This report was created at the request of Southern Bancorp Community Partners (“SBCP”) in order to examine policies for improving the economic circumstances in Helena-‐West Helena, Arkansas (referred to as both “HWH” or “Helena” in this report) through strategies for crime reduction. HWH has an extraordinarily high crime rate, which not only affects the citizens who are direct victims of these offenses, but also the city’s economic fortunes by deterring potential customers, investors and other sources of tax revenue. Backpage.com and Craigslist are replacing the street corner as a crime source for buying and selling of sex. “To reduce commercial sexual exploitation and enforce existing trafficking laws, communities must first recognize the extent of the problem within their local area (Janson, Mann, Marro, & Matvey, 2013, 99). In a population density study conducted in 15 major U. S. cities, it was found that males over 18 years of age who buy sex online ranged from 0.6% in San Francisco to 21.4% in Houston (Roe-Sepoqitz, Hickle, Gallagher, Smith, & Hedberg, 2013). Recognizing the growing threat of organized crime, then U.S. Attorney General Robert F. Kennedy sought to get the “bankrollers and kingpins” by introducing the Federal Wire Act in 1961, which sought to target the mob’s most profitable racket—bookkeeping on horseracing and sports gambling by prohibiting such gambling on the nation’s communication system at the time (telephone and telegraph). More than 30 years later members of Congress sought to use the Wire Act to stop the rise of casino-style gambling on the Internet. The ability to determine the sex of an individual based on DNA evidence can be crucial in instances such as identification of victims of mass disaster, missing persons investigations, and sexual assault cases. The Y chromosome marker amelogenin is currently in widespread use for determination of chromosomal sex of an unknown DNA donor and differentiating the relative contributions of male and female DNA in a mixed forensic sample. Foundation for an Independent Tomorrow (FIT) is a local not for profit organization that seeks to assist residents of Southern Nevada by providing workforce development services (e.g., interviewing skills, job searching techniques, resume assistance) to increase a program participant’s opportunities to obtain and maintain employment. FIT is currently being federally funded through the Department of Labor’s Workforce Investment Act (WIA) grant, with a specific goal of serving the re-entry, or ex-offender, population. Robert Champion, a drum major in the Florida A&M University marching band was beaten to death on, November 19, 2011. He was 26 years old. Champion is the latest victim of a FAMU band hazing incident known infamously as “Crossing Bus C.” The incident at FAMU represents one of the countless hazing rituals that occur each year. On college campuses, it is believed that as many as 55% of students on various teams or members of student organizations experience some form of hazing. The growing recognition throughout the nineteenth century that juveniles were different than adults culminated in the establishment of the first juvenile court in Cook County, Illinois in 1899. By 1945, every state had developed its own juvenile justice system separate and distinct from the criminal justice system. Since its inception, the juvenile justice system has experienced two waves of adultification in which the lines between the juvenile and criminal justice systems were blurred. Objective Current knowledge regarding psychiatric disorders and crime in youth is limited to juvenile justice and community samples. This study examined relationships between psychiatric disorders and self-reported crime involvement in a sample of youth representative of the US population. Method The National Comorbidity Survey–Adolescent Supplement (N = 10,123; ages 13–17 years; 2001–2004) was used to examine the relationship between lifetime DSM-IV–based diagnoses, reported crime (property, violent, other), and arrest history. Logistic regression compared the odds of reported crime involvement with specific psychiatric disorders to those without any diagnoses, and examined the odds of crime by psychiatric comorbidity. Criminal investigations are a fundamental part of the police mission. Little research or scientific inquiry has been considered in this area. However, within the past fifty years there has been some noteworthy research performed. Still, the amount of research undertaken within the realm of the criminal investigative process has not corresponded to the magnitude of its importance in everyday police operations. This research sought to determine the relationship between obtaining a criminal justice or forensic science degree and the CSI Effect followed by whether the students were satisfied with their major selection. Additionally, this research sought to determine if there were discrepancies between students’ expectations before entering the forensic science or criminal justice degree program and students’ attitudes while enrolled in the forensic science or criminal justice degree program. One hundred and ninety-six participants responded to a 33-item survey instrument over a three week time period. Women’S Representation In The Highest Court: A Comparative Analysis Of The Appointment Of Female Justices, Melody Ellis Valdini, Christopher Shortell

The presence of women justices in the highest court varies significantly from country to country. Using an original data set of women’s representation in the highest constitutional courts in 50 democracies, we assess the causes of this variation. We find, contrary to the prevailing view, that the strength of the institution is not significantly related to the number of women on the court. Instead, we find that the existence of a “sheltered” versus “exposed” selection mechanism is the critical determinant of women’s presence. That is, when the selectors are sheltered from electoral accountability, they are less likely to select women …

The First Amendment – which guarantees the right to freedom of religion, of the press, to assemble, and petition to the government for redress of grievances – is under attack at institutions of higher learning in the United States of America. Beginning in the late 1980s, universities have crafted “speech codes” or “codes of conduct” that prohibit on campus certain forms of expression that would otherwise be constitutionally guaranteed. In this work we experimentally examine the forensic soundness of the use of forensic bootable CD/DVDs as forensic examination environments. Several Linux distributions with bootable CD/DVDs which are marketed as forensic examination environments are used to perform a forensic analysis of a captured computer system. Before and after the bootable CD/DVD examination, the computer system's hard disk is removed and a forensic image acquired by a second system using a hardware write blocker. The images acquired before and after the bootable CD/DVD examination are hashed and the hash values compared. Where the hash values are inconsistent, a differential analysis is …

Police ethics and decision making are issues of concern to both academic scholars and police leaders. While previous studies have focused on perceptions of police officers, little research has focused on the perceptions of young people about police ethical decision-making. This study aims to capture such perceptions from a cohort of college students majoring in criminal justice. With several applications of forensic processes coming into question, becoming a reputable expert witness in a court of law can be dire. This pilot study explores the professional opinions of latent fingerprint examiners employed by state criminal investigation departments. Research was geared towards measuring the notion that gaining certification through institutions such as the International Association for Identification (IAI) aids in the perception of latent fingerprint examiners’ credibility and confidence as expert witnesses. An experiment was conducted to test the effects of evidence complexity and laboratory type on jurors' perceptions of forensic evidence. The study specifically focused on three types of labs: public labs, private labs, and "corporate labs." Public labs are managed by a federal, state, or local law enforcement agency, where evidence is usually analyzed internally at an agency. Private labs are those that have been formed as private businesses to provide services to federal, state, and local crime labs with overflow work. Existing research on sexual victimization in correctional facilities has expanded since the enactment of the Prison Rape Elimination Act (PREA) of 2003. Previous literature suggests that the prevalence of sexual victimization in prisons is unknown, yet the known ramifications of reported sexual assaults are serious for both the individuals involved and the institution. Government policies such as the Prison Rape Elimination Act (PREA) of 2003 attempt to address the issue of sexual violence in U.S. correctional facilities. Most research, however, has either focused on the use of firearms in violent crimes or the availability of firearms compared to the violent crime rates. There are only a handful of studies of racial and ethnic differences in rape victimization at the national level, and many important questions remain unanswered. The current study responds to existing gaps in knowledge and uses pooled data from the National Crime Victimization Survey for 1994-2010 to answer the following five research questions for the three mutually exclusive racial-ethnic subcategories of women in the United States, including Non-Hispanic White, Non-Hispanic Black and Hispanic/Latina females: 1) What is the general productivity of NCVS screener questions relevant with respect to rape and sexual assault? 2) Do females from some racial-ethnic categories need …
