For the past twenty years, the United States has been at war. Yet, while invocations of war often evoke images of soldiers on the battlefield, the war the U.S. has been fighting looks far different. In the past two decades, the U.S. has attempted to curb the impact of terrorist organizations’ media usage. This paper explores the genealogy of that media battle through a case study of al-Qaeda and ISIS’ media apparatuses. In 2016, China became the largest importer of Sri Lanka goods and services, surpassing India. Since then, the Chinese government has signed significant trade, development, and security deals with the island nation. This thesis argues that Sri Lanka's domestic politics, centered around its decades-long civil war and consequent human rights concerns, have served as the crux of its triangular relations with two regional powers: India and China. This thesis explores America’s narratives surrounding safety net, varying history of child benefits and welfare between the U.S and U.K., newfound research regarding England’s programs, implicit bias, and interviews and scholarly reports of relevant experts. Conscience voting in the New Zealand House of Representatives offers a unique opportunity to assess Sam Peltzman’s ‘Principal-Agent Theory’ as outlined in his 1984 paper, Constituent Interest and Congressional Voting.

This thesis begins with a brief assessment of the principal-agent model (and other literature regarding parliamentary representation) before looking at the New Zealand Parliamentary system and the phenomenon of private member’s bills and how they aid the legislative process. The global COVID-19 pandemic posed new challenges for communities across Latin America: lack of access to potable water and food, loss of jobs and lack of access to technology now needed for children to attend school. By interviewing different leaders of NGOs throughout the continent, I was able to find out how local NGOs were adapting their typical activities to help their communities face these new and worsening challenges. There is a long-standing assumption in feminist international relations theory that women are more peace-oriented than men, and that, therefore, if more women were put in positions of power, there would be less war. This paper explores whether this assumption holds true in the United States federal legislature by examining the voting and congressional records of women in Congress over time, in both the Republican and Democratic parties, and comparing them to the records of male members of Congress to determine whether women exhibit a significantly different legislative approach to war.

