Criminal justice punishments are an investment that societies make to protect the safety and order of communities. Following decades of rising prison populations, however, U.S. policymakers are beginning to wonder if they have invested too much in punishment. Policies adopted in previous decades now incarcerate large numbers of Americans and impose considerable costs on states. Mass incarceration policies are costly and potentially iatrogenic—i.e., they may transform offenders into repeat offenders. Public officials and citizens alike often assume that known offenders pose a permanent risk of future offending. This belief entangles millions of offenders in the justice system for life, with …

The purpose of this process improvement project was to implement a test of change within a healthcare team utilizing applied improvisational exercises (AIEs), and to lay the groundwork for more effective inter- and intra-professional communication.
Literature review: AIEs have been shown to facilitate individual participant communication strengths through a process of un-learning certain common behavioral habits, and learning new habits that assist in creating and expanding closed-loop communication. Such un-learning and learning enriches the participant’s awareness of the environment and encourages participant adaptability through positive group interactions.

The Childcare and Youth Training and Technical Assistance Project (CYTTAP) works to improve the quality and quantity of child care in states with high densities of off-installation military families. From November 2011 through January 2014, childcare providers and early childhood education professionals attended face-to-face trainings, train-the-trainer events, and low- or no-cost online trainings. The trainings included Better Kid Care on Demand (online modules on math, art, behavior, and more); Getting Started in Family Child Care (to learn about starting a family child care business); I Am Moving, I Am Learning (preventing childhood obesity); and Rock Solid Foundations (strategies for supporting …

Exposure To Pre-Incident Behavior And Reporting In College Students, Mario Scalora, Brandon A. Hollister, Sarah Hoff, Alissa Marquez

Campus targeted violence is preceded by noticeable, alarming behavior, and reporting improvement efforts have been suggested to increase students’ willingness to inform campus authorities of forewarning actions. Reporting improvement techniques have been most successful with material appealing to the perceptions of high-risk students (i.e., those likely to observe and not report). The current study examined the characteristics of students that view threatening behavior and lack willingness to report with a large, Midwestern, undergraduate sample (n 450). Approximately 35% of the sample (i.e., n 157) indicated observing pre-incident behavior on campus, and 65% of these individuals (i.e., n 101) described unwillingness …

As a researcher of targeted violence, I found Arthur MacDonald’s work “Assassins of Rulers” (MacDonald, 1912) very provocative. Although different norms for behavioral and criminological research early the past century may have limited the current applicability of Mac- Donald’s findings, this work highlighted certain paradigmatic issues that have later emerged within the targeted violence literature. Before addressing commonalities with recent research, discussion of methodological issues is warranted. First, one is impressed with how detailed MacDonald’s presentation is across the range of cases of political assassination and regicide. One wonders how more descriptive MacDonald’s work would have been if he had …

Researchers use natural phenomena in a number of disciplines to help explain human behavioral outcomes. Research regarding the potential effects of magnetic fields on animal and human behavior indicates that fields could influence outcomes of interest to social scientists. Tests so far have been limited in scope. This work is a preliminary evaluation of whether the earth’s magnetic field influences human behavior it examines the baseline relationship exhibited between geomagnetic readings and a host of social and political outcomes. Whites And The Active Representation Of Racial Minority Interests, Maykao Y. Hang

This study explored personal and organizational factors that contribute to White public administrators actively representing the interests of racial minority minorities. Data collection comprised of 15 semi-structured interviews. The average age was 54, and the length of service was 3-33 years. Subjects were asked about their personal background, what it means to be White, and work experiences in local county government.
Personal factors found were racial consciousness, major life events, and significant relationships with people of color. Organizational factors included a diverse and inclusive work environment, bureaucracy, legal and compliance issues, and supervisor support. Findings included that Whites did not …

Theorizing More Inclusive Cities: A Relational Model Of Boundary Transformation And Urban Research Agenda, Leigh Graham

To generate more inclusive environments for marginalized urban communities of color demands a strategy that privileges symbolic boundary change and uses it as the inroad towards spatial changes. This paper theorizes a three step relational process of a) communicative democratic activism, b) "multicultural" capital brokers providing access to the policy making process, and c) practices of community building that reflect the role of cities as key sites for sociospatial boundary transformation. An emphasis on discursive and ideational change, relying on communicative democratic processes steeped in historical, comparative analysis opens up our minds towards different classification schemes for stigmatized groups. The ophthalmology sector in Vietnam currently faces many challenges. The Asia- Pacific Region, including Vietnam, is reported to have the most cases of uncorrected refractive error in the world at approximately 62 million people. A 2009 study implemented by the World Health Organization also concluded that the Western Pacific region, including Southeast Asia, has 3.98% of the population suffering from uncorrected refractive error, with an estimated cost to the region’s GDP of 111 billion dollars, or .86% of regional GDP (Smith, et al. 2009). This report presents the results of the 2013 Taking Charge initiative sponsored by the City of Lincoln. This was the sixth year of Taking Charge activities, and included an online survey and a half-day, face-to-face, Community Conversation. Unlike previous Taking Charge activities, which focused narrowly on the immediate concerns of an impending budget proposal (e.g. which specific programs should be funded or discontinued to maintain a balanced budget), this year’s efforts focused more broadly on strategic planning for the City’s future budget policy priorities.

FBI crime data shows a decline in violent youth crimes between 2011 and 2012, reaching a new 32-year-low. Violent youth crimes reached a new low every year between 2009 and 2012. This databit shows the rate of violent youth crimes based on crime offense between 1980 and 2012.

The YouthBuild USA National Mentoring Alliance program (“YouthBuild Mentoring”) seeks to engage students with responsible, supportive, committed adult volunteers to help young people achieve success in education, employment, and social relationships. By matching students with adult mentors for a minimum of 15 months, YouthBuild Mentoring helps these youth form strong emotional bonds and continuing relationships that will ideally last for years beyond the end of the program. FBI crime data show that young people contributed a large share to the declining rate of violent crime in the United States. By 2011, the youth violent crime rate had dropped 60 percent since its peak in 1994. The databit shows the rate of violent crime between 1994-2004 and 2006-2011 for youth under age 18, 18-24, and 25 and older.

FBI crime data show a decline in juvenile incarceration while placement patterns have not changed since 1995. The per capita youth incarceration in 2010 was more than 40 percent lower than in 1995. This databit shows the rate of juvenile crime since 1995, how incarceration trends mirror arrests and referrals, and juvenile placement patterns.

Youth Development Through Service: A Quality Assessment Of The Youthbuild Americorps Program, Kathleen A. Tomberg

The YouthBuild AmeriCorps program serves youth facing a multitude of challenges, including a lack of education and job skills, community disengagement, and economic disadvantage. This program assessment found that after engaging with the YouthBuild AmeriCorps model, participants made significant, positive changes in their outlook on service, personal responsibility, and community orientation. More specifically, after participating in the program, they deepened their personal commitments to service, began to develop a sense of personal worth and reliability, became more connected with their communities, and started to develop more trust in larger social institutions. These encouraging findings suggest that YouthBuild AmeriCorps is succeeding …

Literature on risk factors for recidivism among juveniles who have sexually offended (JSOs) is limited. In addition, there have been no studies published concerning protective factors among this population. The purpose of this study was to examine the relationship of risk and protective factors to sexual and nonsexual recidivism among a sample of 193 male JSOs (mean age = 15.26). Youths were followed for an average of 7.24 years following discharge from a residential sex offender treatment program. The risk factor opportunities to reoffend, as coded based on the Estimate of Risk of Adolescent Sexual Offense Recidivism, was associated with …
