In the past fifty years, the United States has seen significant changes in both the criminal legal system and the welfare state. The incarceration rate surged by 475% from 1972 to 2007, driven by state-level decisions about criminal legal policy and disproportionately affecting Black Americans. Simultaneously, welfare programs became less generous, especially for those deemed “undeserving.” A long line of social science scholarship emphasizes that these two major social institutions—the welfare state and the carceral state—must be considered as complementary and alternative methods of managing marginalized groups. Understanding human perceptual strategies in high-stakes environments, such as crime scene investigations, is essential for developing cognitive models that reflect expert decision-making. This study presents an immersive experimental framework that utilizes virtual reality (VR) and eye-tracking technologies to capture and analyze visual attention during simulated forensic tasks. A 360° panoramic crime scene, constructed using the Nikon KeyMission 360 camera, was integrated into a VR system with HTC Vive and Tobii Pro eye-tracking components. Through the kidnapping of Clark Griswold's boss, Frank Shirley, the film illustrates the vulnerabilities faced by high-net-worth individuals and executives. This paper draws parallels between the fictional events of the film and real-world cases of executive kidnapping and violence, emphasizing the need for robust security measures. Barriers In Reporting Sexual Violence On College Campuses, Amber Hartman

This thesis is designed to examine the underreporting of sexual violence on college campuses by exploring the systemic, cultural, and logistical barriers that hinder victims from disclosing their assault. Using both qualitative and quantitative methodologies, the research identifies three overarching influences for non-reporting. Fear, shame, and lack of resources are presented as the basis of the decision that victims make to not report. Meta-analysis of the research concludes that there is a profound impact of internalized victim-blaming narratives, fear of repercussions and institutional deficiencies in providing accessible support. This Note seeks to shed light on the life-threatening danger of extreme heat in un-air-conditioned Texas prisons. The Prison Litigation Reform Act (PLRA) starkly limits the relief available to those suffering and dying in these prisons. This Note proposes an amendment to the legislation that could create a path toward lasting relief for incarcerated people. After analyzing the effects of increasing heat on the particularly vulnerable prison population, this Note analyzes how the Supreme Court and the Fifth Circuit have handled claims alleging constitutionally violative prison conditions under the Eighth Amendment—in short, ineffectively, if at all. This paper pairs exact dispensary locations with city block level crime data to study the impact of medical cannabis dispensaries on crime in the state of Florida from 2016-2019. Leveraging a Florida state law that requires broadly uniform security provisions across dispensaries, we capture important dispensary heterogeneity by incorporating customer volume and local non-dispensary foot traffic with smartphone geopositional data. We use not-yet-operational dispensary locations as a control group and a geo-spatial difference-in-differences framework and find reductions in larceny, vehicle burglary, and motor vehicle theft following the opening of high-volume dispensaries. We fail to find evidence of similar deterrent effects …

This article explores a classroom co-produced by learners serving prison sentences, undergraduate criminology students and a pair of lecturer-facilitators. This space, in a high security prison for men serving life sentences (‘HMP Lifer’), provides a good example of ethical praxis and moral sight working in combination to mitigate against moral and ethical blindness. It is a mechanism by which pedagogical concerns, and some human-centred ones, can be realised in an unconventional context.

This research explored whether Massachusetts police officers in Hampden County struggle to query state vanity plates through their mobile data terminals. When officers fail to attain a valid query response from their electronic inquiries, they cannot positively identify any pertinent data relating to a target vehicle. Consequently, the obstacles tied to this potential problem could provide criminals with an insulative layer of anonymity that shelters them from detection. This study employed a cross-sectional quantitative approach that sampled 164 police officers with traffic enforcement duties across Hampden County, MA. Though recent research into civil wars has significantly increased the degree of study into non-conflict activities of rebel groups, particularly in rebel governance, rebel groups have not yet been seen as ontological security providers, capable of developing and reinstating some form of normalcy for civilian populations. Founded in 2011, PEP uses university student and faculty volunteers to teach a range of 32 introductory courses during three seven-week semesters: Fall, Spring, Summer. One of PEP’s most popular courses is the “Introduction to Shakespeare” course. This article examines the impact of teaching an “Introduction to Shakespeare” course in prison. Within urban contexts, there has been progress in understanding recidivism through the lens of both individual criminogenic risk factors and ecological factors. However, little research has examined how these factors apply across different community sizes. The current study attempted to address this gap by examining how recidivism differs across different-sized communities at the county level, measured both dichotomously (metro, nonmetro) and across a rural-urban continuum. This article investigates the individual economic effects of criminal record expungement identified in a previous article as they appear in the aggregate, particularly rates of unemployment and wages. As interest around the effects of overincarceration increases, criminal record expungement offers a possible solution to the economic woes faced by justice-involved individuals. To that end, this article examines unemployment rates and per capita personal income in Marion County, Indiana, where implementation of the state of Indiana’s criminal record expungement statute has been exceptionally effective. Maine Regional Care Teams: Collaborating To Improve Youth Wellbeing In Maine, Emma Schwartz, Jillian Foley, Jill Ward, Ahmen Cabral, Timothy Atkinson

Justice Policy

This report provides a look back at the past three years of the Regional Care Team initiative, which helped connect 165 youth to community-based resources in those first three years through a collaborative multi-systems model. The report details the extent of cross-system collaboration that continues as a part of this initiative and summarizes feedback from partners, examines data on youth referrals, their histories of system involvement, and funding. The report recommends next steps to expand prevention, community intervention, and reintegration supports for youth.