Using Argentina, Brazil, Chile, and Mexico as case studies, this paper examines how women’s collaboration influences the effects of gender quotas on women’s representation. The efficacy of gender quotas in increasing the numerical representation of women and improving gender equality outcomes is well-researched, but questions remain about the precise linkages between the numerical representation of women and the substantive representation of women. This thesis analyzes previously identified linkages alongside actions by women’s organizations in national legislatures and civil society to better understand women’s roles as critical actors in making gender quotas successful. Between 1976 and 1983, Argentina was governed by a military government that oversaw both a brutal campaign against communism and a process of neoliberalization. During this period, the United States provided substantial economic support to Argentina through its approval of loans that enabled Argentina’s economic transformation. Early on, the United States was largely apathetic and complacent in regard to Argentina’s Dirty War. Experts have studied tourism as an economic or social phenomenon but have overlooked its dual socioeconomic nature, which prevents public administrators from understanding the industry’s impact on local communities. This qualitative study conducted in a city in Central Asia addressed this problem by considering the views of tourism stakeholders related to the industry’s socioeconomic impact on the city’s local community in 2017. The theoretical framework included corporate social responsibility theory and organizational economics theory. While many scholars have analysed neo-liberalism (i.e. market globalism) as an ideology of globalization, much less is known about alternative and emerging ideologies that challenge neoliberalism on a global scale. Addressing this gap, I critically examine the ‘human development and capabilities approach’ (HDCA) as a counter-ideology to neoliberalism promoted by the United Nations. Applying morphological discourse analysis and incorporating critical insights from recent work by Manfred Steger and Paul James, this study demonstrates how the HDCA (i.e. capabilities globalism) functions as a well-developed ideology steeped in a global imaginary. Since 1992, five ASEAN member states (Brunei, Indonesia, Malaysia, the Philippines, and Vietnam) have been involved in territorial disputes with China at the South China Sea (SCS). China’s presence in the SCS has prevented the populations of the five ASEAN member states from getting safe and productive access to the lucrative natural resources and trade routes to the outside regions. Why do states fighting civil conflicts hire Private Military and Security Corporations (PMSCs)? Does doing so hasten state victory? Many states have turned to PMSCs for help defeating rebels, yet we lack a broad understanding of the causes and outcomes of this choice. This thesis analyses the labor market impacts associated with hosting Syrian refugees in Jordan through the Syrian conflict. We provide a critical analysis of the sentiment that ‘the refugees are better off than we are.’ This sentiment derives from the perception that the poor economic conditions are the fault of refugees, because they take jobs from native citizens, or because of the international humanitarian aid that refugees receive. We suggest that this perception is a ‘false narrative’ which does not accurately describe the many causes of economic hardships in Jordan, thereby misplacing blame on refugees. สารนิพนธ์ฉบับนี้มีวัตถุประสงค์ที่จะศึกษาถึงปัญหาและอุปสรรคต่อการเก็บกู้ทุ่นระเบิดสังหารบุคคลของประเทศไทยภายใต้พันธกรณีของอนุสัญญาออตตาวา โดยเฉพาะการปฏิบัติตามพันธกรณีข้อ 5 ว่าด้วยการทำลายทุ่นระเบิดสังหารบุคคลในพื้นที่ทุ่นระเบิดภายใต้เขตอำนาจหรือการควบคุมของรัฐภาคีภายในกรอบระยะเวลา 10 ปี หลังจากอนุสัญญาดังกล่าวมีผลบังคับใช้ต่อรัฐภาคี โดยจะใช้กรอบทฤษฎีประกอบสร้างนิยม (Constructivism) ในการศึกษาและวิเคราะห์ถึงปัญหาและอุปสรรคต่อการเก็บกู้ทุ่นระเบิดเพื่อมนุษยธรรมของประเทศไทยที่ยังไม่สามารถปฏิบัติได้ตามพันธกรณีในอนุสัญญาออตตาวา ซึ่งจากการศึกษา พบว่า อนุสัญญาที่เผยแพร่บรรทัดฐานที่เน้นมนุษย์ (Human-centric) ขัดต่อบรรทัดฐานที่เน้นรัฐ (State-centric) ที่เคยยึดถือกันมาอย่างยาวนาน ส่งผลให้ระบบการปกครองในแต่ละรัฐบาลของประเทศไทยให้ความสำคัญในเรื่องการเก็บกู้ทุ่นระเบิดไม่เท่ากัน และเกิดความไม่ต่อเนื่องในการปฏิบัติตามบรรทัดฐาน รวมทั้งการไม่มี Norm entrepreneur ภายในประเทศเข้ามาผลักดันประเด็นปัญหานี้ได้อย่างเต็มที่ จึงทำให้การรับเอาบรรทัดฐานเข้ามากลายเป็นเรื่องของการคล้อยตามทางสังคม (Social conformity) ซึ่งอยู่ในระดับรัฐที่มีการยอมรับแบบผิวเผิน และต้องการแสดงให้ประชาคมระหว่างประเทศเห็นว่าตนเองให้ความสำคัญและสามารถปฏิบัติตามบรรทัดฐานนี้ได้ เพื่อผลประโยชน์ทางวัตถุเป็นหลัก นอกจากนี้ยังเกิดความขัดกันของแนวทาง (Contestation) ในการช่วยเหลือของประเทศสหรัฐอเมริกา ในกระบวนการคิดกับวิธีการกวาดล้างทุ่นระเบิดที่ไม่ตรงกับบริบทของประเทศไทย เนื่องจากประเทศไทยมีภูมิประเทศที่แตกต่างจากประเทศฝั่งตะวันตก เช่น พื้นที่สูงชัน ป่ารกทึบ ห่างไกล และยากต่อการเข้าถึง ทั้งนี้ จึงทำให้การปฏิบัติการเก็บกู้ทุ่นระเบิดของประเทศไทยมีประสิทธิภาพน้อย และไม่สามารถปฏิบัติภารกิจให้เสร็จสิ้นได้ภายในกรอบระยะเวลา 10 ปี

สารนิพนธ์ฉบับนี้ศึกษานโยบายต่างประเทศของจีนที่มีต่ออัฟกานิสถาน หลังเหตุการณ์ 9/11 โดยจะศึกษานโยบายของจีนที่เดิมมักจะได้ข้อสรุปว่า เป็นไปเพื่อการแข่งขันอิทธิพลของสหรัฐฯ และมหาอำนาจอื่น ๆ ในอัฟกานิสถานและภูมิภาคนั้น การศึกษาของสารนิพนธ์นี้จะพิจารณาถึงปัจจัยต่าง ๆ ที่เป็นเหตุผลประกอบในการตัดสินใจดำเนินนโยบายต่างประเทศของจีน ซึ่งมีทั้งจากปัจจัยภายนอกที่เกิดจากการเข้ามาของสหรัฐฯ จนอาจเป็นการแข่งขันทางอำนาจในระบบระหว่างประเทศ และจากปัจจัยภายในด้านเสถียรภาพและความมั่นคงของจีนเองที่ต้องการเสริมสร้างความเข้มแข็งของบูรณภาพแห่งดินแดนในเขตปกครองตนเองซินเจียงอุยกูร์ ผลการศึกษาพบว่าการดำเนินนโยบายต่างประเทศของจีนต่ออัฟกานิสถานในช่วงหลังเหตุการณ์ 9/11 นั้น ปัจจัยภายในเป็นปัจจัยที่สำคัญที่สุด โดยเฉพาะบทบาทของจีนในอัฟกานิสถาน เป็นไปเพื่อการจัดการปัญหาด้านความมั่นคงภายใน การเสริมสร้างเสถียรภาพ และเพื่อรักษาฐานอำนาจความชอบธรรมของพรรคคอมมิวนิสต์จีน จากการประสบปัญหาการก่อเหตุรุนแรงเพื่อต่อต้านรัฐบาลจีนในพื้นที่เขตปกครองตนเองซินเจียงอุยกูร์ อีกทั้งยังเป็นการเสริมสร้างความชอบธรรมของพรรคคอมมิวนิสต์จีนในการปกครองประเทศ ด้านสภาวะดุลแห่งอำนาจ (Balance of Power) ที่เกิดขึ้นในภูมิภาคจนส่งผลให้มีลักษณะของการแข่งขันอิทธิพลของประเทศมหาอำนาจนั้น เป็นเพียงแต่ผลพลอยได้ที่ตามมาจากการดำเนินนโยบายต่างประเทศของจีนเพื่อปกป้องเสถียรภาพด้านความมั่นคงภายในของจีนเอง ไม่ใช่ปัจจัยสำคัญในการกำหนดนโยบายต่างประเทศของจีนที่มีต่ออัฟกานิสถาน

สารนิพนธ์ฉบับนี้ มีวัตถุประสงค์ศึกษาแนวคิดของประธานาธิบดีฟิลิปปินส์ซึ่งเป็นผู้กำหนดนโยบายต่างประเทศเพื่อสร้างสมดุลระหว่างความมั่นคงกับผลประโยชน์ของชาติและเพื่อทำความเข้าใจบริบทการเมืองระหว่างประเทศในภูมิภาคเอเชียตะวันออกเฉียงใต้ สารนิพนธ์ฉบับนี้มุ่งศึกษาว่าเพราะเหตุใดนโยบายต่างประเทศของฟิลิปปินส์ต่อจีนในสมัยของนายดูเตอร์เตจึงเปลี่ยนท่าทีจากแข็งกร้าวเป็นประนีประนอม ในระหว่าง ค.ศ.2016-2021 สารนิพนธ์ฉบับนี้เป็นการวิจัยเชิงคุณภาพที่เน้นวิเคราะห์ข้อมูลเอกสารที่เกี่ยวข้องทั้งเอกสารวิชาการ งานวิจัย และข้อมูลข่าวในสื่อต่างๆ โดยใช้กระบวนการศึกษาสภาพทางจิตวิทยาการเมืองของผู้นำโลก (The Political Psychology of World Leaders) ของ วาลเลอรี่ ฮัดสัน (Valerie Hudson) ที่อธิบายถึงพฤติกรรมการตอบสนองทางจิตวิทยาของผู้นำที่มีผลต่อการตัดสินใจเลือกดำเนินนโยบายต่างประเทศอย่างใดอย่างหนึ่ง ผลการศึกษาพบว่านายดูเตอร์เตปรับท่าทีหลายครั้งในนโยบายต่างประเทศต่อจีน เริ่มจากสร้างความสัมพันธ์ที่เป็นมิตรและสร้างสรรค์มากขึ้น พยายามมีส่วนร่วมกับจีนเพื่อแสวงหาผลประโยชน์และลดแรงกดดันจากกรณีพิพาททางทะเลในอดีตเมื่อเทียบกับจุดยืนที่คงความสัมพันธ์กับสหรัฐอเมริกาไว้ แต่ก็แสดงจุดยืนในเรื่องกรณีพิพาททางทะเลว่าฟิลิปปินส์จะไม่ยอมรับการดำเนินการใดๆของจีนที่จะล้ำเส้นในพื้นที่สิทธิ์ทางทะเล ความคิดและการแสดงออกในนโยบายของนายดูเตอร์เตนั้นมาจากแนวคิดชาตินิยมของเขาและความเข้าใจรับรู้ผ่านประสบการณ์ของตนเองในอดีตต่อสถานการณ์ต่างประเทศของฟิลิปปินส์ ที่นำมาตีความการตัดสินใจกำหนดนโยบายต่างประเทศโดยเลือกระบุตนเองให้เข้ากับบทบาท สถานภาพที่ต้องการ เลือกเป้าหมาย เลือกวิธีกระทำ เพื่อให้บรรลุถึงความพอใจในความเป็นตัวตนของตนเองเพราะต้องการให้ประชาชนยอมรับว่านโยบายต่างประเทศที่ดำเนินต่อจีนนั้นเหมาะสมและชอบธรรมภายใต้การเป็นผู้นำฟิลิปปินส์ของเขา

