The far right has never been a prominent force in Canadian politics or society. Traditionally, they more resembled the North American than the West European model: ideologically dominated by right-wing populism and white supremacy, organizationally characterized by factionalism and sectarianism. The extreme right seems an almost negligible force today, in part reflecting a similar decline in the United States, while the radical right has so far been unable to build upon the recent upsurge of Islamophobia, as in Western Europe. Research on climate change policy and politics has become increasingly focused on the actions and influence of subnational governments. In North America, this attention has been particularly focused on why subnational governments have taken action in the absence of national leadership, what effect action might have on future national climate policy, and whether the collective action of networks of municipal governments are reshaping and challenging the character of national and global climate governance. When the Supreme Court of Canada issued its judgment on the legality of "unilateral" Quebec secession in August 1998 many Canadians did not know what to make of it. The Court held that the only lawful way in which Quebec might depart the Canadian federation was through one of the amendment mechanisms provided in the Constitution Act 1982. It thus affirmed that Quebec could not secede without the agreement of at least the Houses of the federal Parliament and some number of provincial legislative assemblies.
