This study explores a series of events that occurred in the spring of 1876. The relationship between the Indianapolis city government, the Marion County Courts, the Indianapolis Police Department, and the African American community came together to usher in changes never before envisioned. The Indianapolis Police Department (IPD) was formed in 1855, then disbanded 12 months later in a political dispute. From 1857-to-1876, the IPD was all white. These changes took place as the Reconstruction era was coming to a close. The first Ku Klux Klan was at its apex, terrorizing black communities, and Jim Crow was coming into its …

While literature in transitional justice has addressed conventional retributive and restorative justice mechanisms, scholarship focusing on the rise in youth activism to confront war crimes is underdeveloped. This article draws on over two-dozen in-depth interviews with youth activist leaders across the former Yugoslavia, focusing on their performance-based campaigns. I explain why the emergence of transitional justice youth activism in the Balkans falls short of the significant institutional reforms of earlier youth movement mobilizations in the region. This paper uses the concepts of ethnosphere and ethnodiversity to frame the stakes of cultural genocide in the context of the emerging global society. We are in an era of rapid global ethnodiversity loss. Global ethnodiversity is important because different cultures produce different solutions to the subjective and objective problems of human society, and because cultures have an intrinsic value. Rapid ethnodiversity loss is a byproduct of the expansion of the modern world-system, and Lemkin’s invention of the concept of genocide can be understood as a dialectical reaction to this tendency. Participatory methods are the established methodology in international aid and development. Within this paradigm things that are more participatory are thought of as being more impactful, however, the actual success or failure of any given international project is measured by its evaluation team. These evaluations are vitally important in regards to funding, both for future programs and continuing programs, and in shaping the methodology of future programs. Slavery has long stood as a mirror image to the conception of a free person in republican theory. This essay contends that slavery deserves this central status in a theory of freedom, but a more thorough examination of slavery in theory and in practice will reveal additional insights about freedom previously unacknowledged by republicans. Slavery combines imperium (state domination) and dominium (private domination) in a way that both destroys freedom today and diminishes opportunities to achieve freedom tomorrow. Dominium and imperium working together are a greater affront to freedom than either working alone. However, an examination of slavery in practice, …

This anthropological study explores the socio-political discourse of suzhi among the Mosuo minority, occupying the Yongning Basin region between Yunnan and Sichuan. The concept of suzhi, translating roughly as ‘quality’, first appeared during the 1980s in the context of ‘population quality’ (renkou suzhi), which refers variously to the educational attainment, material development, or more abstract moral quality of a people (see Jacka, 2009). In terms of ethnicity in China, numerous other studies have already shown how discourses like suzhi have been deployed to construct ‘Han modernity’ vis-a-vis its ‘Other’, the ‘primitive’ minority (see Zukosky, 2011, also Jacka, 2009; Gladney, 1994). …

Talking about, and learning lessons from The American War in Vietnam can be a process whose genuine engagement requires a suspension—even if temporary—of moral and cultural biases that are embedded in the Western mindset. This research project is one that composes military strategy, government rhetoric, and very human accounts of war in Vietnam in order to understand how people in Hanoi experience and talk about war, with an ultimate aim of making some of these stories and lessons digestible to a Western audience.

In 2015, John Pombe Magufuli won the Tanzanian presidential election, continuing on the 54-year reign of CCM, the political party founded by the country’s “father,” Julius Nyerere. Before the end of his political career, Nyerere had massive influence in selecting the future candidates of the CCM party that would take the presidential office. However, 2015 was the first election in which the CCM candidate was not selected, influenced, or supported by Nyerere. The hierarchical social systems in China, which dictate common behavior, are unique. Much work has been written on the topic of guanxiand face: the defining factors for China’s ubiquitous, self-affirming system of relationships. Recent studies suggest that other factors, including levels of education, civil-military relations, and western culture also play an important role. Ghana is often seen as peaceful, but is faced with many chieftaincy conflicts that result mainly from succession to the throne (skin or stool) for traditional political power. Ghana has more than 230 chieftaincy disputes dotted across many parts of the country. However, the Bulsa Traditional Area (Buluk) of Ghana has had a stable and resilient chieftaincy succession despite conflicts arising out of the selection of chiefs. In southern Ukraine, two hydraulic infrastructures continue to exist despite environmentalist campaigns that have exposed them as fragile, broken or unprofitable. The Danube-Dnister Irrigation Project (DDIS), a Soviet mega-project that diverted water from the Danube and turned the Sasyk estuary into a reservoir, receives state funding despite a 1994 ban on its use for irrigation. The Bystre Shipping Canal, built in 2004 despite domestic and international opposition, is losing money but continues to operate. These cases exemplify the material politics of infrastructuring in which infrastructure is understood as an antagonistic process of assembling networks of humans and nonhumans rather than …

Recent reports by the United Nations and local non-governmental organizations present a troubling increase in incidents of violence against Palestinian women in Palestine. These are cases of domestic violence, where the attackers are Palestinians, and political violence, where the attackers are Israeli settlers and soldiers. These violent incidents include attacks on body and property. Most incidents are neither dealt with by the Palestinian authorities nor by the Israeli government and judicial system. Since the 1996 voter approval of medical marijuana laws in California, marijuana policy has become increasingly liberalized. Producers, however, have remained in the greyest of grey market zones. Federal anti-drug laws and supply-side tactics have intensively targeted them even as marijuana has become more licit. In this legally unstable environment, marijuana patient-cultivators and underground producers have articulated and asserted themselves politically and economically, particularly as the likelihood of full legalization has increased. This dissertation explores how producers navigated the nebulous zone between underground and medical markets. Law forms one of the major structural contexts within which family lives play out, yet the precise dynamics connecting these two foundational institutions are still poorly understood. This article attempts to help bridge this gap by applying sociolegal concepts to empirical findings about state law's role in family, and especially in marriage, drawn from across several decades and disciplines of South Africanist scholarly research. I sketch the broad outlines of a nuanced theoretical approach for analysing the law-family relationship, which insists that the relationship entails a contingent and dynamic interplay between relatively powerful regulating institutions and relatively powerless regulated populations. …

In geographically vulnerable and politically unstable regions such as Sri Lanka, I argue that linking natural hazards and climate-induced disasters to existing social issues is more pressing than ever. In the case of the 2004 Boxing Day tsunami, it was impossible to dissociate the two. Looking though the lens of distress, in conflict and environmental disaster, this thesis explores how women have transformed moments of victimization into opportunities for resistance and agency. This is done to illuminate how scientific rationality provides a narrow and truncated view of development. This article provides an analysis of Occupy Judaism, an explicitly religious expression of Jewish protest, which occurred simultaneously with Occupy Wall Street, the direct-democracy movement of 2011. Occupy Judaism, like Occupy Wall Street, took place both in physical spaces of protest in New York City and digitally, through mobilizing and circulating debate. The article focuses on the words and actions of Daniel Sieradski, the public face and one of the key founders of Occupy Judaism, supplemented by the experiences of others in Occupy Judaism, Occupy Wall Street, and Occupy Faith (a Protestant clergy-led initiative). In the wake of the 2011 Syrian Civil War, hundreds of thousands of refugees fled to neighboring Jordan. The government of Jordan received them and along with NGOs from around the world, provided for some of their most basic needs including food, education and healthcare. In the summer of 2014 I travelled to Amman and Mafraq, Jordan in order to learn more about the work being done among the Syrians by non-governmental organizations (NGOs). What I found was a variety of short-term aid projects designed by the NGOs to meet the various needs of the refugees. I learned of no …
