Genocide Masquerading: The Politics Of The Sharpeville Massacre And Soweto Uprising, Jessica P. Forsee Apr 2019

Genocide Masquerading: The Politics Of The Sharpeville Massacre And Soweto Uprising, Jessica P. Forsee

Honors College Theses

Apartheid South Africa represented a paradox as a US ally and human rights pariah. “Genocide Masquerading” uncovers the implications of US foreign policy on the rise and decline of apartheid, looking specifically at the 1960 Sharpeville Massacre and the 1976 Soweto Uprising. By comparing Presidents Eisenhower, Kennedy, Ford, and Carter foreign policy responses, this thesis creates a comparative analysis of how effective, or ineffective, the United States was during pivotal moments in apartheid history. This thesis will not only expand on the developing South African literature but add to the conversation of international aid, diplomacy practices, and North-South relationships.

Living In Gang-Controlled Neighborhoods: Impacts On Electoral And Nonelectoral Participation In El Salvador, Abby Córdova Apr 2019

Living In Gang-Controlled Neighborhoods: Impacts On Electoral And Nonelectoral Participation In El Salvador, Abby Córdova

Political Science Faculty Publications

Gangs’ territorial control affects the lives of residents in thousands of neighborhoods across Latin America, particularly in northern Central American countries. I argue that gang dominance constrains the ability of neighborhood residents to mobilize politically and consequently resist gang violence through institutionalized channels. Living in gang-controlled neighborhoods results in fewer incentives and opportunities to make political elites accountable for one’s personal safety. Even residents who have already experienced crime firsthand are discouraged from turning to politics as a strategy to change the status quo. My theoretical insights identify mechanisms through which gangs’ neighborhood control affects nonelectoral and electoral participation. To …

Snc’S Fate Could Affect Nuclear Security, Erika Simpson Apr 2019

Snc’S Fate Could Affect Nuclear Security, Erika Simpson

Political Science Publications

The fate of SNC-Lavalin, a major player in the nuclear engineering sector, hinges on its bid for a deferred prosecution agreement (DPA) amidst allegations of fraud and corruption. Should SNC-Lavalin fail to secure a DPA and face conviction, it risks being barred from Canadian government contracts and jeopardizing ongoing projects with entities like Ontario Power Generation and Bruce Power. This could potentially lead to significant repercussions for the global nuclear industry, particularly in Canada, where nuclear projects such as reactor refurbishments at Bruce Power and Darlington are vital. The situation also highlights broader implications for nuclear security and waste management, …

Immigration Policy Reform: International Students And Higher Education, Anna M. Kwiatkowski Apr 2019

Immigration Policy Reform: International Students And Higher Education, Anna M. Kwiatkowski

Honors College Theses

How has the rise in immigration around the world affected international students in obtaining student visas? Many states in the Global North are implementing restrictive immigration policies to combat the high influx of immigrants. Using the United Kingdom (UK) as a case study, I investigate how these policies have led to a decrease in the number of international students enrolled in higher education institutions (HEIs) throughout the UK. This has led to negative impacts on the higher education sector and economy, forcing politicians to reconsider and backtrack on immigration policies regarding international students in late 2017. Through the lens of …

Đổi Mới Diy: Tactical Ruralism And Tangible Modeling In The Mekong Delta, Phillip Fernberg Apr 2019

Đổi Mới Diy: Tactical Ruralism And Tangible Modeling In The Mekong Delta, Phillip Fernberg

LSU Master's Theses

In recent years, the integrity of the Mekong Delta has been put at risk by a combination of environmental and institutional factors. Understanding that the degradation of the Delta would have far-reaching socioeconomic implications for both Vietnam and the Indochinese Peninsula, The World Bank has responded to the situation by implementing initiatives for climate-smart planning tools and improved water management practices throughout the lower Mekong basin. Seeing the potential for tangible modeling as a participatory planning tool, the Bank has hired a team of consultants from Louisiana State University to introduce a methodology called Tangible Landscape to its climate resilience …

India’S Surgical Strikes: Response To Strategic Imperatives, Karthika Sasikumar Apr 2019

India’S Surgical Strikes: Response To Strategic Imperatives, Karthika Sasikumar

Faculty Publications

In September 2016, militants who were allegedly backed by Pakistan attacked an Indian Army camp in Uri. The government in New Delhi was facing important regional elections. It faced intense public pressure to muster a military response. Such a response, however, ran the risk of triggering a nuclear exchange. Ten days after the Uri attack, India reported that it had carried out ‘surgical strikes’ on terrorist training camps in Pakistan-controlled territory. The paper examines this specific episode in India–Pakistan deterrence dynamics, focusing on the nomenclature ‘surgical strikes’. The paper argues that the choice of the term itself is new and …