สารนิพนธ์ฉบับนี้มุ่งศึกษามุมมองของสหรัฐอเมริกาที่มีต่ออิทธิพลของสถาบันขงจื่อในสังคมอเมริกัน โดยมีวัตถุประสงค์เพื่อสร้างความเข้าใจว่าเพราะเหตุใดอิทธิพลของสถาบันขงจื่อ ถึงถูกภาคการเมืองอเมริกันมองเป็นภัยคุกคามต่อความมั่นคงของสหรัฐอเมริกา จากบริบทการแข่งขันทางอำนาจระหว่างสหรัฐอเมริกาและจีนในเวทีเศรษฐกิจการเมืองระหว่างประเทศ เมื่อจีนก้าวขึ้นมาเป็นมหาอำนาจใหม่ ซึ่งเป็นการท้าทายมหาอำนาจเดิมอย่างสหรัฐฯ ส่งผลให้การดำเนินกิจกรรมของสถาบันขงจื่อที่อยู่ภายใต้การกำกับของรัฐบาลคอมมิวนิสต์จีนถูกจับตามองอย่างใกล้ชิดจากรัฐบาลอเมริกัน จนนำไปสู่การจำกัดอิทธิพลของสถาบันขงจื่อในสังคมอเมริกัน ดังนั้นผู้เขียนจะนำแนวคิดการพองตัวอย่างผิดปกติของภัยคุกคาม หรือ Threat Inflation มาอธิบายปรากฎการณ์ดังกล่าว ซึ่งจากการศึกษาพบว่าสถาบันขงจื่อที่ดำเนินกิจกรรมอยู่ทั่วสหรัฐฯ มีโครงสร้างการบริหารงานที่ถูกผูกติดกับรัฐบาลคอมมิวนิสต์จีนจนแยกไม่ออก กอปรกับสถาบันขงจื่อมีอิทธิพลเหนือกว่าสถาบันการศึกษาอเมริกัน ซึ่งอาจจะส่งผลกระทบต่อเสรีภาพทางวิชาการในระบบการศึกษาของสหรัฐฯ ส่งผลให้ผู้นำสังคมอเมริกันเริ่มออกมาต่อต้านการมีอยู่ของสถาบันขงจื่อ โดยเฉพาะภาคการเมืองอเมริกันที่พยายามสร้างภาพความน่ากลัวของสถาบันขงจื่อให้ขยายตัวใหญ่ขึ้น จนนำไปสู่การสร้างมุมมองให้กับสังคมอเมริกันว่าสถาบันขงจื่ออาจจะเป็นภัยคุกคามต่อความมั่นคงของสหรัฐอเมริกา เพื่อให้รัฐได้รับความชอบธรรมในการดำเนินการจำกัดอิทธิพลของสถาบันขงจื่อในสังคมอเมริกัน

สารนิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อศึกษาบทบาทของจีนที่มีผลต่อความสำเร็จของสตาร์ทอัพจีนระดับยูนิคอร์น (Startup Unicorn) :โดยจากการพิจารณาผ่านคำอธิบายในทฤษฎีรัฐพัฒนา (Developmental state) และแนวคิดด้านการรักษาความมั่นคงของประเทศ ปัจจัยที่สำคัญเกิดจากการที่รัฐบาลจีนต้องการพัฒนาเศรษฐกิจของประเทศ จึงสนับสนุนด้านพัฒนาเทคโนโลยีสารสนเทศของจีนโดยพัฒนาโครงสร้างพื้นฐาน จัดตั้งหน่วยงานที่เกี่ยวข้อง และส่งเสริมด้านการพัฒนาธุรกิจจนทำให้เกิดสภาพแวดล้อมที่เอื้อต่อการขยายตัวของธุรกิจสตาร์ทอัพในจีน นอกจากนี้ ปัจจัยที่สำคัญอีกประการหนึ่งเกิดจากการใช้นโยบาย The Great Firewall of China ที่มีวัตถุประสงค์หลักเพื่อการรักษาอำนาจอธิปไตยทางอินเตอร์เน็ต (Internet sovereignty) แต่กลับส่งผลทางอ้อมในการกีดกันบริษัทจากต่างชาติที่เป็นคู่แข่งของบริษัทสตาร์ทอัพในจีน ทำให้บริษัทสตาร์ทอัพของจีนสามารถเติบโตขึ้นเป็นระดับยูนิคอร์น

สารนิพนธ์ฉบับนี้มุ่งศึกษา ความท้าทายของประเทศไทยในการบังคับใช้กติการะหว่างประเทศว่าด้วยสิทธิพลเมือง และสิทธิทางการเมือง ข้อที่21 (ICCPR) ต่อเหตุการณ์ชุมนุม ในสมัยรัฐบาลพลเอก ประยุทธ์ จันทร์โอชา พ.ศ.2562-2564 โดยมีวัตถุประสงค์เพื่อศึกษาถึงการบังคับใช้กฎหมายที่เกินกว่าความจำเป็นจากเหตุการณ์การชุมนุมในห้วงเวลานี้ และมุ่งเน้นถึงความสำคัญของหลักสิทธิมนุษยชน และเสรีภาพต่อการแสดงออกทางการเมืองของประชาชน เพื่อให้เข้าใจถึงปัญหาและอุปสรรค อันเป็นความท้าทายของประเทศไทยในการปรับใช้กติการะหว่างประเทศ ว่าเพราะเหตุใดถึงไม่สามารถบังคับใช้กับประเทศไทยได้โดยสมบูรณ์ ต่อการเกิดขึ้นของสถานการณ์ความรุนแรงของผู้บังคับใช้กฎหมายที่ลิดรอนเสรีภาพ รวมถึงยังสร้างความเสียหายต่อทรัพย์สิน และชีวิตของประชาชนอย่างประจักษ์ นับเป็นการละเมิดสิทธิพลเมืองภายใต้กติการะหว่างประเทศ ดังนั้นผู้เขียนจึงนำแนวคิด ระบอบระหว่างประเทศเชิงซ้อน (International regime complex) มาศึกษาถึงปรากฎการณ์ดังกล่าว ซึ่งจากการศึกษาพบว่า กติการะหว่างประเทศว่าด้วยสิทธิพลเมืองและสิทธิทางการเมือง มิได้มีความสอดคล้องกับผลประโยชน์แห่งชาติของประเทศไทย เเละการไม่มีอำนาจศูนย์กลางในการบังคับใช้กฎหมายต่อผู้ละเมิด ส่งผลให้ประเทศไทยยังคงละเมิดกติกาดังกล่าวได้ ซึ่งการไม่ยึดโยงกับเจตนารมณ์ด้านสิทธิมนุษยชนอันเป็นจุดมุ่งหมายหลักของความร่วมมือระหว่างประเทศนี้ นับเป็นความท้าทายที่สำคัญของประเทศไทย

