Technical Corrections In Certain Indian Laws, United States Congress, Us House Of Representatives
US Government Documents Related to Indigenous Nations
This United States (US) House report from the Committee on Natural Resources, dated April 19, 1994, was written to accompany US Senate Bill 1654 which proposed technical corrections to existing Indian laws. This report provides a background on US Senate Bill 1654 and proposes amendments. Among other corrections, the bill proposes to amend the White Earth Reservation Land Settlement Act of 1985 and to extend the allotted time for land transfers as written in the Three Affiliated Tribes and the Standing Rock Sioux Tribe Equitable Compensation Act. US Senate Bill 1654 became US Public Law 103-263 on May 31, 1994.

This book examines the role of increased professionalism in the growth of both the Republican and Democratic national parties, beginning with Republican National Committee Chairman Ray C. Bliss in the 1960s. It analyzes how an increased application of professional values has contributed to the continued growth of national party organizations, despite recurring constraints in party policymaking.

Interest groups and other “group concepts” of politics dominated explanations of American government and policy-making in the 1950s and early 1960s and, as filtered through the concept of pluralism, have provided what is arguably the most lasting and perhaps the most persuasive theorizing on political decision-making in the United States. Representing Interests and Interest Group Representation explores both the strengths and weaknesses of the current research on interest groups. It points to what needs to be done, the major intellectual concerns that should guide the research, and some of the more productive ways to approach the significant research questions.

Becoming A Dove: Senator Claiborne Pell's Opposition To The Vietnam War, Kevin C. Klyberg

This study examines the opposition of Senator Claiborne de Borda Pell to the Vietnam War and his role as a member of the United States Senate’s anti-war movement. Pell’s speeches, Senate statements, and correspondence reveal his criticism of the Vietnam policies of Presidents Lyndon Johnson and Richard Nixon and his attempts to alter them. Also, this study traces the influences which shaped Pell’s decisions, including his own experience in the United States Foreign Service, his theory about the forming of foreign policy, the opinions of his Rhode Island constituents, and his relationship with other Senate "Doves" who opposed the war.

The presidential campaign of 1964 became a significant turning point in Virginia politics as the 24th Amendment eliminated poll taxes, black political organizations organized voter registration drives, and suburbanites, newcomers, and recent college graduates were attracted to the Republican Party. Republican candidates had made strong showings in elections in 1962 and 1963, due in part to the policies of the Kennedy administration. Democratic Senator Harry F. Byrd, Sr., publicly opposed many of the fiscal and social policies of the Kennedy-Johnson administration, creating difficulty among Republicans in choosing someone to oppose him. The Speakers of the House, from Carl Albert to Tom Foley, have faced various challenges in the budgetary process since the passage of the Budget Act in 1974. That act required the Congress to fix budget targets in authorizations and outlays in each of thirteen functional categories for each fiscal year and to reconcile annual authorizations and appropriations to those targets. It created separate budget committees in each chamber and altered the legislative process in an attempt to enforce budget discipline. Bonding, Structure And The Stability Of Political Parties: Party Government In The House, Gary W. Cox, Mathew D. Mccubbins

The public policy benefits that parties-deliver are allocated by democratic procedures that devolve ultimately to majority rule. Majority-rule decision making, however, does not lead to consistent policy choices; it is "unstable." In this paper, we argue that institutions - and thereby policy coalitions -- can be stabilized by extra-legislative organization. The rules of the Democratic Caucus in the U.S. House of Representatives dictate that a requirement for continued membership is support on the floor of Caucus decisions for a variety of key structural matters. Because membership in the majority party’s caucus is valuable, it constitutes a bond, the posting of …

Implementation Of Congressional Intent: A Study Of Amnesty Policy And The Immigration And Naturalization Service, Sherrie Baver, William Arp Iii

In 1990, the United States Border Patrol arrested approximately one million illegals (Dillin, 1990). Significant as this number may seem, it parallels the rate of arrest that existed prior to the passage of the Immigration and Control Act of 1986 (IRCA). This phenomenon suggests that the Act has failed to accomplish one of its primary objectives: to control illegal immigration to the United States.
The IRCA represented the first major change in US immigration policy in twenty-two years. In seeking to prevent illegal entry and to gain control over the undocumented population already in the country, it contained two key …

The Political Activity Of Social Workers: A Post-Reagan Update, Mark Ezell
The Journal of Sociology & Social Welfare
This article reports the findings of a survey that examined the political activism of social workers and what changes may have occurred in their political participation during the Reagan years. Social workers are politically active largely by writing letters to public officials but also by discussing political issues with friends, by belonging to politically active organizations and by attending political meetings. In addition, a substantial proportion of social workers make campaign contributions and get involved in candidate elections. Among social workers, those with the highest educational degrees, those who are NASW members, those who are in macro type jobs, and …

I think that of all twentieth-century American presidents, John F. Kennedy is considered — by Europeans at least — to be the most Eurocentric in his sympathies and political orientation. This article is based on interviews and research on the press and politicians, whose relationship is shown to be extremely controversial. Views held by members of the press, who see themselves as dutiful to their readers, are radically different from those held by politicians, who see reporters as money-hungry thieves who do not stop short of invasion of privacy for a story. The views of scholars — who attempt to make sense of the relationship — are different from both. The issue of campaign finance reform presents a complex problem for policy analysis; fortunately an understanding can be developed through statistical analysis of the variables involved in campaign spending. Multivariate statistical analyses are often a crucial element for use by a policy analyst to evaluate the relationship among variables affecting the particular problem being addressed. This study uses multiple regression techniques to look at what effect spending (as well as selected other variables) may have on the outcome of a U.S. House of Representatives election.
