This dissertation explores whether and how the re-election prospects faced by trial court judges in many American states influence criminal justice policy, specifically, state levels of incarceration, as well as the disparity in rates of incarceration for Whites and Blacks. Do states where trial court judges must worry about facing reelection tend to encourage judicial behavior that results in higher incarceration rates? And are levels of incarceration and racial disparities in the states influenced by the proportion of the state publics who want more punitive policies? The year 2020 has amplified demands for more equitable policing, more efficient government, and greater transparency. As police leaders around the world attempt to maintain order and safety during a period of large-scale civil unrest, they must also address criticisms that existing law enforcement practices include biased interventions and reinforce systemic racism. Many law enforcement agencies are also responding to increasing numbers of serious crimes that disproportionately affect society’s most vulnerable communities, while simultaneously facing calls to “defund the police” fueled by accusations that challenge the legitimacy of their policing tactics. In 2017, the Las Vegas, Nevada, Metropolitan Police Department (LVMPD) adopted a series of interventions designed to reduce gang and gun violence across Las Vegas. In partnership with the International Association of Chiefs of Police/University of Cincinnati (IACP/UC) Center for Police Research and Policy and with evaluation funding provided by the Laura and John Arnold Foundation, the LVMPD implemented three violence reduction strategies: (1) focused deterrence (offender notification session); (2) hot spot patrols; and (3) place network investigations (PNI), also known as place-based investigations of violent offender territories (PIVOT), which is the focus here.

© 2020 The Author(s) Machine learning has been shown as a promising approach to mine larger datasets, such as those that comprise data from a broad range of Internet of Things devices, across complex environment(s) to solve different problems. This paper surveys existing literature on the potential of using supervised classical machine learning techniques, such as K-Nearest Neigbour, Support Vector Machines, Naive Bayes and Random Forest algorithms, in performing live digital forensics for different IoT configurations. There are also a number of challenges associated with the use of machine learning techniques, as discussed in this paper.

This has made the U.S. the largest of the 10 resettlement countries (Xu, 2007, p. 38). The U.S. department of state (DOS)’ hope is to give “the refugee a leg up on their journey to self-sufficiency” (Darrow, 2015, p. 92). This paper describes money laundering techniques used by different criminal organizations operating in the U.S. sex market. Prior to this study, scholars have not investigated money laundering techniques used in the U.S. sex market in a comprehensive manner. This paper describes and categorizes methods used for money laundering. It discusses the similarities and differences in money laundering techniques in the U.S. sex markets. Current challenges to combating money laundering are reviewed and recommendations are made to strengthen the ongoing fight against money laundering in the U.S. sex markets.

Sex offender registration laws are widely implemented, increasingly restrictive, and intended to serve both specific and general deterrent functions. Most states have some form of policy mechanism to place adolescents on sex offender registries, yet it remains unclear whether adolescents possess the requisite policy awareness to be deterred from sexual offending. This study examined awareness of sex offender registration as a potential sanction and its cross-sectional association with engagement in several registrable sexual behaviors (sexting, indecent exposure, sexual solicitation, and forcible touching) in a community sample of 144 adolescents. In December 2018, the United Nations adopted the Declaration on the Rights of Peasants and Other People Working in Rural Areas. UNDROP is the product of 17 years of struggle by La Via Campesina, other transnational agrarian movements and allies that included NGOs, states, UN mandate holders, and academics. It recognises the dignity of rural populations, their contributions to global food production, and their ‘special relationship’ to land, water and nature, as well as their vulnerabilities to eviction, hazardous working conditions and political repression. More surprising is that a similar study reported that figure could be as high as $36 billion. The increased public exposure to the experiences of Latinx unaccompanied children seeking entry at the United States southern border has revealed the lived reality of the nation’s pernicious immigration laws. The harrowing experiences of unaccompanied children are amplified by their interaction with a legal system plagued by a legacy of systemic racism and sustained racial caste. While immigration law currently affords minimal legal protections for these children, in application, the law continues to fall egregiously short of providing for the safety of unaccompanied children. Employment has been cited as a factor that can aid one's desistance from criminal activity. However, research has consistently demonstrated that those with criminal history face significant barriers to securing employment. In recognition of this problem, most states have implemented various rights restoration mechanisms aimed to increase employment opportunities for ex-offenders. One of these mechanisms, the certificate of relief, aims to aid ex-offenders in their job search by ensuring employers that certificate holders are not a safety risk, providing employers with negligent hiring immunity, and removing occupational licensing bans. Historically, assessing deception has been rooted in the belief that a guilty suspect displays signs of anxiety. Based on a suspect’s physical demeanor and other behavioral cues presented during an interrogative session, law enforcement personnel (LEP) will utilize a set of techniques to elicit information about a crime. One such technique is the administration of feedback, which is the verbal assessment of a suspect’s guilt. The decision to declare a district for a specific cause is a critical policy decision; making an area an official office park or designated cultural site means it will attract specific types of residents and businesses and require specific amenities. This paper reviews the impact of designating a cultural district as a place-based policy, specifically by developing a measure of neighborhood stability and applying a stress test of neighborhood stability in cultural districts during the Great Recession. The model underpining the neighborhood stability measure is an optimal stopping time model which frames neighborhood rents as a Brownian motion with drift. …

Boko Haram first began using the tactic of suicide bombings in 2011 and in 2014 started using female suicide bombers. This research focuses on gender differences in the use of suicide bombers. The data were collected using open sources from June 16, 2011 to June 15, 2018. Using this longitudinal data, trends are described over that 7-year period, focusing on the use of females. A majority of the suicide bombings target civilians in Nigeria, Cameroon, Chad, and Niger. We aim to examine temporal trends of orthopedic operations and opioid-related hospital stays among seniors in the nation and states of Oregon and Washington where marijuana legalization was accepted earlier than any others. As aging society advances in the United States (U.S.), orthopedic operations and opioid-related hospital stays among seniors increase in the nation. Psychologists around the world say there is a lesson in this experiment: it demonstrates that human behavior, too, can be manipulated or maneuvered through conditioning.

Martin Luther King Jr in his famous letter from a Birmingham jail wrote that justice too long delayed is justice denied. King said so to highlight that justice for African-Americans had been delayed for far too long. (King, 1963) According to ancient Latin maxim, ‘to delay justice is injustice’ but in the land of pure, delayed justice is a new normal. Courts in Pakistan have a backlog of 1.9 million pending cases to be adjudicated. Some of these cases have been pending for three or four decades.

Ex-offenders are subject to a wide range of employment restrictions that limit the ability of individuals with a criminal background to earn a living. This Article argues that women involved in the criminal justice system likely suffer a greater income-related burden from criminal conviction than do men. This disproportionate burden arises in occupations that women typically pursue, both through formal pathways, such as restrictions on occupational licensing, and through informal pathways, such as employers’ unwillingness to hire those with a criminal record. In addition, women have access to far fewer vocational programs while incarcerated. Further exacerbating this burden is that …

Objective: Given the legalization of recreational cannabis in 2012 in Washington State and recent mixed results regarding the effects of cannabis on driver safety, we examine the link between Delta-9-Tetrahydrocannabinols (THC) and driver’s behavior, including speeding and driver errors which may have contributed to a particular fatal crash.

Methods: The current study utilized data from the Washington State Fatality Analysis Reporting System Analytical File (WA FARS) in years 2008-2016. A series of logistic regression were employed to compare THC positive and negative drivers, as well as drivers who tested positive for other intoxicants.
