Civic Service And Asset Building In Generating Livelihoods Among Youth In Africa, Benjamin J. Lough, Margaret S. Sherraden

Given high rates of unemployment among African youth, civic service offers a promising strategy for preparing young people for the labor market. Despite its potential, a lack of service opportunities, incentives, and competing livelihood needs, frequently prevent young people from volunteering. This paper reviews the debate on financial remuneration for volunteering, and describes innovative “hybrid” ways to incentivize and support young volunteers. These approaches offer the potential to build financial assets during service in the form of savings, stipends, and microenterprise credit or education awards. This paper highlights programs in several regions of Africa where similar approaches have been piloted. …

Volunteering is central to any community-centered development intervention. As such, volunteers can contribute substantially to establishing and preserving peace. This paper describes various interpersonal, intergroup, and institutional theoretical perspectives to explain why volunteerism is particularly suited to peacemaking and peacekeeping. Special consideration is given to how involving young volunteers may be highly beneficial to peacemaking and peacekeeping. The paper emphasizes the “added value” of utilizing volunteers in peace and development organizations, and provides specific examples from the Eastern African region that illustrate how volunteerism is being used to prevent conflict, to mediate and transform active conflict, and to reduce the …

Two studies were carried out, using data on the assets, economic socialization and dispositions of European teenagers and young adults. The sample of young adults (18-32) was drawn from a panel survey of the Dutch population. The Dutch sample size was 392, a significant proportion (over 25%) of whom were still living in the parental home. The sample of teenagers (mean age 14.4 years) and their parents was drawn from a three-generation study of economic socialization in Norway. The Norwegian sample size was 548 adolescents, 256 mothers, and 227 fathers. The Dutch study identified four distinct strands of economic socialization: …

A major hypothesis of asset-building is that early access to savings accounts leads to continued and improved educational and economic outcomes over time. This study asks whether or not young adults (ages 18 to 22), particularly lower-income young adults, are significantly more likely to own savings accounts and to accumulate more savings when they have access to savings accounts at banking institutions as adolescents (ages 13 to 17). We investigate this question using longitudinal data (low-to-moderate income sample [LMI; N = 530]; low-income sample [LI; N = 354]) from the Panel Study of Income Dynamics and its supplements. This paper explores young children's perceptions and expectations about attending college, and the potential influence of a savings program on shaping children's perceptions about paying for college. As part of a four-year study of a school-based college savings program called “I Can Save”, this paper uses qualitative evidence from interviews conducted in second and fourth grades with a diverse group of 51 children. Findings suggest that most of the children in the study have a general understanding of college and have begun a process of considering higher education. As youth transition to adulthood, their ability to save and accumulate assets becomes very important as they begin to accept financial responsibilities and plan for the future. In this paper, we investigated the effects of an asset building intervention on youth asset accumulation in Masindi, a rural area in Uganda. Two waves of data were collected on youth, between 15 and 35 years of age, for both the treatment and comparison groups. A New Approach To Promote Economic Independence Among At-Risk Children: Child Development Accounts (Cdas) In Korea, Yunju Nam, Chang-Keun Han

This case study investigates the adoption and implementation of Child Development Accounts (CDAs) in South Korea, using information collected from in-depth interviews and existing documents. The design of the program, an asset-building program for children in the child welfare system, reflects unique needs and conditions of the target population and promotes strong collaboration among governmental and private entities. Issue framing emerges as an important strategy for the CDA policy’s adoption. Institutional and organizational factors, such as sponsorship and well-developed collaboration among multiple partners, may explain the successful implementation of the program.

When youth are involved in their communities, they typically do so through institutional structures. We construe youth service as a type of long-term, intensive volunteerism or civic service, which takes a range of institutional forms including service-learning, national service, and international service. We define these forms as having common operational features, and summarize what is known about them and their effects on youth and the individuals and communities with whom the youth are engaged. We identify directions for future research,including issues of server inclusion and impacts on the served.

Effects Of Mothers' Assets On Expectations And Children's Educational Achievement In Female-Headed Households, Min Zhan, Michael Sherraden

This study examines the effects of mothers’ assets (home ownership and savings) on their expectations and children’s educational achievement in female-headed households. Through the analysis of data from the National Survey of Families and Households (NSFH), results indicate that single mothers’ assets have positive effects on children’s educational achievement, and this effect is partially mediated through expectations. The study also finds that the positive effects of household income on children’s outcomes occur mainly through mothers’ assets. These results lend support for expansion of asset-based policies for poor women with children.

There is increasing divergence in the academic outcomes of African American males and females. By most accounts, males are falling behind their female peers educationally as African American females are graduating from high schools at higher rates and are going on to college and graduate school in greater numbers. Some have suggested that school completion and performance is associated with how students feel about themselves. This paper presents results from an examination of the effects of neighborhood and family characteristics—as they are related to an individual’s life options—on the teenage fertility of urban respondents. The study drew upon the life options perspective, a loosely defined theoretical framework which posits that opportunities for social and economic mobility impact an adolescent’s expectations for the future and behavior. Little attention has been given to the non-problematic development and positive life decisions of African American youth. This paper reports findings of 231 African American students. The goal of the study was to assess factors which contribute to their academic grade point averages and intentions to stay in school. The conceptual model employed in this study was the Theory of Planned Behavior (TPB) which contends that intentions to carryout a behavior is a function of Attitude towards the behavior, Social Normative support for undertaking the behavior, and the Perceived Control of being able to carry out the behavior.
