Although Canada has been a committed member of the North Atlantic Treaty Organization (NATO) since the alliance was founded in 1949, it has not greeted all NATO decisions with unalloyed pleasure, as the recent debate about enlargement and the controversy over NATO bombing of Kosovo and Serbia will attest. And we can probably expect yet another debate about Canada's commitment toNATO later this year because the foreign minister, Lloyd Axworthy, has promised to question NATO'S continued reliance on nuclear deterrence. Canadian Multiculturalism And The Absence Of The Far Right, Cas Mudde

The far right has never been a prominent force in Canadian politics or society. Traditionally, they more resembled the North American than the West European model: ideologically dominated by right-wing populism and white supremacy, organizationally characterized by factionalism and sectarianism. The extreme right seems an almost negligible force today, in part reflecting a similar decline in the United States, while the radical right has so far been unable to build upon the recent upsurge of Islamophobia, as in Western Europe. Public diplomacy's scholarship and practice are evolving and seeking to adapt to the expanding interests, expectations, connectivity and mobility of the publics that have come to define the field in an organic fashion. The characteristic distinction between international and domestic publics as the key to defining the practice of public diplomacy is increasingly challenged by public audiences that are no longer constrained by such traditional delineations. Research on climate change policy and politics has become increasingly focused on the actions and influence of subnational governments. In North America, this attention has been particularly focused on why subnational governments have taken action in the absence of national leadership, what effect action might have on future national climate policy, and whether the collective action of networks of municipal governments are reshaping and challenging the character of national and global climate governance. In this article, we analyze whether the Softwood Lumber Agreement between the United States and Canada imposed significant economic costs on industries that use softwood lumber in the United States. To ascertain this impact, we use an event study. Our event study analyzes variations in the stock prices of lumber-using firms listed at the major stock markets in the United States. We find that the news of events leading to the Softwood Lumber Agreement had significant negative impacts on the stock prices of industries using softwood lumber. When the Supreme Court of Canada issued its judgment on the legality of "unilateral" Quebec secession in August 1998 many Canadians did not know what to make of it. The Court held that the only lawful way in which Quebec might depart the Canadian federation was through one of the amendment mechanisms provided in the Constitution Act 1982. It thus affirmed that Quebec could not secede without the agreement of at least the Houses of the federal Parliament and some number of provincial legislative assemblies.
