Journal, 13 March 1989 to 28 March 1990, of U.S. Congressman William Huston Natcher while he was representing Kentucky’s 2nd District. The journal includes an almost daily account of Natcher’s reflections on current events and transactions with the U.S. House of Representatives. Many of the entries contain typescripted newspaper articles with some editorial comment provided by Natcher, others are more personal in nature.

Women, Politics, And The Nineties: The Abortion Debate, Susan Estrich

The fight for political empowerment of women may finally break wide open over the issues of reproductive freedom. This article posits that while public attention has focused on courtroom attempts to limit Roe v. Wade, the issues will ultimately be decided in the political arena. Here, Estrich says, the framer of the question may be the ultimate victor. For those on the pro-choice side of the debate, the next election cycle may be their first real opportunity to vote as a bloc and wield real political power.

Women And Power: Women In Politics, Cathleen Douglas Stone

Are women making progress in the political arena, or are their frustrations at access to elective office severe enough to warrant their own political party? This article examines the statistics and argues that women should seize political power by voting as a bloc. As loyalty to traditional parties declines while their interest in and sensitivity to social issues grows, the moment is right for a real increase in women's political power.

Among the many services Robert McElroy renders in this fine volume is an extensive bibliography of Murray's published writings. A glance at it suggests another service. Murray wrote countless articles, but no books. (His most famous work, We Hold These Truths, comprised previously published essays.) Precisely because Murray's thought is scattered across several decades and many journals, this intellectual biography - a narrative of Murray's life thought - is most valuable.

The United States Court of Appeals for the District of Columbia Circuit has devised a doctrine called equitable
discretion to screen congressional-plaintiff suits. The Author argues that the doctrine should be abandoned. She proposes that the courts be guided by existing standng principles in deciding whether to hear these cases.

The Journal of Sociology & Social Welfare

Scholars such as William J. Wilson, public policy analysts, politicians, media personalities and journalists have, in recent years, turned their attention to the pervasive and growing poverty, permanent unemployment and inequality in American society. They have noted the disproportionate occurrence of these phenomena among African Americans-especially women and children-and in the "inner city ghettos" of the former centers of industrial production. At the same time, they have either ignored or severed any connection between the deepening poverty of one section of society-whom they have called the "underclass"-and the vast accumulation of wealth among the capitalist class.

Party Politics During The Compromise Crisis: The Virginia Congressional Elections Of 1849 And 1851, Jodi Lee Bennett Koste

The Second American Party System developed in Virginia from the factions contesting the presidency between 1824 and 1840. Following its formation, Virginia voters adopted party allegiances and regularly supported their party in the various local, state and national elections. These voting patterns began to change with the elections of the compromise crisis, the period between the presidential elections of 1848 and 1852, when the "politics of slavery" dominated every contest. Defense of the peculiar institution became paramount and party lines were disrupted as a result. The Past As Prologue? What Past Industrial Conflicts Within The Gop Tell About The Future Of The Bush Administration, Thomas Ferguson

New England Journal of Public Policy

This article analyzes patterns of GOP campaign finance with an eye to the light they can shed on the future of the Bush administration. After flashing back to 1980 and 1984, it presents a detailed statistical breakdown of who contributed to whom in the 1988 GOP primary, based on a large and carefully constructed sample of top corporate executives and investors. The Dole campaign emerges as especially important for the clues it provides about the opponents of major changes in U. S. policy toward Eastern Europe and the USSR.

This thesis addresses the question, why does U.S. foreign policy contribute to political instability in developing nations? To ascertain the answer, it analyzes the post-World War II administrations from Truman through Johnson. One mode of containment, cliency, a foreign policy relationship between a major power and a weaker state, is developed within the framework analyzing containment. The cliency model provides a theoretical basis for explaining how the domestic structure of the client state is systematically distorted by the patron's actions in pursuit of its global interests. A study of the weak state was conducted using the Honduras-U.S. relationship as a case study. Most existing literature, with the exception of Annette Baker Fox's The Power of Small States, does not analyze in detail a specific country's relationship with a powerful nation. This research examined the factors that helped a weak country maintain maneuverability in its domestic and foreign policies when under the influence of a strong power. Six conditions which facilitated maneuverability were: geographic proximity, rising nationalism, citizen participation in government, trade distribution and diversification, international pressure, and declining hegemony of the strong power. In explaining the rise of Democratic rule in Virginia, political historians have overlooked the significance of the Republican split of 1895-1897. Drawn mainly from primary source materials, this thesis traces the rupture that divided the GOP leadership after the death of General William Mahone, one of the Commonwealth's most remarkable political figures. The controversial election of Mahone's successor (Colonel William Lamb of Norfolk) as party chairman in November 1895 sparked two years of bitter struggle, a conflict that ultimately left the state Republicans shattered as a political force. Female Representation Among State Legislative Elite: The Illinois General Assembly 1922-1986, Juliana J. Helmke

This study of female representation in the Illinois General Assembly examines 33 general assemblies, beginning with the 53rd General Assembly – election year, 1922 – at which time the first woman was elected to the Illinois House of Representatives. Trend lines are used to describe changes in female representation over the 64-year period. The effect of changes in the electoral system and the institutional structure are examined. Social and demographic characteristics of women legislators in Illinois are discussed. This data is then compared to data on legislators elected to the 83rd General Assembly.

A major issue in the study of American politics is the extent to which electoral discipline also constrains bureaucrats. In practice, executive agencies operate with considerable independence from elected officials. However,the entire process of policy execution is a game among legislators.the chief executive. and bureaucratic agents. It includes the initial delegation of authority, the choice of policy alternatives,and opportunities for oversight and control. A simple model of this process demonstrates an important distinction between bureaucratic authority and bureaucratic discretion.
