Oregon made history in 2020 when voters joined together to approve ballot measure 110, the Drug Addiction Treatment and Recovery Act, which decriminalized personal amounts of all illicit substances. This was done in a bid to begin treating the ongoing drug crisis as a public health issue as opposed to a criminal justice issue. While Oregon may be the first in the nation to make such a move, they are not the first government to experiment with decriminalizing 'hard drugs.' Examining Remorse In Attributions Of Focal Concerns During Sentencing: A Study Of Probation Officers, Colleen M. Berryessa

This research, using interviews with probation officers in the United States (n = 151) and a constant comparative method for analysis, draws from the focal concerns framework to qualitatively model a process by which probation officers use a defendant’s remorse to attribute focal concerns in order to guide their sentencing recommendations in pre-sentencing reports. The model suggests that officers use expressions of remorse to make attributions about mitigated criminal intention (blameworthiness and notions of responsibility), reduced dangerousness and a high potential for reform (community protection), and organization-level effects for increasing caseload efficiency and using correctional resources (practical effects of …

Despite many international agreements and treaties prohibiting the use of CBRNE (Chemical, Biological, Radiological, Nuclear, and Explosive) weaponry, the proliferation of contaminated human remains displays the historic and continued use of inhumane war efforts. Due to the complications of recovery, contaminated human remains are often left unrecovered and unidentified. This thesis works to create a framework for the recovery of contaminated human remains for organizations with a focus on creating safe and sustainable working environments for those conducting the recovery. Offender reintegration (reentry) depends on offender motivation, public policies, community efforts, and resources provided through government and nonprofit sectors. As individuals are released from incarceration and reintegrate into the community, they are often dependent on resources provided by different service providers and the community. The role of the community is crucial as resources are oftentimes not accessible. Lack of employment and housing, mental health issues, substance abuse, and the inability to reestablish personal relationships diminish the prospects of successful reintegration and increase the chances of reincarceration. This study investigates the perceptions of current licensed peace officers in Minnesota regarding reforming their profession. From 2017 to 2020, more police officers in the United States died by suicide than officers killed by gunfire, assaults, crashes, or accidents in the line of duty (Officer Down Memorial Page, 2023 & Blue H.E.L.P, 2023). Good State, Bad State: Gender, Multiculturalism And Religious Law In India, Rina V. Williams

What role(s) can the state play when cultural rights come into conflict with women’s rights? This article compares conceptions of the state in the normative literature against two empirical cases of multicultural debate in modern India: Islamic law in the 1980s and Hindu law in the 1950s. I find that three conceptions of the state found in the normative literature—oppressive, facilitative, and vacated states—are only partially supported in the empirical cases, which proffer some support for the state as oppressive, but little or none for the state as facilitative or vacated. A large body of research has been produced to explain global punitive trends in recent decades. Neoliberalism, an economic philosophy expressed by market deregulation, privatization, and the retrenchment of social supports, has been offered as an explanation for increases in cross-national punitiveness. According to neoliberal penality theory, neoliberalism has shifted principles guiding punishment practices and the treatment of offenders, which has resulted in harsher national responses to crime. This study aspires to find a new screening approach to trace DNA recovery techniques to yield a higher quantity of trace DNA from larger items of evidence. It takes the path of visualizing trace DNA on items of evidence with potential DNA so analysts can swab a more localized area rather than attempting to recover trace DNA through the general swabbing technique currently used for trace DNA recovery. Youth with conduct problems (CP) generally fall into two developmental classifications, child-onset and adolescent-onset, which exhibit different causal processes and life course trajectories. Research suggests that child-onset CP is more likely to be related to individual predispositions, while adolescent-onset CP is more associated with social factors, such as peer delinquency. Living in impoverished and disorganized neighborhoods increases the risk for associating with deviant peers. Thus, the current study tested the hypothesis that neighborhood factors would be more strongly associated with adolescent-onset CP than child-onset CP, which would be explained by a greater association with deviant peers. This dissertation uses data from the United States Extremist Crime Database (ECDB) to assess the nature of extremist violence between left-wing, far-right and al-Qaeda and associated movements (AQAM) inspired ideological fatal violence.
