Fourth Generation Warfare (4GW) theory shares many characteristics of classical guerrilla warfare (CGW) theory in security studies literature. Proponents claim that 4GW is a revolution in war that overturns traditional measures of military power, while critics counter that 4GW is simply CGW in an updated context. Another group posits Fifth Generation Warfare (5GW), which adds additional information-age technologies and uses “any and all means,” (military and extra-military) to attack both the enemy’s will and capability to resist. For over two decades, preventing and countering violent extremism (P/CVE) has proven a daunting challenge for foreign assistance policy makers and implementers. The challenges are rooted in its rapid emergence, continuous and uneven development, and lingering skepticism about its future and effectiveness. The United States is facing an increasing number of refugees and asylees who resettled and were forced to migrate from their countries of origin. In the United States, social service professionals and social workers of resettlement agencies are responsible for the program enrollment and follow-up with newly arrived refugees. Hence, there is a huge learning curve for these individuals. Although a substantial number of refugees are linked to appropriate resources, many are neglected and are unable to sustain themselves. Ineffective cross-border merger and acquisition (M&A) strategies can negatively impact value creation. Global information and communications technology (ICT) company leaders who do not effectively manage M&As risk eventual divestiture of their acquired targets. Guided by Haspeslagh and Jemison’s acquisition integration approach model and Hofstede’s 5 dimensions of national cultural theory, the purpose of this qualitative multiple case study was to explore strategies that leaders of global ICT companies use to integrate diverse workers following cross-border M&As. The theme of this dissertation is the anti-cultural turn of Western Political Thought that has emerged out of Enlightenment thinking and was first turned into a comprehensive political idea by Thomas Hobbes.
Beginning with an overview of psychological research into the phenomenon of culture I put forward the argument that human beings are by nature social and individualistic, but that they oscillate between their ability to put group-interests before individual interests and vice versa. Culture is the main mechanism that influences which interest we give priority. This mechanism work through emotional attachments that create intuitions about what is morally right …

This article examines the transformation in Mexican politics from a neoliberal state to a one lead by a left wing populist leader and its impacts on environmental policy in the country. Specifically, looking at the election of AMLO in 2018 and prior neoliberal environmental policies (NAFTA and Pena Nieto's energy reform). This article looks at the motivations and outcomes of these policies to better understand environmental impact.

This dissertation examines why the Vatican as a global religious organization and the smallest state in the world is able to successfully mediate some difficult and intractable conflicts while it fails to do so in other cases. Drawing from the New Liberalism theory in International Relations, the mediation theory and the literature on the Vatican as a player in world affairs, it suggests the important role of the Vatican's institutions at both the global and local level, besides its spiritual and moral leverage. Since the beginning of the millennium, all the regional energy players in the East Mediterranean had good cooperation with little intra-state rivalry or tensions. The Arab Gas Pipeline was successfully carrying Egyptian natural gas to Jordon, Lebanon, Syria and Israel. Egypt had signed agreements to further connect with the Turkish pipeline network, carrying natural gas to the European markets. However, the Egyptian government was facing an internal challenge concerning the normalization of economic relations with Israel. Public opinion was completely against the deal, yet the rest of the Arab Gas Pipeline destinations represented aspiration for further Arab cooperation.