วิสัยทัศน์ Global Britain กำหนดการหันเข้าหาโลกของสหราชอาณาจักรภายหลังการลาออกจากสหภาพยุโรป แผนยุทธศาสตร์องค์รวมทำให้วิสัยทัศน์ Global Britain มีความเป็นรูปธรรมากขึ้น โดยกำหนดให้สหราชอาณาจักรมีบทบาทเชิงรุกที่สำคัญในโลก ซึ่งสหราชอาณาจักรเลือกหันเหจุดเน้นทางยุทธศาสตร์มาสู่อินโดแปซิฟิกเพราะอินโดแปซิฟิกมีผลประโยชน์ทางเศรษฐกิจและการเมืองมากมายต่อสหราชอาณาจักร ผ่านการประกอบสร้างความมั่นคงในอินโดแปซิฟิก สหราชอาณาจักรรับรู้ว่าจีนเป็นภัยคุกคามจากการขึ้นมามีอำนาจและความก้าวร้าวที่เพิ่มขึ้น รวมกับ ความแตกต่างระหว่างอุดมการณ์และการปฏิบัติของสหราชอาณาจักรและจีน ทำให้จีนถูกปฏิบัติเป็นภัยคุกคามจากรัฐบาลสหราชอาณาจักรผู้ประกอบสร้างความมั่นคง ซึ่งถูกส่งผ่านไปให้ผู้รับสารคือสาธารณชนสหราชอาณาจักรผ่านการรายงานของสื่อมวลชน ซึ่งสาธารณชนสหราชอาณาจักรยอมรับว่า จีนเป็นภัยคุกคาม ต่อ ความมั่นคงทางสาธาณะสุข ความมั่นคงทางไซเบอร์ เป็นภัยคุกคามต่ออุดมการณ์เสรีนิยมของสหราชอาณาจักร เมื่อประชาชนเชื่อว่าจีนเป็นภัยคุกคามต่อผลประโยชน์แห่งชาติ รัฐบาลสหราชอาณาจักรจึงมีความชอบธรรมในการเข้ามาสู่ภูมิภาคอินโดแปซิฟิกอย่างเร่งด่วน เพื่อเข้ามาปกป้องผลประโยชน์และตอบสนองต่อภัยคุกคาม การเข้ามาสู่อินโดแปซิฟิกยังได้รับการส่งเสริมจากพันธมิตรทั้ง ออสเตรเลียและสหรัฐฯ ซึ่งนำมาสู่ นโยบายต่างๆ ในการเข้ามามีบทบาทในภูมิภาค ทั้งระยะสั้น ได้แก่ การส่งกองเรือ Carrier Strike Group (CSG) และระยะยาว ได้แก่ กรอบการหันเหความสนใจมาสู่อินโดแปซิฟิก (Indo-Pacific Tilt framework)

บทความวิจัยนี้ศึกษาถึงแนวทางหรือกลยุทธ์ในการผลักดันนโยบายกับการพัฒนาสิทธิของกลุ่มบุคคลที่มีความหลากหลายทางเพศ (LGBTQI+) ในญี่ปุ่น โดยใช้กรอบการวิเคราะห์แนวคิดเรื่องแนวทางการผลักดันนโยบาย (policy entrepreneurship) เพื่อมุ่งตอบคำถามว่า ในช่วงปี 2015 – 2021 ญี่ปุ่นมีแนวทางในการผลักดันเรื่องการยอมรับกลุ่ม LGBTQI+ กับการพัฒนาสิทธิของกลุ่ม LGBTQI+ อย่างไร บทความวิจัยนี้เสนอว่าญี่ปุ่นมีแนวทางในการผลักดันการยอมรับกลุ่ม LGBTQI+ กับการพัฒนาสิทธิของกลุ่ม LGBTQI+ โดยแบ่งออกเป็นสองแนวทาง คือ 1) ผู้ผลักดันนโยบาย (policy entrepreneurs) ซึ่งประกอบไปด้วยหน่วยงานทั้งภาครัฐและภาคเอกชนของญี่ปุ่นต่างรณรงค์ รวมกลุ่มจัดกิจกรรมเพื่อผลักดันให้มีการยอมรับกลุ่ม LGBTQI+ โดยอาศัย “ช่องโอกาส” (windows of opportunity) เป็นเครื่องมือที่กระตุ้นให้เกิดการผลักดันการยอมรับกลุ่ม LGBTQI+ 2) การใช้แรงกดดันจากการที่องค์กรระหว่างประเทศ หรือนานาชาติต่างยอมรับกลุ่ม LGBTQI+ เป็นเหตุผลข้ออ้างผลักดันให้ญี่ปุ่นดำเนินการเพื่อเป็นที่ยอมรับตามบรรทัดฐานสากล ในเรื่องนโยบายการยอมรับกลุ่ม LGBTQI+ ในประเทศ โดยใช้กระบวนการทบทวนสถานการณ์สิทธิมนุษยชนของประเทศ (Universal Periodic Review หรือ UPR) เป็นเครื่องมือกดดันเพื่อให้ญี่ปุ่นมีการเปลี่ยนแปลงนโยบายด้านสิทธิต่อกลุ่ม LGBTQI+ มากขึ้นจนเป็นบรรทัดฐานใหม่ในสังคมญี่ปุ่น
