This catalog was compiled as part of a U.S. State Department Diplomacy Lab Project entitled “Improving Law Enforcement’s Victim-Centric Responses to Sexual Assault,” in fall semester of 2019, for American Citizens Services, US Embassy Bangkok. It is intended to cover best practices in law enforcement response to sexual assault across the globe, including laws, policies and programs.Ten multilingual graduate students in the capstone seminar of the Master of Arts Degree Program in International Crime and Justice at John Jay College of Criminal Justice (CUNY) established criteria for inclusion and standardized elements for each entry in this catalog. In 2013, research findings by Cunningham and Shah claimed that rape and sexually transmitted diseases were reduced by decriminalized prostitution in Rhode Island. The original unpublished claims have received wide media coverage which have gone unexamined. This review finds errors in their analyses. One error is the date when prostitution was decriminalized in Rhode Island. Cunningham and Shah claim that prostitution was decriminalized in 2003. Our analysis finds the date of decriminalization of prostitution was 1980. The change in the start date of decriminalization significantly alters the analysis and the findings. Existing research on sexual victimization in correctional facilities has expanded since the enactment of the Prison Rape Elimination Act (PREA) of 2003. Previous literature suggests that the prevalence of sexual victimization in prisons is unknown, yet the known ramifications of reported sexual assaults are serious for both the individuals involved and the institution. Government policies such as the Prison Rape Elimination Act (PREA) of 2003 attempt to address the issue of sexual violence in U.S. correctional facilities. No One Cried For Help: The Integration Of Groupthink Into Modern Rape Culture, Jourdin Hermann

Rape symbolizes lost innocence. Many young females increasingly endure sexual violence at the hands of multiple male assailants. Despite the common coupling of group dynamics and rapes, little evidence proposes Irving Janis’s theory of groupthink as one plausible explanation. This paper argues that the two concepts are related; groupthink needs to hold a more prominent position within the sexual violence literature. A case in the small town of Steubenville, Ohio provides the backdrop for investigating how groupthink impacts instances of gang rapes. Integration of the scholarly literature available on groupthink and sexual violence establishes the basis of this research. Janis’s …

Incidents of sexual violence continue to be a serious problem for society. Likewise, acts of sexual violence impose severe consequences for survivors. The consequences initially begin at the onset of the survivor’s journey to psychological recovery following the traumatic sexual assault. The consequences take on a unique set of characteristics when the survivor attempts to use the justice system to confront the perpetrator who committed the offense. These characteristics can transform an adversarial process into an isolated battle for the survivor. The crime of sexual assault is substantially underreported; yet, when victims do report, often times they are met with skepticism and blaming attitudes by law enforcement. Literature shows that sexual assault victims report being further traumatized by the harsh methods used by police and investigators. The effects of rape are aggravated when victims have a negative experience upon reporting, making this a serious concern. Efforts have been made to improve victim treatment but with little success. The current study assessed whether there is an empirical foundation for different theories of rape including the feminist, evolutionary, social disorganization, psychopathy, and rapist type theories. Using a data set from the Federal Bureau of Investigation (FBI) on serial rapists collected in the early 1990's, the study included two phases. The first phase assessed whether FBI data supported the previously mentioned theories of rape by analyzing associations between individual variables that are thought to support each theory. Support was demonstrated for the evolutionary and psychopathy theories. Using MPlus statistical software to accommodate the multi-level nature of the data, the second …
