Background/Context

Anti-Latinx political discourses have long positioned Latin America and, by extension, U.S. Latinxs as economic, sociocultural, and political threats to the general welfare of the United States. In formal school curricula, this threat narrative has become one of the many political curricular discourses for codifying citizenship as White, and noncitizens as Other (read Black, Indigenous, Latinx, Asian American).

This fact sheet explores voting data of 1,407,761 Nevadans who participated in the 2020 election through in-person early, mail-in, absentee, or election day voting. The Secretary of State publishes the outcomes of each race, and results are broken down by county. Voting data are displayed as raw vote totals and percent shares of the total vote. Also included are data on the number of voters who declined to vote on each of Nevada’s five ballot questions. These data are calculated by subtracting the “yes” and “no” votes for each ballot measure from the total number of ballots cast both statewide …

The purpose of this study is to illuminate international students of Color’s experiences with a campus racial incident at a predominantly White institution (PWI). This study emerged after the release of a YouTube video from a self-proclaimed White supremacist at the participants’ institution, who made comments such as “I am the most active white nationalist in [the state].” In this study, we seek to answer the question: How does a campus racialized incident affect international students of Color’s experience and perceptions of the campus climate at a PWI? This chapter explores the dynamic between truth and deceit in twenty-first-century transnational capitalism, emerging neo-fascist movements, and post-truth media landscapes marked by the Covid-19 pandemic and the anthropogenic bioinformational challenge. It establishes the centrality of the concept of truth in revolutionary critical pedagogy and underscores the importance of linking true words with true actions in the formation of critical praxis. Revolutionary praxis consists of the dialectical process of self and social formation, while critical educators are situated as protagonistic agents who work in and through history. The purpose of this paper is to determine college students’ attitudes and evaluations of their K-12 sex education while considering demographic factors; in doing so, one can provide young adults with more autonomy over their education while better understanding how to make sex education more effective. The demographic factors that were considered along with student responses were: state of schooling, whether their schooling was religious or non-religious, whether one’s school was public or private, political affiliation of the school and neighborhood, race of the participants, and gender of the participants. When coronavirus disease 2019 (COVID-19) became a major impediment to face-to-face college instruction in spring 2020, most teaching went online. Over the summer, colleges had to make difficult decisions about whether to return to in-person instruction. Although opening campuses could pose a major health risk, keeping instruction online could dissuade students from enrolling. Taking an ecological approach, the authors use mixed modeling techniques and data from 87 percent of two- and four-year public and four-year private U.S. colleges to assess the factors that shaped decisions about fall 2020 instructional modality. Since the 1980s, neoliberal influence has slowly taken over our education system’s vision and purpose. Presently, marketization in schooling has drawn the attention and influence of those of monetary and political power (Bartlett et al., 2002). Accountability measures set in place by the strings attached to school funding and sanctions encompass blanket demands on classroom instruction not equitably designed to support our diverse student populations (Ravitch, 2013; Reigeluth, 2014; Tsang, 2019). The Arkansas National Guard Tuition Assistance (NGTA) program was created to recruit and retain Arkansas National Guardsmen by providing college funding regardless of Armed Services Vocational Aptitude Battery (ASVAB) test scores. The funding provided up to 100% of tuition costs at any Arkansas public college or university and was effective between Fall 2017 to Fall 2019. The approval process included collaboration between the Arkansas National Guard Education Office, the Arkansas Department of Higher Education, and the institution of higher education Guardsmen attended.

The paper reflects on the historical experience of epidemics in Latin America and the Philippines. It shows how cultural factors can affect the ability of societies to develop immunity and recover. It also shows how leadership can influence the way in which an epidemic and the health crisis is managed. As such, it argues that the impact of a single epidemic is unlikely to be the same throughout the world or even within one country. The Philippine Covidscape: Colonial Public Health Redux?, Warwick Anderson

Philippine Studies: Historical and Ethnographic Viewpoints

Comparing historical perceptions of three epidemics in the Philippines and the responses they elicited allows us to see how these disease outbreaks were conceived in terms of configuration, whether ecological or sociological, and contamination. Cholera in 1902, influenza in 1918–1919, and Covid-19 in 2020 each open up revealing cross sections through Philippine social life, culture, and governance. Furthermore, simplistic assumptions of contamination or pollution—in contrast to more complexly structured configurational models—are correlated with coercive or militaristic reactions to pandemics, including social distancing, lockdowns, curfews, and suppression of dissent. This introductory essay develops the notion of Covidscapes, taking a cue from Arjun Appadurai. Despite mutations, a single type of coronavirus has gone around the world causing the Covid-19 disease. Yet experiences with the pandemic have varied widely across and even within countries for reasons that go beyond the pathogen. The concept of Covidscapes captures the simultaneous sharing of a global phenomenon along with diversity and difference. Covidscapes are profoundly perspectival and disjunctive. State–societal factors suggest countries can have their own Covidscapes. The contributions in this issue shed light on the peculiar dynamics and contradictions of the Philippine Covidscape. In times of trouble, Filipinos traditionally turn to one another for help. This form of community assistance is popularly known as bayanihan. Historically, Filipinos have met the challenges of life in their perilous homeland, whether it be from natural or human causation, by working together. Except, apparently, it no longer does, and Filipinos are now told that the same properties that made their communities so resilient in the past have been transformed by the Covid-19 pandemic into their greatest vulnerability. The global outbreak of Severe Acute Respiratory Syndrome (SARS) dominated public discourse in the Philippines from March to May 2003. But, given the scale of its impact and the range of responses it elicited, it largely escaped documentation, likely owing to its abbreviated timeframe and the overall lack of scholarly attention to contemporary medical crises. Thisarticle reconstructs the “outbreak narrative” of SARS and the perceptions and practices that surrounded it. It discusses points of comparison between SARS and the Covid-19 pandemic, underscoring that many practices seen in both events are familiar, not exceptional, responses to health crises in the country. …

Was the Philippines prepared for the Covid-19 pandemic? Did the government take early and effective action that can be characterized as strategically agile? Thisarticle answers these questions by reconstructing the chronology of the Philippine government’s response to the pandemic during the early phase. It focuses on three issues: virus importation (specifically the first Covid-19 case), testing, and contact tracing. The Philippine response is contrasted with those of Thailand and Vietnam, which, unlike the Philippines, have succeeded in lowering per capita mortality rate. Thisarticle explores the characteristics of what I call Duterte’s “disciplinary quarantine,” which is premised on a moral dichotomy between “good citizens,” who abide by strict regulations, and undisciplined “evil others” (pasaway), who endanger the nation. Based on my family’s participant observation in Bohol, thisarticle also describes how Boholanos have undermined the moral dichotomy by embracing minor violations to endure the government’s protracted and rigid quarantine rules. I suggest that ideas about appropriate behaviors created through people’s mutuality and everyday trials and errors are more reliable than top-down “discipline” for a continual struggle against the pandemic.