Snc-Lavalin: Follow The (Big) Money, Erika Simpson Apr 2019

Snc-Lavalin: Follow The (Big) Money, Erika Simpson

Political Science Publications

In 2011, the Harper government sold Canada's CANDU nuclear reactor division to SNC-Lavalin for $15 million. This transaction and subsequent dealings have sparked controversy and scrutiny, particularly amidst recent allegations of corruption. SNC-Lavalin's lobbying efforts for a Deferred Prosecution Agreement (DPA) have raised concerns about potential impacts on major nuclear projects in Canada, including reactor refurbishments and the construction of a Deep Geologic Repository. The company's history of bribery charges, including a notable case involving Libya, and its role in various high-profile corruption scandals have intensified calls for increased transparency and accountability. The situation underscores the need for vigilance in …

Snc Lavalin Nuclear Contracts At Risk If It’S Convicted, Erika Simpson

Political Science Publications

The article explores the potential consequences facing SNC-Lavalin, a major player in Canada's nuclear industry, if it is convicted of fraud and corruption. The company's ability to bid on and fulfill billions of dollars worth of contracts with entities like Atomic Energy of Canada Limited (AECL) and various power producers hangs in the balance. Simpson highlights the intertwined relationships between SNC-Lavalin, Canadian government officials, and international nuclear projects, emphasizing the critical role of political decisions in shaping the future of nuclear development in Canada. The piece underscores broader implications for Ontario's energy sector and raises questions about the sustainability of …

Nationalizing Services For The Trans-National: How Sub-Saharan Migrants Navigate Healthcare Access In Tunisia, Batoul Hasan Apr 2019

Nationalizing Services For The Trans-National: How Sub-Saharan Migrants Navigate Healthcare Access In Tunisia, Batoul Hasan

Independent Study Project (ISP) Collection

The right to human health and the resources that empower this state is an entitlement recognized under international law. With the circumstances surrounding their journeys, migrants face increased risks and vulnerabilities that necessitate social protections. Nations of reception, due to exclusionary policies or lack of capacity, may fail to guarantee these protections. This study investigates how this phenomenon unfolds in Tunisia, a middle-income nation undergoing a host of political and economic changes, but one that’s nonetheless become an alluring destination for migrants, specifically those from sub-Saharan African nations. The analysis proceeds from an assessment of the public health situation in …

Refuge In A Place Without Refugees, Jane Roarty Apr 2019

Refuge In A Place Without Refugees, Jane Roarty

Independent Study Project (ISP) Collection

The question of who should be given legal status as a refugee has consistently been veiled in discussions of ‘practicality,’ political motives, and inaction. Centered in these discussions tend to be state officials, international organization officials, and academics. More importantly, typically excluded from this assembly of decision makers and the thinkers are those actually and personally affected by the specifics of the term. In Jordan, this discussion is particularly interesting because the government does not legally recognize refugees since the United Nations refused to recognize Palestinians under the 1951 Convention definition. This paper aims to unpack the term refugee: both …

Environmental Consciousness For The Politically Autonomous: The Basque Country, Miranda L. White Apr 2019

Environmental Consciousness For The Politically Autonomous: The Basque Country, Miranda L. White

Independent Study Project (ISP) Collection

When discussing the issue of political autonomy, the usual topics that are taken into consideration are based around human rights, language, culture, society or economics. Those are the most commonly discussed for good reason, as they are important for the rights and freedoms of a community itself. However, this research paper aims to investigate further into the discussion of the environmental effects of political autonomy in Spain, specifically in the matter of autonomous competencies for waterway and air management. Therefore, in order to test such a hypothesis, this study will use the Basque Country of Spain as the subject, and …

Immigration Policy Reform For A Stronger Economy, Pia M. Orrenius, Madeline Zavodny Apr 2019

Immigration Policy Reform For A Stronger Economy, Pia M. Orrenius, Madeline Zavodny

Mission Foods Texas-Mexico Center Research

The US economy grows as a result of higher labor force growth and productivity growth. Immigration is related to both of these drivers. Immigration accounts for about half of US workforce growth. This reliance is only set to increase as the baby boomer generation retires between now and 2030. As a result, immigrants and their children are expected to make up essentially all of the growth in the working-age population between 2015 and 2035.1 Immigration is also linked to productivity growth, in part via activities such as innovation and entrepreneurism, and hence less immigration could be a drag not only …

From Talons To Tweets: Analyzing The Influence Of Information And Communication Technology On Diplomacy, Austin F. Hayes Apr 2019

From Talons To Tweets: Analyzing The Influence Of Information And Communication Technology On Diplomacy, Austin F. Hayes

Tenor of Our Times

As countries embrace innovative technologies, thus increasing the speed of interstate communication, the overall nature of interactions between states is changing. Consequently, core diplomatic structures are shifting from the private realm to the public sphere. I argue that Information Communication Technology (ICT) is the major agent of this shift. Less distance between electorates and diplomatic agents due to ICT allows the public to more directly influence international diplomacy. By studying the impact of the telegraph, telephone, Internet, etc., this study examines ICT’s influence on diplomacy, contending that the trend toward an increased dependence on technology will mark another pivotal moment …

Colonialism, Postcolonialism, And The Drive For Social Justice: A Historical Analysis Of Identity Based Conflicts In The First Republic Of Liberia, Daniel Parkins Apr 2019

