Although Canada has been a committed member of the North Atlantic Treaty Organization (NATO) since the alliance was founded in 1949, it has not greeted all NATO decisions with unalloyed pleasure, as the recent debate about enlargement and the controversy over NATO bombing of Kosovo and Serbia will attest. And we can probably expect yet another debate about Canada's commitment toNATO later this year because the foreign minister, Lloyd Axworthy, has promised to question NATO'S continued reliance on nuclear deterrence. Canadian Multiculturalism And The Absence Of The Far Right, Cas Mudde

The far right has never been a prominent force in Canadian politics or society. Traditionally, they more resembled the North American than the West European model: ideologically dominated by right-wing populism and white supremacy, organizationally characterized by factionalism and sectarianism. The extreme right seems an almost negligible force today, in part reflecting a similar decline in the United States, while the radical right has so far been unable to build upon the recent upsurge of Islamophobia, as in Western Europe. Public diplomacy's scholarship and practice are evolving and seeking to adapt to the expanding interests, expectations, connectivity and mobility of the publics that have come to define the field in an organic fashion. Research on climate change policy and politics has become increasingly focused on the actions and influence of subnational governments. In North America, this attention has been particularly focused on why subnational governments have taken action in the absence of national leadership, what effect action might have on future national climate policy, and whether the collective action of networks of municipal governments are reshaping and challenging the character of national and global climate governance. The Effects Of The 1996 U.S.-Canada Softwood Lumber Agreement On The Industrial Users Of Lumber: An Event Study, Nisha Malhotra, Sumeet Gulati

In this article, we analyze whether the Softwood Lumber Agreement between the United States and Canada imposed significant economic costs on industries that use softwood lumber in the United States. To ascertain this impact, we use an event study. Our event study analyzes variations in the stock prices of lumber-using firms listed at the major stock markets in the United States. We find that the news of events leading to the Softwood Lumber Agreement had significant negative impacts on the stock prices of industries using softwood lumber. Dissolving The Diaspora: Dialogical Practice In The Development Of Deep Multiculturalism, Paul W. Nesbitt-Larking

This article is an exposition of deep or critical multiculturalism that is grounded in a mutually respectful dialogue. Such multiculturalism names historical oppressions, recognizes the structural causes of injustice and inequality, and is profoundly open to cultural critique, challenge and change. In order to promote such a multicultural practice, the article makes the case for a dialogical politics of deep and mutual respect in which ethno‐religious sensibilities are validated and welcomed in their rich diversity. In doing so, the article draws upon the authorʼs empirical research on the Muslim minority in contemporary Canada.

The Arctic debate touches on a number of important international issues: national security, energy exploration and policy, environmental concerns, and maritime commerce are but a few. When the Supreme Court of Canada issued its judgment on the legality of "unilateral" Quebec secession in August 1998 many Canadians did not know what to make of it. The Court held that the only lawful way in which Quebec might depart the Canadian federation was through one of the amendment mechanisms provided in the Constitution Act 1982. It thus affirmed that Quebec could not secede without the agreement of at least the Houses of the federal Parliament and some number of provincial legislative assemblies.
