Scholars studying BRICS (Brazil, Russia, India, China, and South Africa) have traditionally argued that it is a development-focused partnership and not a military/security-based alliance. Yet BRICS members have been deepening their security integration, and Russia and China have been creating an alliance in the background. Although BRICS middle powers have traditionally demonstrated an aversion towards alliances, Brazil actively deepened security cooperation among BRICS members during its BRICS presidency in 2019. Gift Basket diplomacy is an interest-based approach to negotiation that encourages voluntary commitments as incentives for cooperation. International diplomats used this approach during the Nuclear Security Summits (NSS), and it is the new standard for international cooperation. This model was successfully replicated in climate talks and led to a global effort to combat climate change. The use of house presents, and gift baskets encourages leadership and team building, to excel beyond intractable consensus-based stalemates. Strategic scholars have long understood the indispensable linkage between culture and security policymaking. By shaping the perceptions through which decision-makers formulate security policy, strategic culture analysis adds vital context to the perilously difficult science of understanding and predicting state security outputs. One area where this analytical framework fails to generate the expected result is American missile defense policy. Salient themes of US strategic culture, including an optimistic and problem-solving mindset, positive role of machines, and ahistorical exceptionalism, are reflected in the American way of war – a technologically driven, leadership casualty averse, moralistic, apolitical, and firepower focused enterprise. From Covid-19 to Qanon to a global warming hoax, we live in a world drowning in misinformation spread on the internet. Q-anonymous, a purposed government “leaker” is an alleged high-level government informant, according to Qanon followers, who posted cryptic messages about a satanic government on the now-defunct forum website, 8chan. This thesis examines the U.S.-Japan Mutual Defense Treaty and its future considering the recent developments in the international security environment. The 2018 National Defense Strategy brought back an emphasis on Great Power Competition, fundamentally transforming the role of U.S. alliances to address new challenges. In the 2021 budget, the Pacific Deterrence Initiative (PDI) has prioritized the People’s Republic of China as the number one pacing threat to theUnited States, drastically shifting international focus away from the Middle East and towards East Asia. Pessimistic perspectives on the ASEAN Way process frequently undermine the role of the Association of Southeast Asian Nations (ASEAN) in resolving the South China Sea (SCS) dispute. The multiple crises of our time result from the breakdown of the multilateral order. Some of these crises may intensify between now and 2030. Multilateral organizations have been eroded to the extent that they are unable to manage catastrophic risk, including a military confrontation between superpowers. The weakening of multilateralism is mirrored in the strengthening of hypernationalism in many countries. It will not be sufficient to mend the multilateral system. Multilateralism today faces numerous challenges. This article offers some reflections on those challenges—what they are and how they originated—and how multilateralism can be reinvigorated. It argues that though multilateralism is not a panacea, many of the critical challenges that confront humanity today—biodiversity, cybersecurity, global warming, mass migration, arms proliferation, and the regulation of outer space, as well as the spread of infectious diseases—can be met only with states and peoples cooperating more closely.

Proxy war is a common tactic employed by great powers as a safer alternative to direct conflict, especially in the era of nuclear weapons. While proxy war is common, there is a lack of research on the formation of proxy-external state relationships. Previous research has typically examined the phenomena of proxy war through the perspective of the external state power, leaving a gap in the literature. The June 2020 clash between the People’s Republic of China and India in the disputed Ladakh border area resulted from the strategic expansions of both powers. Like two bubbles expanding in a contained space, these expansions were bound to collide and cause friction. This article explains how the expansions precipitated the incident and might exacerbate border disputes in the future. In pondering implications, it recommends Washington pursue a Eurasia-focused policy embracing the disputed region.

Deterring a Chinese invasion of Taiwan without recklessly threatening a great-power war is both possible and necessary through a tailored deterrence package that goes beyond either fighting over Taiwan or abandoning it. This article joins cutting-edge understandings of deterrence with empirical evidence of Chinese strategic thinking and culture to build such a strategy.

For years, scholars have viewed the career of William Tecumseh Sherman in light of an antiquated destroyer myth and neglected his memoirs, which were written as a military textbook. This essay reviews Sherman’s legacy and literature, both of which contributed to the advancement of modern military thought. His experiences may serve as a prescriptive text to servicemembers, providing critical lessons on military warfare and philosophy still relevant today.

The purpose of this paper is to examine the potential of community-based biodiversity conservation as a security-development strategy in Sub-Saharan Africa. While the creation of the security-development nexus has been an essential component in mainstreaming the principles of sustainable human development, there exist numerous gaps in the nexus. With the aid of four expert interviews, this analysis critically assesses the role of the environment and of local communities in successfully implementing the security-development nexus.
