Who Benefits From Early Childcare Subsidy Design In Ireland?, Bernie O'Donoghue Hynes, Noirin Hayes

The design of policy tools reveals underlying biases that are not easily identified in policy documents. A review of two early childhood education and care subsidies in Ireland aimed at different target populations exposes differential treatment of children, parents and service providers. It also demonstrates how in a split system ‘early education’ is prioritised over ‘childcare’. The designs serve to reinforce stereotypes that enable the powerful and advantaged to accrue benefits while those perceived to be less deserving are burdened through the maldistribution of resources.

It is challenging to define precisely what role the legislator plays in Rousseau’s Social Contract; however, when viewed in light of the ancient guardians, the role of the legislator becomes less obscure. This paper pursues the similarities between Rousseau’s concept of the legislator and Plato’s concept of the guardian while also exploring the poignant differences between the two. One cannot help but notice their fundamental similarities such as the superior character and intelligence of the legislator and how each communicates with the people. This paper utilises Policy Design Theory to evaluate policy tool design and selection in Ireland in order to look beyond policy goals and rhetoric to the meanings and assumptions within policy design. A review of the Community Childcare Subvention Scheme (CCSS) reveals it to be an ‘incentive’ tool that is structured around a negative social construction of the target populations as ‘dependants’ with little capacity to solve their own problems. While immediate policy objectives are met through the design of the CCSS, if viewed in a wider context of overall national policy objectives a range of negative side-effects are evident …

In this article, I use two popular anti-authoritarian films to explore often-overlooked options for the education reform debate and general issues related to educational public policy. Bringing in sources from many disciplines, including anthropology, sociology, and economics, I argue for a second look at the issues revealed in the films and action on our part toward creating a more sustainable educational and economic reality. I contend that if we take into account our historical context, we come to a much different conclusion regarding these issues than we might have otherwise.

Buckeye Battleground is the result of a decade’s worth of research at the Bliss Institute on elections in Ohio, with special emphasis on the 2004 and 2008 presidential campaigns, and the 2006 gubernatorial campaign. In the 41 states without a substantial historic Latino population, large-scale schooling of Latinos is a comparatively new issue and the nature of that schooling is fundamentally shaped by how the more established (usually Anglo) populations understand this task. This chapter describes the understandings that led to, but also limited, one particularly comprehensive attempt in Georgia to respond to Latino newcomers. In that sense, this is a study of the cosmologies that can undergird the politics of schooling of Latinos. This study sought to determine the extent to which learning organization constructs influence performance in state government. The overarching purpose was to examine the relationship between Peter Senge’s five learning disciplines and organizational performance.

The study utilized an ex post facto survey design. The sample population was composed of supervisors and professional and administrative staff within the 19 agencies of a Midwestern state government. Participants were administered an instrument that asked them to rate their perception of the organization and its performance along seven dimensions of learning. Of the randomly selected 381 participants, 110 (or 28.9%) returned the survey instrument. …

History education builds the foundation of a common past necessary for the formation of group identity. Evaluating History curricula is important because group identity guides people’s political behavior. This Uganda case study demonstrates how different actors have manipulated History education in order to enhance the saliency of ethnic, national, and regional identities. The expansion of nationalized education and the teaching of Ugandan, East African, and African history have contributed to fostering the rise of national consciousness in Uganda. Greater awareness of national identity has promoted national integration while marginalizing non-school educated people.
