Genocide Studies and Prevention: An International Journal

Rwanda’s foreign policy is still greatly influenced by the 1994 Genocide against the Tutsi, commonly referred to as the Rwanda Genocide. Despite the genocidal massacres ending over thirty years ago, the Rwandan government still perceives its continued threat. Despite tangible threats to the state, such as the Democratic Forces for the Liberation of Rwanda (FDLR) decline, the concern of the genocide’s lasting ideology and denial still concerns Rwandan policymakers responsible for the nation’s foreign policy and remembrance. This research relies on in-depth fieldwork with various Rwandan government agencies responsible for crafting state security, foreign policy, and anti-genocide policies. It examines …

Recently there has been a lot of coverage on political censorship in Germany. Censorship has an important role in Germany due to WWII. In Germany support for freedom of the press has been declining in recent years. Right leaning political parties are emerging which has caused opposition parties to try and ban them. I analyze data in this study from the Leibniz Institute for the Social Sciences (GESIS). I analyze different political culture variables in western and eastern Germany for their impact on views on censorship. I incorporate multiple variables including education, gender, age, political affiliation, and living location. Early …

I analyze to what degree American political forces shape Canadian elections. Due to the unique economic and cultural relationship between the countries, U.S. political and policy changes impact the Canadian political landscape. I examine this relationship with a comparative study using the Canadian Election Study of the 2021 federal election. This data enables analysis of voter behaviour within a wide variety of voters. Tentative findings show that major political events within the United States, such as presidential elections and major policy shifts, have a major impact on election results in Canada. Conventional narratives tend to represent the post-World War II international criminal proceedings as a men’s project, thus obscuring the many women who participated, as lawyers, journalists, analysts, interpreters, witnesses, and defendants. Indeed, two women stood trial before Nuremberg Military Tribunals. This article examines the case of the only woman found not-guilty: Inge Viermetz, who had been an administrator at Lebensborn, the Nazi SS adoption and placement agency. The article outlines the prosecution’s child-taking case against Viermetz, as well as her successful gendered self-portrayal as a conventionally feminine caregiver. The nuclear freeze movement of the early 1980s demonstrated the power of grassroots activism to influence national defense and security policy at the height of the Cold War. Today, the world is threatened by a new global arms race as the United States, Russia, China, and other nuclear weapons states are rebuilding and enhancing their arsenals, including new missile deployments. How did the United Nations - an international organization built on 19^th century worldviews and state-centric structures, integrate 21^st century challenges of environmental protection into its mission and programs? The UN Charter includes no mandate for environmental protection. Ecological integrity was not included in the scope of peace and security held by member states when they ratified the UN Charter. Yet, despite this and other historical, philosophical and structural limitations, the UN became the leading body for the development of global environmental policy.

What factors illustrate the differences in how the Kremlin under President Vladimir Putin responds to non-systemic political opposition groups in Russia? While existing literature on political opposition theory is expansive, more research specifically addressing contemporary Russian opposition forces is necessary. In particular, it is useful to zoom in on specific non-systemic opposition parties within Russia, as opposed to the customary method of using countries holistically as cases (Kubát 2010; Helms 2023; Eckstein 1967; Taylor 1988) . The French Colonial Empire of the Age of Imperialism was born in the apocalyptic fires of a millennial movement: the French Revolution of 1789. Millennial movements aspire to rapidly, often violently, achieve utopia by transforming their contexts. Revolutionary France went to war to liberate the world from tyranny and so began both French nationalism and the resurged French colonial empire. The crusade failed, but nationalism and imperial expansion remained. The French genuinely believed that, in their imperial and colonial expansion and domination, they were bringing the world closer to utopia. Assimilation, linguistic and cultural, was a key part of this. …

This article argues that Ukraine offers a cautionary tale regarding the two main modern models of force generation. Neither the professional high-tech war model, favored by Western militaries, nor the whole-of-society war approach, said to have saved Ukraine in 2014 and 2022, proved successful formulas for Ukraine. Considering that Ukraine is fighting for survival, with Russian forces inside the country, the failure of both models in action has serious implications for NATO member states as they deliberate their choices regarding future force generation.

Despite decades of work on interoperability, NATO Allies cannot measure, assess, and build upon it fully and accurately. The lack of agreed formats or standards for collection, management, and the communication of findings have prevented the Allies from developing common interoperability measurement and assessment tools. Nonetheless, NATO could adopt extant standards, methodologies, processes, or tools to achieve its interoperability objectives. Testing this notion through use cases, the authors identify practical and conceptual hurdles to adopting an off-the-shelf solution. This essay focuses on sexual violence against women during the October 7 massacre and the following captivity of female hostages in the Gaza Strip. Its premise is twofold. First, it puts forward the resoluteness with which sexual violence against women must be condemned, as it transcends any politics. Sexual violence against women is unacceptable under any circumstances and cannot be used as a weapon in any kind of conflict. This thesis investigates refugee resettlement from Egypt to the U.S., as facilitated by UNHCR Egypt and the U.S. Refugee Admissions Program (USRAP). Accordingly, the research questions ask what factors determine the volume and profile of refugees UNHCR Egypt submits to USRAP for resettlement, as well as the related determining factors for refugees rejected from and accepted to USRAP. A fourth research question examines the impacts of U.S. refugee policy on the resettlement system in Egypt, including on UNHCR Egypt and refugees.