Colonialism, Postcolonialism, And The Drive For Social Justice: A Historical Analysis Of Identity Based Conflicts In The First Republic Of Liberia, Daniel Parkins

Capstone Collection

Liberia was an American settler based colony of freed African Americans who were commissioned with the task of establishing a Western form of governance on the African continent. The result of this venture was the colonization of indigenous Africans and almost 200 years of identity based conflict and colonial oppression. Thus, the question driving this research was how to achieve social justice in postcolonial Liberia. In pursuit of this question, the researcher seeks to develop an array of perspectives from within the context of Liberia regarding social justice through the conceptual framework of postcolonialism. Furthermore, it is the intention of …

The Black Freedom Movement And The Politics Of The Anti-Genocide Norm In The United States, 1951 - 1967, Daniel E. Solomon Apr 2019

The Black Freedom Movement And The Politics Of The Anti-Genocide Norm In The United States, 1951 - 1967, Daniel E. Solomon

Genocide Studies and Prevention: An International Journal

This article explores the political uses of the anti-genocide norm by black freedom activists in the United States between 1951, when the Civil Rights Congress petitioned the United Nations with evidence of genocide against black Americans, and 1967, when the topic of genocide returned to mainstream public debate with the beginning of William Proxmire’s campaign for US ratification of the Convention. Using public speeches and pamphlets of the US black freedom movement, and private documentation by movement activists, this paper demonstrates how black activists used the nascent anti-genocide norm to (1) critique the relationship between the US government’s role in …

Between Hagiography And Wounded Attachment: Raphaël Lemkin And The Study Of Genocide, Benjamin Meiches, Jeff Benvenuto Apr 2019

Between Hagiography And Wounded Attachment: Raphaël Lemkin And The Study Of Genocide, Benjamin Meiches, Jeff Benvenuto

Genocide Studies and Prevention: An International Journal

In this article, we outline the significance of the special issue on the scholarship of Raphaël Lemkin. We argue that genocide scholars tend to identify with one of three different types of Lemkin scholarship. Each of the articles for the special issue challenges these genres in an effort to extend the study of genocide in new directions. Moreover, we contend that this work suggests that genocide scholars should endeavor to extend the study of genocide beyond Lemkin's vision and writings.

Command Decision: Ethical Leadership In The Information Environment, Keir Giles Mr. Apr 2019

Command Decision: Ethical Leadership In The Information Environment, Keir Giles Mr.

Books, Monographs & Collaborative Studies

This monograph considers how a classical challenge that commanders face in war—namely, making critical decisions on the basis of limited and often unreliable information—has been exacerbated in the era of big data. Data overload complicates the intelligence community’s efforts to identify and exclude disinformation, misinformation, and deception, and thus hampers its ability to deliver reliable intelligence to inform decision-makers in a timely manner. The military commander remains responsible for making a final decision, yet the great wealth of data now available through the intelligence cycle amplifies the risk of decision paralysis. With this in mind, technological solutions tend to be …

Deterrence Under Nuclear Asymmetry: Thaad And The Prospects For Missile Defense On The Korean Peninsula, Inwook Kim, Soul Park Apr 2019

Deterrence Under Nuclear Asymmetry: Thaad And The Prospects For Missile Defense On The Korean Peninsula, Inwook Kim, Soul Park

Research Collection School of Social Sciences

The 2016 decision to deploy Terminal High Altitude Area Defense (THAAD) to South Korea has generated multitude of intensely politicized issues and has proved highly controversial. This has made it challenging to alleviate, let alone clarify, points of analytical and policy tensions. We instead disaggregate and revisit two fundamental questions. One is whether THAAD could really defend South Korea from North Korean missiles. We challenge the conventional “qualified optimism” by giving analytical primacy to three countermeasures available to defeat THAAD–use of decoys, tumbling and spiral motion, and outnumbering. These countermeasures are relatively inexpensive to create but exceedingly difficult to offset. …

Humanitarian Negotiations & Humanitarian Principles: The Interaction Between Humanitarian Negotiations For Access And Organizations' Ability To Adhere To Humanitarian Principles, Gabriela Gil Apr 2019

Humanitarian Negotiations & Humanitarian Principles: The Interaction Between Humanitarian Negotiations For Access And Organizations' Ability To Adhere To Humanitarian Principles, Gabriela Gil

Independent Study Project (ISP) Collection

Aim: To examine how do humanitarian organizations apply, or fail to apply, the humanitarian principles through humanitarian negotiations in modern conflict settings.

Methods: A literature review identified relevant peer-reviewed and grey literature on international humanitarian norms and law, the landscape of modern conflict, and existing guidelines on humanitarian negotiations. Five semi-structured interviews were conducted with experts in humanitarian negotiations chosen on the basis of their relevant background. A coded analysis of these interviews was conducted to identify major themes and subthemes in responses.

Background: Multiple international mechanisms outline the humanitarian principles of humanity, impartiality, neutrality and independence and States, non-State …
