As gasoline prices have risen in March and April 2006, renewed attention has been given to methyl tertiary butyl ether (MTBE), a gasoline additive being phased out of the nation’s fuel supply. Many argue that the phaseout of MTBE and its replacement by ethanol have been a major factor in driving up prices.

MTBE has been used by refiners since the late 1970s. It came into widespread use when leaded gasoline was phased out — providing an octane boost similar to that of lead, but without fouling the catalytic converters used to reduce auto emissions since the mid-1970s. MTBE has …

Embryonic stem cells have the ability to develop into virtually any cell in the body. Stem cells are used by scientists to study the growth and differentiation of individual cells into tissues. This work may provide insights into the causes of birth defects, genetic abnormalities, and other disease states, as well as potential treatments. The 1958 National Aeronautics and Space Act specified that military space activities be conducted by the Department of Defense (DOD). DOD and the intelligence community manage a broad array of space activities, including launch vehicle development, communications satellites, navigation satellites (the Global Positioning System — GPS), early warning satellites to alert the United States to foreign missile launches, weather satellites, reconnaissance satellites, and developing capabilities to protect U.S. satellite systems and to deny the use of space to adversaries (called “space control” or “counterspace systems”). On January 14, 2004, President George W. Bush announced new goals for the National Aeronautics and Space Administration (NASA), directing the agency to focus on returning humans to the Moon by 2020, and eventually sending them to Mars and “worlds beyond.” The President invited other countries to join. The purpose of this paper is to examine the changing nature of the liberal conception of justice using three-strikes legislation as a basis for comparison. It includes a brief examination of the legal debate surrounding three-strikes legislation, as well as comprehensive tables comparing the content of the laws in several states. The preponderance of the paper explores the evolution of the liberal concept of justice in the works of John Locke, Jeremy Bentham, and John Stuart Mill. Scholars have debated extensively the impact of presidential rhetoric on public opinion and congressional behavior, but have largely ignored the determinants of what the president actually says. This inattention is partly the result of the difficulty of acquiring systematic observations of presidential speech crafting. Congress enacted the last major amendments to the Clean Water Act in 1987 (P.L. 100-4). Since then, the Environmental Protection Agency (EPA), states, and others have been working to implement the many program changes and additions mandated in the law. At issue today — more than 30 years after enactment of the core law — is what progress is being made to achieve its goals. In general, states and environmental groups fault EPA for delays in issuing guidance and providing assistance to carry out the law. The Bush Administration has requested $1.277 billion for nanotechnology research for FY2007, $24 million less than the estimated $1.301billion appropriated level for FY2006. (See Table 1.) Nanotechnology is a newly emerging field of science where scientists and engineers are beginning to manipulate matter at the molecular and atomic levels in order to obtain materials and systems with significantly improved properties. The National Aeronautics and Space Administration (NASA) estimates that without a servicing mission to replace key components, the Hubble Space Telescope will cease scientific operations in 2008 instead of 2010. In January 2004, then-NASA Administrator Sean O’Keefe announced that the space shuttle would no longer be used to service Hubble. He indicated that this decision was based primarily on safety concerns in the wake of the space shuttle Columbia accident in 2003. "While a rich literature exists on presidential communications (including the public/rhetorical presidency and the presidential/press relationship), only recently have presidential scholars begun to analyze weekly radio addresses as an important primary unit of analysis (Rowland and Jones 2002; Sigelman and Whissell 2002a, 2002b). Why focus on democratic outcomes? According to Benson, Harkavy, and Hartley (2005), service learning can be defined as: "an active, creative [pedagogy] that integrates community service with academic study in order to enhance a student's capacity to think critically, solve problems practically, and function as a lifelong moral, democratic citizen in a democratic society" (p. 189). Our focus is on both the causes for the variations in state compliance with HAVA and the consequences of HAVA requirements for election administration, with particular emphasis on the experiences of New Jersey, New York, and Pennsylvania in implementing HAVA. We identify administrative, political, and policy-related reasons for variations in HAVA compliance in each state. We also consider the effects of HAVA on state and local government interactions, funding decisions, and policy innovation. Elections are sometimes seen as legitimizing institutions, promoting system-level support among citizens by providing them with input into the political process. However, prior research has found that is less true among the supporters of losing candidates, who often exhibit lower levels of political trust and satisfaction with democracy. We analyze two statewide surveys in Florida (following the gubernatorial and senatorial elections of 1998, and the controversial presidential election of 2000), and find that (1) losers do exhibit lower levels of political trust, satisfaction with democracy, and beliefs that government is responsive to citizens; (2) losers also are more likely to …

The nature of colonialism in Puerto Rico has caused most political issues to be viewed within the framework of status politics. In the first stage of the struggle to expel the U.S. Navy from the island (1999–2003), civil society in Puerto Rico united when the issues were reframed with links not to status politics but to human rights and social justice. Viequenses symbolized for Puerto Ricans in Puerto Rico, on the mainland, and in the world at large the costs of military colonialism. For over 3 decades, those engaged in the battle over the Equal Rights Amendment (ERA), along with many scholarly commentators, have argued that ratification of the amendment will lead U.S. courts (1) to elevate the standard of law they now use to adjudicate claims of sex discrimination, which, in turn, could lead them (2) to find in favor of parties claiming a denial of their rights. We investigate both possibilities via an examination of constitutional sex discrimination litigation in the 50 states—over a third of which have adopted ERAs.
