An estimated 450 million people suffer from a mental or behavioural disorder. According to WHO’s Global Burden of Disease 2001, 3% of the years lived with disability (YLD) are due to neuropsychiatric disorders, a further 2.1% to intentional injuries (WHO, 2013). Only 1% of the medical doctors and 4% of the nurses were specialized in psychiatry. The last revision of the mental health legislation was in 1964. This gives rise to the need for gender-friendly policies that promote and encourage women to own livestock. Women remain in the ranks of poor livestock keepers, although they make up two-thirds of the population of livestock keepers. The 2009 H1N1 influenza pandemic, although not as deadly or long lasting as initially projected, demonstrated that the world was and is ill prepared to handle a mass pandemic. As the first pandemic of the twenty-first century, the pandemic revealed global health insecurities and asymmetrical disease burdens for disadvantaged individuals and countries. This paper will analyze why both developing countries and disadvantaged individuals suffered disproportionately from the pandemic. The politics of town meetings proposes that town hall meetings are institutions of representative democracy that present an opportunity for constituents to hold their elected representatives accountable in a public setting. Constituent relations-in-interaction glosses a complex set of interactional practices and procedures through which ensembles of participants bring town hall meetings, as structures of social interaction, into being. This study uses conversation analysis, the study of talk-in-interaction, to show that the politics of town hall meetings orients to three types of accountability: Interactional accountability, political accountability, and public accountability. The 1995 Dayton Peace Agreement both ended the Bosnian War and created the consociational democracy that exists in Bosnia and Herzegovina to this day. The ethnic autonomy created by the Dayton Agreement has resulted in a frozen conflict between ethnic groups that has manifested itself in the country’s monoethnic education system. This study explores the short-term stability under consociationalism and the long-term stability under a multiethnic education system. Additionally, this study explains the importance of the country’s only multiethnic education system in Brčko District and how it came into existence.
