This dissertation examines the effects that policies instituted to restrict the diffusion of technology between countries have on the development of technology and international relations. Diffusion restrictions such as export controls or strategic trade controls are often instituted for the purpose of increasing the national security of the implementing country. However, this project theorizes that these types of restrictions can have unforeseen effects on the level of technological development in the implementing country and other countries around the world. Since the end of World War II, the United States has developed and maintained its strategic alliances with Japan, South Korea, the Philippines, and Taiwan, and has worked to contain China through bolstering its deterrence strategy. However, after a century of humiliation, China is modernizing its military capabilities, improving in trade, and increasing political cohesion to become a regional hegemon. In light of these changes to the international order, the United States must re-evaluate its East Asian alliances and its current military and economic deterrence strategy against China. President Biden's "America is back" pledge holds the potential to be put to the test with the ongoing crisis in Libya. The internationalization of the post-Ghaddafi Libyan breakdown, strained by great-power competition (GPC) dynamics, poses nonnegligible threats to the United States (US) national security that extends beyond Libya per se. Reframing the conflict from yet another Middle East and North Africa (MENA) conflict to an urgent multilateral Mediterranean security challenge will help elevate the country's profile on the global stage. Sino-Indian Border Disputes In An Era Of Strategic Expansions, Roman Muzalevsky

The June 2020 clash between the People’s Republic of China and India in the disputed Ladakh border area resulted from the strategic expansions of both powers. Like two bubbles expanding in a contained space, these expansions were bound to collide and cause friction. This article explains how the expansions precipitated the incident and might exacerbate border disputes in the future. In pondering implications, it recommends Washington pursue a Eurasia-focused policy embracing the disputed region.

Deterring a Chinese invasion of Taiwan without recklessly threatening a great-power war is both possible and necessary through a tailored deterrence package that goes beyond either fighting over Taiwan or abandoning it. This article joins cutting-edge understandings of deterrence with empirical evidence of Chinese strategic thinking and culture to build such a strategy.

For years, scholars have viewed the career of William Tecumseh Sherman in light of an antiquated destroyer myth and neglected his memoirs, which were written as a military textbook. This essay reviews Sherman’s legacy and literature, both of which contributed to the advancement of modern military thought. His experiences may serve as a prescriptive text to servicemembers, providing critical lessons on military warfare and philosophy still relevant today.

An incisive study that shows how Republicans transformed the US House of Representatives into a consistent GOP stronghold—with or without a majority.

Long-term Democratic dominance in the US House of Representatives gave way to a Republican electoral advantage and frequently held majority following the GOP takeover in 1994. Republicans haven’t always held the majority in recent decades, but nationalization, partisan realignment, and the gerrymandering of House seats have contributed to a political climate in which they've had an edge more often than not for nearly thirty years.

Genocide Studies and Prevention: An International Journal

This article utilizes the case study of the 1930s Ukrainian Holodomor, an artificially induced famine under Joseph Stalin, to advance comparative genocide studies debates regarding the nature, onset, and prevention of large-scale violence. Fieldwide debates question how to 1) distinguish genocide from other forms of large-scale violence and 2) trace genocides as unfolding processes, rather than crescendoing events. To circumvent unproductive definitional arguments, methodologies that track large-scale violence according to numerically-based thresholds have substituted for dynamics-based analyses. Able to address aspects of the genocide puzzle, these methodologies struggle to incorporate cross-cultural contextual variation or elicit ripe moments for specific, real-time …

This paper tracks the Eisenhower Administration’s shifting policy towards Cuba and its use of covert imperialism to obtain its objectives. The policy considerations of the United States centered around a convenience for American interests. The support for the Batista regime, despite its oppression, exacerbated anti-American sentiments in the Cuban Revolution and put it on a collision course with American interests. As engagement failed, Cuba nationalized, and tensions escalated, the Eisenhower Administration initiated a campaign of covert imperialism that sought a government more in line with its interests. The purpose of this paper is to examine the potential of community-based biodiversity conservation as a security-development strategy in Sub-Saharan Africa. While the creation of the security-development nexus has been an essential component in mainstreaming the principles of sustainable human development, there exist numerous gaps in the nexus. With the aid of four expert interviews, this analysis critically assesses the role of the environment and of local communities in successfully implementing the security-development nexus. This chapter charts the DAC’s Cold War history. During this period the DAC established much of the institutional and intellectual scaffolding of international development cooperation. Moreover, participation in the DAC also orchestrated a quiet revolution in the identities of its members, forging them into an imagined community of donors in which the supply of development assistance came to be seen as a routine function of modern industrialised states. With the emergence of revisionist scholarship beginning in the 1960’s and 1970’s, scholars have taken terms which had absolute definitions, such as totalitarianism or democracy, and introduced different perspectives and methods which questioned the absolute authority of historical terminology.
