During the last seven years, there has been a significant shift to the right in the ideological perspectives of Amencan political institutions and behavior. Despite some in consistencies, the direction is clear. The term “moderate” has acquired a conservative meaning, and liberals have been split into neo-liberal and neo-conservative camps. At this moment American society is informally declaring that it is not committed to achieving the goal ofequal outcomes long espoused by a mainly liberal national political and institutional system.

In this presentation, I will examine some of the general ideas, explanations and logic regarding black life conditions offered by a group of intellectuals who have come to be described as “Neo-Conservative.” I will not concentrate my critique on particular individuals, however; my focus will be primarily on the ideas and proposals that they have offered, especially those ideas that have been associated with public policy proposals.

Registering The Poor To Vote: Lessons From The 1984 General Election, Ira Colby

The Journal of Sociology & Social Welfare

Voter registration and educational programs for the poor and moderate income groups were a dominant political strategy embraced by a number of social welfare organizations during the 1984 general election. This article reviews one such project that registered 4,124 individuals and implemented a follow-up survey of 500 new registrants. Based on the survey, the author identifies a number of voting and nonvoting behaviors that should be considered in future voter registration and education projects. The author also identifies critical policy issues that impede voter participation among the poor.

Although social and economic conditions and prevailing popular philosophies may affect the success or failure of an attempt at change in social welfare policy and practice, the relative strengths and weaknesses of the political forces for and against the change may be more important. In 1897, fourteen years before the passage of the first U.S. Mothers' Pension law in Illinois, New York State Senator John Ahearn attempted such a law in New York. The Journal of Sociology & Social Welfare

Harry Lawrence Lurie's recommendations and analyses concerning social workers' involvement in political action are reviewed. By reviewing some of Lurie's concerns and activities from the 1930's into the 1950's in this area, it is possible to gain helpful guidance and insight into contemporary concerns about social workers in the political arena. Lurie argued consistently for greater involvement by social workers in political action as individuals, as members of professional organizations, and in coalition with other groups outside of social work who were concerned with progressive social change. The year 1961 marked a turning point in Virginia politics. Two years had elapsed since the General Assembly had abandoned its policy of massive resistance to school integration. In the aftermath of that crisis the Byrd Organization found itself decided between moderates and members of the "Old Guard." In the 1961 Democratic primary Lieutenant-Governor A. E. S. Stephens, a moderate, vied with Attorney General Albertis S. Harrison, the choice of the Byrd Organization, for the gubernatorial nomination. Industrial policy has become an increasingly central focus of political debate as American society struggles with new and troubling economic realities. Yet despite the importance of this subject, little is known about how the public gains or processes information on these matters, or about the evaluative standards used to judge industrial-policy proposals. A recent referendum in Rhode Island offered a unique opportunity to study these questions. Citizens participated directly in the debate over new industrial policy by soundly rejecting the Greenhouse Compact, a novel and comprehensive plan to "reindustrialize" Rhode Island. Decreasing Allied Support For Anti-Soviet Strategic Embargoes A Demonstration Of The Declining Hegemony Of The United States, Tracey A. Johnstone

This thesis evaluates the declining hegemony of the United States over its allies since the end of World War II. Robert Gilpin and Robert Keohane's theories about the decline in U.S. hegemony are discussed as are the hegemonic theories of Gramsci as interpreted by Robert Cox. The three progressively hostile reactions of U.S. allies to U.S.-initiated embargoes against the Eastern Bloc are used to illustrate the decreasing control of the United States over the economic and strategic policies of its allies. Community organizers in the United States have two tasks today: a short-term defensive one of holding back the rightward assault against both the social welfare state and the working class in general; and a long-term, mobilizing task of building a constituency strong enough to transform the welfare state itself.
