The Evolution Of Party Systems Between Elections, Michael Laver, Kenneth Benoit

Research Collection School of Social Sciences

Most existing theoretical work on party competition pays little attention to the evolution of party systems between elections as a result of defections between parties. In this article, we treat individual legislators as utility-maximizing agents tempted to defect to other parties if this would increase their expected payoffs. We model the evolution of party systems between elections in these terms and discuss this analytically, exploring unanswered questions using computational methods. Under office-seeking motivational assumptions, our results strikingly highlight the role of the largest party, especially when it is “dominant” in the technical sense, as a pole of attraction in interelectoral …

Legislative/Judicial Interaction: Do Court Ideologies Constrain Legislative Action?, Elizabeth A. Stiles, Lauren L. Bowen

This paper seeks to contribute to our understanding of the degree of success enjoyed by bills in state legislatures. More specifically, we propose a model of bill success that includes a measure of judicial preferences such that we can ascertain the extent to which judicial ideology and perceived judicial climate constrain legislative behavior. We argue that liberal bills are less likely to be enacted in states where the court of last resort is also liberal as opponents will be concerned that the high court will read the legislation too expansively. The author argues that the U.S. and its partners have rightly arrived at war on Iraq as a just and necessary last resort. The potential problems with the just-war case are notable, particularly concerning the after-effects of the war, but they do not incurably undermine the case for going to war. Instead, both supporters and critics of the war around the world should strive to keep their governments committed to post-war reconstruction and a transition to a free and stable government in Iraq. All across America on January 20, 1986, there were celebrations and school holidays in honor of the first holiday of the birthday of Martin Luther King, Jr. In the county of Henrico, a suburb of Richmond, Virginia, the students were in school. Henrico's school administration and school board decided that the students should be in school learning about the contributions of Dr. King. The African American community in the suburb of Henrico County believed this was a slap in the face. The Lion And The Lamb: Demythologizing Franklin Roosevelt's Fireside Chats, Elvin T. Lim

We are accustomed to a characterization of Franklin Roosevelt’s legendary Fireside Chats as intimate exchanges between the president and the people. This essay argues that the Fireside Chats were a harsher, more castigatory rhetorical genre than such a characterization would allow. A content analysis of the 27 Fireside Chats recorded in FDR’s Public Papers suggests that the Fireside Chats were, on a number of indices, far less intimate than have traditionally been supposed, and in fact among the more vitriolic and declamatory utterances of the 32nd president. This research answers the question, "What impact did the 2000 election have on low-income African American voters and how will it affect turnout in future elections?"

The analysis focuses on the predominantly black, low-income community of Parramore and examine issues of efficacy related to the 2000 presidential election and beyond. The analysis consists of survey distributed through various community service agencies and conducted door-to-door in Parramore. Introduction: This study examines citizenship, registration, and voting patterns of Latinos during the 2000 presidential elections.

Methods: Data on Latinos and other racial/ethnic groups were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Cases in the dataset were weighted and analyzed to produce population estimates.

Results: The participation rates among potential Hispanic voters who were citizens of the U.S. 18 years of age and older were the lowest of any of the major racial/ethnic groups in the nation during the 2000 presidential elections as well as …

This chapter outlines the history of personality inquiry in political psychology, examines the current state of personality assessment in politics, and charts a course for the study of personality in politics in the post-cognitive revolution era, informed by contextually adjacent scientific fields such as behavioral neuroscience and evolutionary ecology.

The chapter offers a comprehensive, generative, theoretically coherent framework for studying personality in politics, consonant with established principles in the adjacent sciences and integrative with respect to accommodating a diversity of politically relevant personal characteristics. At the very heart of American politics and government is democracy. Debates abound about the nature of American democracy, and especially ways to improve symbolic representation, substantive representation and/or participation by groups typically considered in the political minority (Moss-Kanter 1977; Pipert-High and Comer 1988; Saint-Germaine 1989; Seldon 1997; Thomas 1997).
