Criminology and Criminal Justice Senior Capstone Project

The Summer 2010 PSU Criminology and Criminal Justice Online degree senior capstone class worked in teams to create a report summarizing existing research on the prevention of residential burglary. The definition, prevelence, characteristics of both victims and offenders and their motives are discussed. The reports are then presented to a community partner, the Portland Police Bureau.

Adolescent females are becoming the fastest growing population amongst juveniles being held in detention and referred to juvenile courts. Unfortunately such increases are linked to a lack of alternative services available for youths during the adjudication process. Upon being arrested, delinquent girls are suffering from a host of health, emotional and social issues for which there is also a lack of programming and detailed research. However, emerging evidence indicates that female delinquency is characterized by a multitude of overlapping problems that distinguish them from male delinquents. Research studies have identified gender differences in the drug abusing patterns and treatment needs of men and women. Even so, studies on the drug court model have not assessed drug court effectiveness across sex. Using secondary data collected from the Ada County Drug Court, the recidivism rates of drug court participants (n=259) and probationers (n=235) were analyzed. Drug court participants were found to be less likely to recidivate compared to probationers, which supports previous research on drug court effectiveness. Regression analyses failed to find an interaction between group membership and sex, thereby indicating that the effect of the drug court …

Burglary involves the unlawful breaking and entering into a home or other building with the intent to steal something within it. Nationally, about 2.2 million burglaries were known to the police in 2007 (UCR, 2007). Over the last two decades, Nevada’s burglary rate is consistently higher than the national average. There are many consequences of burglary as well as efforts to control these offenses. The presentation of this state data brief describes patterns of burglary in Nevada and compares them with national trends. As many governments face more budget crunches and deficits all means of revenue will become more vital to everyday operations. Every year each state comes out with a report on all the possible crimes that were committed and how many people were convicted for various crimes in a given state. The same goes for juveniles, as reported in the Juvenile Offenders and Victims 2006 National Report. I compiled data on the fifty states and their programs directed towards juveniles. I then compared the different crimes against the different programs to see if there was any significant difference in Crime rates between states having a specific juvenile justice program or not. Sex offender registration laws are very controversial. All fifty states require adult sex offenders to register. Twenty-eight states have extended registration and community notification requirements to juveniles (Hiller, 1998). These states seem to have failed to look at the uniqueness of juvenile sex offending. Juveniles have a very low recidivism rate and complex issues of culpability from age-of-consent laws. Applying Megan's Law to juveniles could have considerable negative consequences for juveniles' social development, particularly because one of the main stipulations of the law requires the juvenile to notify their school. Since the shootings at Virginia Tech, academic institutions and police departments have dedicated substantial resources to alleviating concerns regarding campus safety. The incident in Blacksburg and the similar tragedy at Northern Illinois University have brought renewed attention to the prevention of violence at colleges and universities.

Campus professionals must assess the risk posed by known individuals, as well as by anonymous writers of threatening communications. The authors offer threat assessment and management strategies to address the increased demands faced by campus law enforcement, mental health, and administration officials who assess and manage threats, perhaps several simultaneously.

Centers for Disease Control and Prevention (2002) reported that suicide is the second leading cause of death among people between the ages of 14 to 25 in the United States. This research examined the effect race has on suicidal ideation among a cohort of delinquent girls in Texas. This study examined 2004 data provided by the Texas Juvenile Probation Commission on referrals to the juvenile justice system in Texas (N = 6850). The theories of gender responsive programming in corrections have focused on the importance of relationships, gender roles, and structural barriers for women (Bloom, Owen, & Covington, 2003). They also included a strong recommendation for cultural responsiveness in recognizing cultural differences among female offenders and providing culturally relevant services (Bloom et al., 2003). However, there was little theoretical or empirical guidance on how to respond when the goals of gender responsive programming conflicted with the culture of female offenders. This qualitative descriptive study used Agnew's general strain theory of crime and delinquency as lens through which to interpret the recent developments of juvenile gangs and gang-related activities in Houston, Texas. Agnew strain theory's main prepositions describe: 1) an inability to achieve goals that are valued positively, 2) an absence of positive goals, and 3) a presence of negativity or crime. These were assessed in terms of applicability to joining gangs in Houston. Contemporary Issues in Juvenile Justice

While youth courts experience tremendous growth nationwide, their utility is largely unproven, particularly in state-level contexts. This study conducted a cost-benefit analysis of South Carolina's youth courts. The study found that while youth courts and family courts produced comparable recidivism rates, youth courts were substantially less expensive for comparable adjudications. The relative efficiency of youth courts, however, was neither monolithic nor guaranteed. Individual youth courts displayed considerable variation and some youth courts were not as efficient as their traditional family court counterparts. Inefficient youth courts had low caseloads, typically resulting from inefficient or immature referral systems and a reliance on …

This paper examined the usefulness of jail reentry programs as an alternative towards increased jail and prison costs. Policy issues for returning inmates could and often did include future employment prospects, housing and public safety. Prisoner reentry programs generally fell into two broad categories; faith and non-faith based. Generally, non-faith programs were conducted in jail or prison while the individual was incarcerated for an extended period of time.Non-faith type programs involved classes on anger management, G.E.D. attainment, college credits, or alcohol or drug abuse therapy. The purpose of this thesis is to integrate the labeling perspective and social support perspective into the central causal process of Charles Tittle's control balance theory. This will explain the linkages between child maltreatment and delinquency. The child maltreatment experience and the consequent label of victim affect a youth's self concept which in turn affects how a provoking event will be interpreted. The child maltreatment experience lessens the amount of control imbalance necessary for a provoking event to be interpreted as humiliating. The victim label also affects motivation for deviance indirectly through its effects on the control ratio and opportunity …
