Over the last two decades, China's People's Liberation Army Rocket Force (PLARF) and other PLA entities have provided the Chinese Communist Party (CCP) with a complex array of offensive capabilities, focused primarily on the U.S., allies, and partners in the Pacific. There has been explosive growth in ballistic missiles, cruise missiles, supersonic cruise missiles, hypersonic weapons, HGVs, and other threats. These salvo attacks are explicitly designed to attack theater air bases, seaports, and other facilities critical to U.S. military operations. On April 6, 2023, the Atlantic Council’s Cyber Statecraft Initiative hosted a panel discussion on the new National Cybersecurity Strategy. The panel featured four senior officials from the Office of the National Cyber Director (ONCD), the Department of State (DoS), the Department of Justice (DoJ), and the Department of Homeland Security (DHS). The author attended and asked each official to identify the most important elements that policymakers and strategists must understand about cyber. This article highlights historical and recent struggles to express cyber policy, the responses from these officials, and the author’s ongoing research to improve national security cyber policy.

Why does France continue to intervene militarily in sub-Saharan Africa despite repeated commitments, both in practice and in rhetoric, to disengage and adhere to strict non-intervention? Although many accounts of France’s African security policy have been put forth, few have analyzed French foreign policy choices through the decision-making process itself, let alone exclusively applied International Relations (IR) theories to understand those decisions. How Can the War Powers Act of 1972 be Reformed to Increase the Chances of Winning Wars?

This paper examines the effects of the War Powers Act of 1973’s Authorisation for Use of Military Force (AUMF) system on the conduct of war, especially regarding the ongoing War on Terror. The War on Terror, began in the aftermath of the September 11, 2001, attacks when President Bush invaded Afghanistan. Under Xi Jinping, China has expanded its aid allocation worldwide and has introduced global infrastructure projects to connect itself to countries everywhere. With such ambitious aid allocation, China has been the recipient of both admiration and scorn on the international stage. This paper assesses these concerns using data from 2000 to 2017 to determine how Chinese aid affects recipient states’ economic and political institutions. Specifically, this research looked to ascertain if there is a measurable Xi Effect in recipient states. This paper attempts to explain the threat that foreign disinformation poses for the United States Intelligence Community and its allies. The paper examines Russian disinformation from both a historical and contemporary context and how its effect on Western democracies may only be exacerbated in light of Chinese involvement and evolving technologies. Fortunately, the paper also studies practices and strategies that the United States Intelligence Community and its allied foreign counterparts may use to respond. Non-State Actors And International Crisis Outcomes, 1987-2017, Taylor Schubert

This study examines the way non-state actor involvement affects the outcome of international crises. This was tested by looking at a set of international crises from 1987 through 2017. We find that the involvement of a non-state actor in an international crisis is associated with a greater likelihood of the crisis terminating via agreement or unilateral act, and a reduced likelihood of a crisis fading away. Additionally, we find that non-state actors who engage in direct fighting as a part of the crisis are further associated with negotiated and unilaterally-imposed outcomes, but that non-state actors who control territory are less …

In contemporary military operations, some problems are so complex they do not give way to linear solutions but require problem management instead. Combining the fundamentals of Dao De Jing philosophy with the US military design process offers a new perspective to analyze complex security problems, devise management strategies, and plan military operations. From the breakup of the Central African Federation in 1963 until the departure of British officers and trainers in the early 1970s, Kenneth Kaunda led the Zambian government in negotiating arms purchases from British arms manufacturers, with the assistance of the British government.
