freedom of expression, and democracy in Azerbaijan to influence policymakers in the United States of America. Results from other studies, the literature on the topics of Azerbaijan and policy advocacy, and expert interviews were used for this study. For many who experienced it directly or indirectly, 9/11 marked a dramatic shift as the United States processed the attacks and went from a country at peace to a country at war. Though the attacks themselves were geographically targeted, 9/11 was a nationally traumatic event and resulted in the formation of a collective memory and national narrative across the country. This study analyzes Russian perceptions and narratives of the post-Cold War international order, with attention to both Russia’s role in this order and to Russia’s perceived special mission in post-Soviet space, or what is often referred to as the ‘near abroad.’ Although Russia’s visions of the world and post-Soviet space were constructed, to some extent, during the Soviet era, this study shows that the experience of the US-led world order has had a great impact on contemporary Russian discourse. Sea-level rise (SLR) is a manifestation of climate change that is particularly hazardous to port cities that must remain on the waterfront to function, yet are increasingly battered and flooded by encroaching storms, and sinking into the rising saltwater. This paper presents the results of an indirect assessment of the personality of Kim Jong-un, supreme leader of the Democratic People’s Republic of Korea, conducted 2013–2018 from the conceptual perspective of personologist Theodore Millon.
Psychodiagnostically relevant data about Kim was collected from open-source media reports and synthesized into a personality profile using the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with DSM–III–R, DSM–IV, and DSM–5.
The personality profile yielded by the MIDC was analyzed in accordance with interpretive guidelines provided in the MIDC and Millon Index of Personality Styles …

Queer victimization as a topic is often marginalized within research due to hegemonic ideologies within society. When it comes to campus sexual assault research and resources, the focus is primarily on female victimization constructed within a heteronormative framework. Little research and theorization has been done on male victimization or the specificities of LGBTQ victimization of campus sexual assault. The problem this research has identified is that the female-victim-male-perpetrator metanarrative of campus sexual assault portrayed through media exemplifies the heterosexist culture at various levels of analysis within the United States. Which Wars Spread? Commitment Problems And Military Intervention, Zachary C. Shirkey

This article argues that wars caused by commitment problems are more likely to experience outside military intervention than are wars with other causes. Wars caused by commitment problems are more likely to draw in outside states because they tend to be more severe and produce larger war aims. These larger stakes create both threats and opportunities for non-belligerent states thereby prompting military intervention. The greater stakes also generate incentives for belligerent states to seek outside aid. This relationship between commitment problems and intervention implies that while certain types of wars may be more likely to experience intervention, the same causes …

While some attribute potential enrollment decline to domestic politics, others believe that globalization may be allowing student flows to diversify across many nations, thus limiting the U.S.’s share of students and soft-power influence. Insurgent groups vary in how they interact with civilians. Some insurgent groups perform government functions to further their political objectives during civil war, whilst other rebel groups use solely violent means. Why do some insurgent groups perform governance functions to further their political objectives, whilst others interact very little with the local population? I seek to explain the variation in rebel governance, which I argue is motivated by the objective of the insurgency. More specifically, I argue that secessionist insurgencies are more likely to implement governance structures than non-secessionist insurgent groups. The US military’s culture, structure, and process for providing advice to the president and his national security decision-making team are flawed due to the marginalization of unconventional warfare (UW) expertise -- UW is the military’s doctrinal term for support to resistance activities and movements. This dissertation intends to provide answers to the following research questions: Why do some dictators forcibly remove their top ruling elites from power? If dictators choose to purge an individual, what influences their choice about whether to include punitive violence as part of the action? This work contributes to the field of research on elite interaction and political violence within authoritarian regimes. I advance three main theories on purges and violence. Many organizations are finding it advantageous and often necessary to form collaborative alliances with strategic partners in order to solve collective problems and jointly work towards mutually desirable ends. This research examines a single case study of inter-agency coordination between the Defense Logistics Agency (DLA) and the U.S. Agency for International Development (USAID) and their involvement in humanitarian relief efforts. The strategic importance of Africa to the United States has grown significantly. Camp Lemonnier, a naval-led military installation, is located in Djibouti and is vital to the strategic success of the United States in Africa. In order to strengthen U.S.-Djibouti ties and solidify an enduring presence in Africa, the Department of Defense implemented the Djibouti First Initiative. Under the initiative, local vendors received preference for resources and products needed at Camp Lemonnier. Why do wars last as long as they do? Why do some rage for years, while others last only a few months or days? This piece introduces a symposium that addresses that question from rationalist, psychological, neurological, and domestic politics perspectives.
