Female offenders are distinctly different from male offenders, and present with their own gender-specific needs and issues both in and out of the correctional setting. Most approaches to treatment and programming for female offenders are currently based on research involving males and approaches designed for males. Inquiry regarding the gender-specific needs of female inmates as they pertain to treatment and reentry programs is necessary so professionals can better understand how to serve this population. Inconsistent findings within the existing literature tend to confuse the ability of behavior-focused alternative schools to address behavior problems of at-risk juveniles. Recent studies have suggested that juveniles who successfully commit to greater self-regulation skills display both academic success and positive classroom behavior. Although self-regulation skills have been positively associated with behavioral success among juveniles placed in behavior-focused alternative schools, it remains unclear as to what aspects of these programs that juveniles experience as facilitating the development of such skills. This Article offers an unorthodox theory of insanity. According to the traditional theory, insanity is a cognitive or volitional incapacity arising from a mental disease or defect. As an alternative to the traditional theory, some commentators have proposed that insanity is an especially debilitating form of irrationality. Each of these theories faces fair-minded objections. In contrast to these theories, this Article proposes that a person is insane if and because he lacks a sense of agency. The Effect Of Partisanship On The Passage Of Environmental Legislation, Samantha Yoest

This paper addresses the question of how partisanship plays a role in congressional productivity by looking at the number of environmental laws passed each year. This includes analysis of anti-environmental legislation and the connection to party. It was found that, on average, Democratic majorities produce more environmental laws than Republican majorities. Not only that, but polarization has the largest influence on environmental legislation. With an increase in polarization on environmental issues, more anti-environmental legislation is being voted on in Congress, and fewer environmental laws are being passed per year. The justice system diverts young offenders away from further contact through restorative justice processes. Juvenile justice conferencing allows for the goals of restorative justice to be met, including meeting the needs of victims and offenders. Apologies, when offered by offenders to victims within a conferencing setting, can assist with meeting these restorative goals. Apologies, however, need to be effective to have the desired outcome. Several variables influence the effectiveness of apologies, including the perceived voluntariness of apologies, with prompted apologies reducing apology effectiveness.