What role do domestic audiences play in authoritarian policy making? This study examines the relationship between newspapers and assertive foreign policy. Specifically, this study conducts content analyses of state-published newspapers during periods of unprecedented assertiveness in the South China Sea. Borrowing from Galtung’s theory of peace journalism, this study analyzes valence patterns used in 99 separate articles published in Xinhua, China Daily, People’s Daily, and Global Times. Additionally, this study examines the visibility of these articles, to better understand their prominence in national coverage. This thesis explores the social movements and civil society activism to protect the rivers that flow through Bangladesh—the cradle and terminal delta floodplain of the transboundary Ganges, Brahmaputra, and Meghna river systems—, as well as ways to build regional cooperation and watershed democracy in South Asia. The research drew on four overarching fields of study: environmental justice, southern environmentalism, ecological nationalism, and environmental governance. These four bodies of scholarship helped address the overarching question: how are civil society organizations analyzing and responding to the water diversions and degradation of Bangladesh’s transboundary rivers? While some US policymakers argue that economic sanctions always work and continue to use them as a key foreign policy tool, and while some other scholars argue that sanctions never work, this thesis focuses on when, not if, sanctions work. Contextualizing a discussion of the effectiveness of sanctioning undemocratic regimes in the Middle East and North Africa around the early 2000s shift away from US hegemony back to multipolarity, I conclude that the rise of Russia, China, and smaller states in the early 2000s affected the process through which the US is able to sanction adversarial regimes. สารนิพนธ์ฉบับนี้ต้องการศึกษาความล่าช้าในการดำเนินโครงการรถไฟความเร็วสูงไทย-จีน ซึ่งถือเป็นโครงการที่สำคัญในการสานความสัมพันธ์ระหว่างประเทศไทยกับจีนโดยเฉพาะอย่างยิ่งในด้านเศรษฐกิจ เนื่องจากความร่วมมือดังกล่าวถือเป็นปัจจัยที่เกื้อหนุนการพัฒนาเศรษฐกิจของไทยและจีนผ่านการสร้างระบบเครือข่ายการคมนาคมขนส่งในภูมิภาค ทั้งนี้ การที่จีนให้การรับรองรัฐบาลรัฐประหารในไทยที่นำโดยพลเอกประยุทธ์ จันทร์โอชา ในปี ค.ศ. 2014 เปิดโอกาสให้จีนเข้ามาผลักดันให้รัฐบาลไทยเร่งดำเนินการสานต่อโครงการดังกล่าว ซึ่งหลายฝ่ายคาดว่า ด้วยความสัมพันธ์ที่ดีระหว่างรัฐบาลทั้งสองจะทำให้การดำเนินการโครงการฯ เป็นไปได้อย่างรวดเร็ว แต่ในความเป็นจริงเกิดความล่าช้ามาโดยทั้งสองฝ่ายไม่สามารถบรรลุข้อตกลงได้อย่างรวดเร็ว จากการศึกษาครั้งนี้พบว่า ความล่าช้าดังกล่าวเกิดจากความพยายามของรัฐบาลไทยที่ต้องการรักษาสมดุลระหว่างความสัมพันธ์ที่ใกล้ชิดกับจีนและความชอบธรรมภายในประเทศ ในขณะที่รัฐบาลไทยให้ฝ่ายจีนเป็นผู้ดำเนินการโครงการฯ โดยปราศจากคู่แข่ง แต่ก็พยายามแสดงให้สาธารณชนเห็นว่าการมีความสัมพันธ์ที่ดีกับจีนมิได้ทำให้ไทยต้องอ่อนข้อและอาจทำให้ประเทศไทยเสียผลประโยชน์แห่งชาติดังที่ถูกวิพากษ์วิจารณ์ จึงส่งผลให้การเจรจาไม่สามารถหาข้อยุติได้โดยง่าย ซึ่งสร้างความไม่พึงพอใจให้กับฝ่ายจีนและกลายมาเป็นประเด็นปัญหาท้าทายต่อรัฐบาลในการดำเนินความสัมพันธ์กับจีน กรณีศึกษานี้แสดงให้เห็นว่า ถึงแม้ว่ารัฐบาลพลเอกประยุทธ์ฯ จะมีอำนาจเด็ดขาดในการดำเนินนโยบายแต่ยังคงต้องรักษาความชอบธรรมของระบอบการปกครองแบบเผด็จการท่ามกลางความขัดแย้งทางการเมืองที่รุนแรงในไทยที่มีมาตลอดทศวรรษนับตั้งแต่การรัฐประหารโค้นล้มรัฐบาลพันตำรวจเอกทักษิณ ชินวัตร ในปี ค.ศ. 2006

