A Personal Touch: Intergovernmental Organizations And The Mechanism For Mayor-To-Mayor Relationships, Matthew L. Howell

Much of the research on intergovernmental cooperation starts with cities that are already in a relationship or are co-participants in an intergovernmental organization and then look at which relationships get developed into cooperative agreements. In this article, four potential methods by which local officials might form those precursor relations are tested. First, cities work within a network context where intergovernmental organizations might matter for several reasons. The intergovernmental organization might reflect similarity in the organizations, called homophily. Second and third, existing intergovernmental organizations may matter directly by serving as a social focus, or a Tertius Iungens. Finally, the professionalism of …

How much individuals trust others politically, and who they trust, remains an intriguing question for social science researchers. Previous research indicates that levels of political trust demonstrated by individuals often vary based on a variety of factors, such as gender, age, race, ethnicity, religion, social class, ideology, and partisanship. However, one area of political trust that has remained surprisingly unexplored has been the impact of regional identity, particularly among Southerners. My theory is that, similar to the manner in which the aforementioned markers work, Southern regional identity activates stereotypes regarding trustworthiness and, thus, influences inter-regional trust decisions. This paper investigates the relationship between trust in government and the likelihood of voting for political outsider candidates, focusing on Donald Trump's presidential campaigns in 2016 and 2020. Existing scholarship notes that outsider candidates typically occur outside of the two major parties in the United States. These outsider candidates typically draw in protest votes, representing dissatisfaction with the existing political establishment. Voter calculations therefore changed once Trump became the Republican nominee for president, a major party. As climate change furthers weather events and unprecedented hot and wet seasons, European farmers are amongst those challenged by these threats. Balancing sustainable and traditional practices while maintaining socio-economic stability can be difficult, especially under European Union (EU) agricultural regulations. A key area of concern for some agro-regulations is viticulture, or grape growing, which is amongst the most climate-sensitive agricultural sectors. These agro-regulations address multiple goals, including sustainability, exports, and cultural heritage protection. Constitutional identity is easiest to identify when it has already been credentialed: by a constitutional text, constituent authorisation, or judicial recognition. What remains visible when those markers are absent? Through a historically grounded study of the ‘Little Kingdom’ of Pudukkottai, a princely state in colonial South India, this article examines whether constitutional identity can be recovered from the small-c life of a polity whose opportunities for formal constitution-making were structurally foreclosed. Pudukkottai had no big-C moment. Its constitutional life, if it had one, must be reconstructed from less authoritative materials. The article argues that the absence of a constitutional text …

The threat posed by the Democratic People’s Republic of Korea is a neglected and under prioritized problem across the US government, requiring a dramatic change of approach. Most proposals for Goldwater-Nichols reform focus on geography, either increasing or decreasing the number of geographic commands. Based on our personal experience as Joint military planners at strategic-level headquarters, we argue that the change needs to go further, focusing on global national security problems instead of geography. This article’s analysis and conclusions will provoke conversation across the national security enterprise about how the United States competes with multiple global threats.

Academic military historians, government institutions, and defense practitioners have unique purposes for advancing the study of war that influence the way they consume and produce history. Although there is substantial scholarship covering how the discipline of military history has changed since the late nineteenth century, the literature surrounding why it changes and how it is used is less plentiful. Using primary and secondary sources to contextualize debates between historians, this study traces major developments in military historiography, considers the US Army’s relationship with its history, and explores potential connections between a history’s purpose and its use for military professionals.

Journal of Cybersecurity Education, Research and Practice

The increasing complexity of cybersecurity challenges necessitates a holistic educational approach that integrates both technical skills and humanistic perspectives. This article examines the importance of infusing humanities disciplines such as history, ethics, political science, sociology, law, and anthropology—into cybersecurity education. Through a pilot course developed for Staten Island Technical High School, aligned with the New York State K-12 Computer Science and Digital Fluency Standards, students were introduced to an interdisciplinary curriculum that combined technical cybersecurity training with historical analysis, ethical reasoning, and sociopolitical context. Though political science undergraduate courses reflect a rich theoretical tradition, they typically lack opportunities for students to express intangible concepts through the interpretation of creative works, a standard exercise of critical analysis. Educators can address this dearth in many ways, such as through utilization of popular culture texts. We employ the television series The West Wing to ground debates in American politics, specifically American foreign policy. Although this show has been on air since 2006, Netflix and Amazon have recently released the entire series for streaming, significantly reducing the hassle and monetary cost of using this source in the classroom. …

This paper argues that the mode and historical context in which piracy ascended in the Caribbean after the War of the Spanish Succession, as well as the historical interrelation between maritime technology and pirate tactics, coalesced into a diachronic Damocles Sword that resulted in the downfall of piracy in the Golden Age. Sanctioning piratical enterprises as a subconventional maritime strategy displayed a geopolitical reliance on piracy by great powers. However, the depraved treatment conventional sailors received across all major European navies generated a social stratum that eventually bore the Golden Age of Piracy, while simultaneously contributing significantly to British naval …

Why do ongoing genocides persist despite global condemnation? This paper examines the challenge of ending ongoing genocides and argues that the persistence of genocides can be largely attributed to the interaction of structural factors and triggers with inadequate responses at the national, regional, and international levels. The analysis focuses on the genocidal experiences of the Yezidi and Rohingya communities, which were triggered by the 2014 attacks in Sinjar, Iraq, and the 2017 actions in Rakhine State, Myanmar. For over a decade, shifting geopolitics, a changed global security environment, and countless failures of diplomacy have raised important questions on how to collectively grapple with a widely-perceived “crisis of multilateralism,” and reignited debate on the fitness of the UN Security Council to deliver on its mandate under these circumstances. This paper examines weaknesses in the Responsibility to Protect (R2P) principle, drawing on the scholarly literature on norm diffusion and norm cooptation. Despite having been unanimously adopted by the UN General Assembly in 2005, the R2P doctrine almost immediately attracted criticism that it reinforced a neocolonial stance by nations of the Global North toward those of the Global South. This critique grew in force during the chaotic aftermath of the 2011 intervention in Libya, which had been authorized as an R2P mission. In this paper, we argue that atrocity prevention (AP) researchers face obstacles to inference and knowledge synthesis in the study of AP strategies and tools. We argue that researchers can begin to address obstacles to inference by using rigorous social-science methods and can address obstacles to knowledge synthesis through greater coordination and transparency about concepts, methods, and data. Our argument proceeds in four parts. First, drawing on a systematic review of three decades of research about AP tools, we survey key analytic obstacles to drawing conclusions about the effects of AP policy.
