Revivifying The Responsibility To Protect: Strengthening The Normative Consensus For Atrocity Prevention, Matthew Levinger
Genocide Studies and Prevention: An International Journal
This paper examines weaknesses in the Responsibility to Protect (R2P) principle, drawing on the scholarly literature on norm diffusion and norm cooptation. Despite having been unanimously adopted by the UN General Assembly in 2005, the R2P doctrine almost immediately attracted criticism that it reinforced a neocolonial stance by nations of the Global North toward those of the Global South. This critique grew in force during the chaotic aftermath of the 2011 intervention in Libya, which had been authorized as an R2P mission. The rise of social media has transformed the battleground for extremist groups like ISIS and the Taliban, enabling them to reach global audiences with unprecedented ease. This dissertation investigates the social media strategies employed by the Taliban and ISIS. These social media strategies are used to further their strategic objectives in propaganda, recruitment, and operational coordination. Through a comprehensive analysis, the study explores how these extremist groups adapt their digital tactics in response to evolving military and political landscapes. This article argues that the historical assessment of Dwight D. Eisenhower as Supreme Allied Commander of the Allied Expeditionary Force in World War II lacks objectivity and balance. It identifies several strategic errors and missteps attributable to Eisenhower, which resulted in severe casualties and prolonged the war in Europe. The conclusions can help US military practitioners and policymakers assess the background and qualities required for successful theater command during wartime and senior commanders’ performances.

This review essay discusses Rajesh Basrur's Subcontinental Drift: Domestic Politics and India’s Foreign Policy and Feroz Hassan Khan's Subcontinent Adrift: Strategic Futures of South Asia and explores Indian strategy, especially concerning domestic issues and the relationship between Pakistan and India. The review concludes by noting that the two books agree on the oversized role of the Pakistani military in India’s national politics, where most security and foreign policy decisions are directed toward Pakistan.

Why did the Islamic Republic of Iran (IRI) adopt a passive defense strategy? This dissertation is the first to trace the institutional development of the IRI’s passive defense strategy and its two Islamic Revolutionary Guards Corps (IRGC)-led executive bodies: the Permanent Committee for Passive Defense (PCPD) and the National Passive Defense Organization (NPDO). Passive defense can be defined simply as defense without weapons, which includes all precautionary actions other than using weapons to minimize the effects of enemy hostile operations that increase deterrence, reduce vulnerability, sustain essential activities, promote national stability, and facilitate crisis management in the face of enemy …

Despite the African Union’s campaign to silence the guns in Africa by 2020 (STGIA 2020), many African countries are suffering from wars and political instability, the primary causes of underdevelopment in Africa. This paper examines the roots causes of wars in Africa and provide a strategic governance to silence the guns beyond 2020. To accomplish this, we gathered data from 169 questionnaire responses administered across 25 African countries, to capture African people’s perceptions on the root causes of wars and whether employing strategic governance would help silence the guns in these countries. American economic statecraft as a tool to manage competition with China’s Space Program is likely to remain contentious as it amplifies enduring debates in U.S. foreign policy: i) the tension between international realism and American liberalism; ii) the questionable benefit of government involvement in picking winners and losers from the private sector; and iii) the difficulty of defining long-term success in foreign policy outcomes.

Pushing Boundaries: Feminism, Female Leaders, And The Fate Of Feminist Foreign Policy, Sannia Abdullah

The study challenges the clearest, unqualified liberal claim on feminist foreign policy: namely, women equal peace and security while men equal war. In fact, women approach foreign policy challenges as judiciously as men and have proven their statesmanship. Feminist foreign policy promotes gender equality, women empowerment, and socio-economic parity based on a non-hierarchal system, but it fails to offer a resilient, conflict preventing, and environmentally friendly alternative framework capable of reducing contemporary foreign policy challenges.

While an abundance of literature has studied the actions and behaviors of Vladimir Putin, the most extensive area involves leadership analysis (Semenova and Winter 2020). Various methods within political psychology have used analyses to study Putin throughout his time in office. However, no published research has studied Putin using leadership trait analysis, nor have any published works studied his changes in leadership leading up to the invasion of Ukraine. Raven Sentry: Employing Ai For Indications And Warnings In Afghanistan, Thomas W. Spahr

This article examines Raven Sentry, a project that employed artificial intelligence to provide advance warning of insurgent attacks in Afghanistan. During 2019 and 2020, the Resolute Support Deputy Chief of Staff for Intelligence (J2) benefited from a command culture open to innovation, the urgency created by the US drawdown, and a uniquely talented group of personnel that, aided by commercial sector experts, built an AI system that helped predict attacks. The war’s end cut Raven Sentry short, but the experience provides important lessons on AI and the conditions necessary for successful innovation.