สารนิพนธ์ฉบับนี้มุ่งศึกษาการดำเนินการของคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ (HRC) ต่อปัญหาการละเมิดสิทธิมนุษยชนชาวโรฮีนจาในเมียนมา เพื่อวิเคราะห์ผลการดำเนินการของ HRC ว่ามีอิทธิพลต่อท่าทีด้านสิทธิมนุษยชนของรัฐบาลเมียนมาอย่างไร และเผชิญอุปสรรคและข้อจำกัดอย่างไร โดยผู้วิจัยจะใช้กรอบแนวคิดกระบวนการขัดเกลาทางสังคมและแบบจำลองสไปรัลมาประกอบการวิเคราะห์ จากการศึกษาพบว่า HRC มุ่งแก้ไขปัญหาการละเมิดสิทธิมนุษยชนข้างต้น โดยการเปิดเวทีให้ภาคส่วนระหว่างประเทศเรียกร้องและมีข้อเสนอแนะให้เมียนมายอมรับบรรทัดฐานด้านสิทธิมนุษยชนผ่านกลไกการประชุมสมัยสามัญและสมัยพิเศษและกระบวนการ UPR ในขณะที่มอบอำนาจให้ผู้รายงานพิเศษฯ ประมวลข้อมูลการละเมิดสิทธิมนุษยชนชาวโรฮีนจา เพื่อเผยแพร่ประเด็นดังกล่าวเข้าสู่การรับรู้ของประชาคมโลก ซึ่งการดำเนินการดังกล่าวได้ส่งผลให้เมียนมาตอบสนองโดยการปฏิเสธข้อกล่าวหาที่มีต่อรัฐบาล อย่างไรก็ตาม เมียนมาได้ปฏิบัติตามข้อเสนอของ HRC ในบางประเด็น เช่น การพิสูจน์สัญชาติ การส่งกลับผู้หนีภัยโดยสมัครใจ แต่เป็นการปฏิบัติที่ไม่สอดคล้องกับบรรทัดฐานสิทธิมนุษยชนสากลมากนัก โดยเมื่อวิเคราะห์ผ่านแบบจำลองสไปรัลนั้น ถือได้ว่า การตอบสนองของเมียนมาต่อ HRC ยังคงอยู่ในช่วงระยะเปลี่ยนผ่านจากระยะที่ 2 ไปสู่ระยะที่ 3 ทั้งนี้ การที่ HRC ไม่สามารถส่งเสริมให้เมียนมาปฏิบัติตามบรรทัดฐานด้านสิทธิมนุษยชนจนนำไปสู่ระยะที่ 5 ของแบบจำลองสไปรัลนั้น เกิดจากอุปสรรคและข้อจำกัดที่เกี่ยวข้องกับภาคประชาสังคมภายในประเทศ รัฐบาลเมียนมา และกลไกของ HRC ซึ่งจำเป็นต้องมีการดำเนินการร่วมกันในหลายภาคส่วนเพื่อให้เมียนมาเปลี่ยนแปลงท่าทีและยอมรับบรรทัดฐานสิทธิมนุษยชนสากลมากขึ้น และนำไปสู่การแก้ไขปัญหาการละเมิดสิทธิมนุษยชนชาวโรฮีนจาในระยะยาว

สารนิพนธ์ฉบับนี้มุ่งศึกษาความสำคัญของประเทศจีน ที่ได้ “ปักหมุด” ทางยุทธศาสตร์การเข้ามาลงทุนในโครงการพัฒนาระเบียงเศรษฐกิจพิเศษภาคตะวันออก (EEC) ของประเทศไทย โดยใช้กรอบแนวคิดของการป้องกันความเสี่ยง (Hedging) ที่เป็นการเข้ารวมกลุ่มสมัครพรรคพวกกับรัฐที่เข้มแข็งกว่าเพื่อผลประโยชน์ (Bandwagoning For Profit) มาเพื่อวิเคราะห์ความร่วมมือทางเศรษฐกิจระหว่างประเทศไทยและประเทศจีน โดยเป้าหมายสำคัญในการป้องกันความเสี่ยงที่จะทำให้ประเทศไทยเกิดสภาวะพึ่งพาต่อประเทศใดประเทศหนึ่งมากเกินไป จนอาจจะทำให้เสียสมดุลที่ส่งผลกระทบต่ออธิปไตยและผลประโยชน์แห่งชาติของประเทศไทย จากการศึกษาพบว่า นโยบายต่างประเทศของไทยได้หันเข้าหาประเทศจีนมากกว่าสหรัฐฯอย่างชัดเจน ซึ่งได้ส่งผลกระทบให้ประเทศไทยเสียสมดุล (Balance) ในความสัมพันธ์ระหว่างมหาอำนาจขั้วตรงข้ามไปอย่างหลีกเลี่ยงไม่ได้ จนทำให้ประเทศไทยต้องพบกับความเสี่ยง และความยากลำบากจากการขาดอิสระในการกำหนดนโยบายต่างประเทศที่จะต้องยึดถือเอาลำดับความสำคัญ (Prioritize) ในการรักษาความสัมพันธ์ที่มีกับประเทศจีนเป็นหลัก จึงมีข้อเสนอแนะในการยึดจุดยืนของประเทศไทยจากการที่อยู่ในยุทธศาสตร์ของมหาอำนาจทั้งสอง (Cooperative Security Locations) โดยหากประเทศไทยดำเนินนโยบายต่างประเทศที่รักษาสมดุลระหว่างมหาอำนาจทั้งสองได้อย่างดี ย่อมจะก่อให้เกิดผลประโยชน์แห่งชาติสูงสุดแก่ประเทศไทย รัฐบาลไทยจึงต้องตระหนักถึงความสำคัญในประเด็นนี้ก่อนที่จะสายเกินไป เพื่อที่จะนำพาประเทศไปในทิศทางที่ถูกต้อง และสร้างสมดุลอันนำมาซึ่งความมั่นคง รวมถึงการผลักดันด้านเศรษฐกิจให้กับประเทศไทย ภายใต้บริบทยุคโลกาภิวัตน์ในปัจจุบัน

