During the 1990s tax havens and offshore financial centres (OFCs) were subject to a string of initiatives designed to raise their tax and regulatory regimes to accepted international standards. Many commentators forecast that this would lead to the demise of OFCs, a worry for the many small states whose economic well being depended heavily on the provision of offshore financial services. Despite this regulatory onslaught many small state OFCs have prospered in the new millennium. This presentation was part of a staff workshop focused on empirical methods and applied research. This includes a basic overview of regression with matrix algebra, maximum likelihood, inference, and model assumptions. Distinctions are made between paradigms related to classical statistical methods and algorithmic approaches. The presentation concludes with a brief discussion of generalization error, data partitioning, decision trees, and neural networks.

In 1987, the United Nations released the Brundtland Report, which defined sustainable development as “development which meets the needs of the present without compromising the ability of future generations to meet their own needs.” While this definition provides a relatively stable theoretical base from which development economists and political scientists can begin to tackle issues surrounding sustainable development, the inherently amorphous nature of this definition has also created a fair amount of ambiguity in both the economic literature surrounding sustainable development and the subsequent attempts by economists to measure it.

Since 1998 the State of Minnesota has funded the building of the Xcel Energy Center, Target Field, and TCF Bank Stadium. The focus of this research is to locate voting trends within the Minnesota House of Representatives towards these venues. I recorded the votes of each member on the legislation approving these venues from the Minnesota Journal of the House and then constructed data sets for all three buildings. From this data, trends emerge potentially linking the voting tendencies of members based on party, gender, and geographical location of their district. Across the country local government revenues have decreased while operating costs such as fuel, materials, equipment, and health insurance costs have significantly increased. In addition to reduced revenues, interest earnings for city and county government investments are low. These factors combined have created a difficult financial arena in which local governments must operate. Earmarks have been controversial ever since becoming a prominent part of the congressional spending process. Critics charge that earmarks fund projects with little or no economic value (for instance Ted Stevens’ “Bridge to Nowhere,”) but instead allow Congress members to direct government spending to campaign contributors (the charge leading to a federal investigation of the now-defunct lobbying firm PMA Group). On the other side of the controversy, congressional earmarks do fund a number of community improvements which are very valuable, at least locally. Tax cuts and tax hikes are proposed and considered as possible solutions to various economic problems. However, the question still remains regarding which policies are most effective. The link between the size of the company and the pay of the CEO is one that is nearly impossible to make go away. One measure of the company-size-to-CEO-pay relationship is called elasticity by economists. It turns out that we can estimate the CEO compensation elasticity with respect to firm revenue, and this number is around 0.3. That is, for a 1% increase in company size, CEO pay goes up by about one-third of 1%, or for a 10% increase in company size, CEO pay goes up by about 3%. This project is centered on the Ronald Reagan Paradigm, a pervasive ideology that has dominated politics and the U.S. Government for approximately the last 30 years. The pervasive ideology is a neoliberal agenda aimed at increasing the power of corporations within the United States. The ideology is legitimized by Ronald Reagan's Presidency. Furthermore, the ideology is legitimized by think-tanks and few educational institutions. The ideas are disseminated through publications and media outlets. This paper highlights the author’s understanding of this ideology and its creation.

Becoming Formal Or Informal Entrepreneurs: How Institutions Matter, Joël Luc Raveloharimisy

This research explains the factors behind the variation of enterprise creation across countries by looking at the roles of formal and informal institutions and their interactions in the distribution of start-up enterprises in the formal and informal sectors. It tests two competing hypotheses about the individual versus mixed effects of formal institutions (measured by entry regulations) and informal institutions (measured by social capital) on entrepreneurship. The research uses quantitative analysis of data from 48 countries and a qualitative case study of Madagascar.

The lack of wind energy production could be the result of Nebraska’s unique public power districts that have eminent domain of distribution and retail sales of electricity in the State. Public Power districts are prohibited from receiving benefits of state and federal tax incentives for the development of wind farms, however some Nebraska power districts still pursue wind energy as a renewable source of energy.