Past research and government reports document that Security Force Assistance (SFA) provided by the United States to partner nations often failed to achieve the desired impact of developing the capacity and capability of the partner to defeat an insurgency and maintain security. A lack of research and available data inhibit the identification of reasons SFA programs fail. Increasing evidence shows that the impacts of anthropogenic climate change have magnified and will have dramatic implications for both the natural and social systems (Adger et al., 2014). While research on the security implications of climate change has been found to have a major bearing on policy making, experts have not reached a consensus about how climate change and human security are related, leaving the climate-security nexus and corresponding policies underdeveloped.

Why do some states support rebel groups? This area of study has garnered more attention in the aftermath of the Cold War, as states continue to leverage proxy groups against one another. To understand the causes and consequences of state support, this dissertation builds on existing work in the state sponsorship, terrorism, and interstate rivalry literature. The research questions in this dissertation ask: (1) why states provides specific types of sponsorship; (2) what, if any, is the effect of interstate rivalry on the global network of state support; and (3) why are some Islamist rebel groups more violent than others. …

Different approaches to conflict resolution and peacekeeping in African failed states have taken the centre stage of this analysis. These approaches are based not merely on theory or doctrine but on the self-perceived interests of the stakeholders in peacekeeping inside Africa. This research develops a novel model for external actors’ support for separatists.Three variables measuring external actors’ support are identified through two case studies, Kosovo Liberation Army and Liberation Tigers of Tamil Eelam, with an emphasis on Military Aid’s impact. The variables are then applied to a quantitative analysis of external actors’ support in a dataset of 75 observations during the years 1991-2020, utilizing the Uppsala Conflict Data Program External Support Dataset. The findings for this research show that Military Aid and Moral Support improve the probability of survival for a separatist group. A deeper analysis reveals that military aid among …

Military coalitions are both a common feature of interstate warfare and an example of the highest level of cooperation between states. Despite their tremendous importance in international relations, military coalitions remain poorly understood. This project investigates critical questions related to coalition structures, and uses quantitative and qualitative methods to show that both the threat and political opportunity facing coalitions helps to determine the shape of their structures. This project utilizes a dataset of all coalition wars since 1816, as well as case studies of six coalitions to investigate these relationships. Although climate change and terrorism are both considered national security threats by U.S. military experts, the American public views these threats differ- ently, with climate change at lower risk and priority in comparison to terror- ism. This reflects a difference in how the public conceptualizes security threats. This paper aims to address that gap through media coverage. This study ex- amines the language of newspaper headlines for terrorism and climate change in order to identify the dominant representations of these issues in the media. This paper introduces a crucial parameter to the novel coronavirus response in the United States, by shedding light on the early-warning role of intelligence agencies. It argues that the intelligence components of the federal government's Biological Defense Program offered actionable forewarning about an impending pandemic in the years leading to the COVID-19 outbreak. Yet, almost from the opening stages of the pandemic, senior US government officials, including President Donald Trump, have repeatedly claimed that the virus "came out of nowhere"and that "nobody saw it coming."We show that these assertions contradict more than 15 years of pandemic preparedness warnings by intelligence …

Why Weak States Balance: National Mobilization And The Security Strategies Of Post-Soviet States, Eteri Tsintsadze-Maass

After the collapse of the Soviet Union, the 14 post-Soviet states adopted dramatically differing security strategies towards Russia: some sought security by bandwagoning with Russia while others strove to balance against it. Why did states with similar experiences under Soviet rule and similar asymmetric power positions vis-à-vis Russia adopt such diverse security strategies in the aftermath of the Soviet Union’s disintegration? In contrast to prevailing theories focusing on power, economic interdependence, and cultural similarities, I propose that these variations in post-Soviet states’ security strategies can be best explained by their diverse experiences with national mobilization.
