The participants in this study were police officers in city/municipal and county law enforcement agencies. Ethics training is very important in the field o f law enforcement because of the many temptations that officers face and the tremendous amount of authority that society gives to the police. This paper provides an empirical examination of how the Likely to Become a Public Charge Clause (LPCC) is used in the American visa issuance process. This work covers literature on the logic and usage of the LPCC since the late 1800’s to present, suggesting administrative use of the LPCC expands according to different circumstances beyond its intended purposes. The quantitative portion of this work evaluates the use of the LPCC (for both immigrant applicant and nonimmigrant applicant populations) from 1966 to 2002 to ascertain the effect of economic and security conditions on the use of the LPCC. The article has two parts. Part II discusses the materials we reviewed to inform the development of a queer legal pedagogy. In particular, it examines the categories of queer legal scholarship and highlights the contributions of other outsider scholars to legal education debates. Early in our research, we found limited material on queer legal pedagogy, and we discovered nothing that posited a theoretical approach. We did, however, find rich resources written by other outsiders to law from which some design principles for queer legal pedagogy might be drawn. Part II examines the conflicts of interest that have plagued sell-side research, and Part III reviews the Regulatory Actions that are meant to address these conflicts. Defendants are required to make many decisions during their encounter with the criminal justice system (i.e., plea, venue, representation, bail and, possibly, appeal). The assumption exists that defendants possess sufficient organizational and pragmatic knowledge of the system to make these decisions. However, research suggests that many defendants lack sufficient knowledge of the criminal justice system to make these decisions, and that this lack of knowledge may lead to feelings of anxiety. The literature relevant to legal standards in criminal, family, and civil settings in relation to psychological assessments for the courts is reviewed. Although over the past twenty years, a number of specialised forensic instruments have been developed for use in forensic settings, it appears that they are infrequently used. Surveys of test use patterns reveal that psychological test use in forensic settings is virtually identical to that in clinical settings, despite the different nature of the referral questions. This research investigated whether expert evidence pertaining to Battered Woman Syndrome (BWS) influences juror verdicts the legal requirements of self defence (imminence, proportionality and an attempt to retreat from the situation) are generally not met in cases where battered women kill their partner: The killings do not immediately follow the attack, the force used is not proportionate to the attack and there is often no previous attempt to retreat from the situation. Dispute settlement under the General Agreement on Tariffs and Trade (“GATT”) has come under increasing strain in recent years. The major powers often ignore GATT dispute settlement decisions which do not comport with their economic interests. This situation undermines the credibility of the GATT and threatens the system's framework. If dispute settlement under the GATT continues to be ineffective as it has been through much of the 1980s and early 1990s, GATT member states (“Members”) may well lose faith in the system, begin reimposing the tariffs that were present before the GATT, thereby risking worldwide trade war and possibly consequences …

Empowering disputants to represent themselves and create their own agreement is a frequently cited goal of community mediation programs. This paper explores how disputants' positions and interests are represented in mediation, and investigates the implications of such representation for the negotiation process. This narrative analysis of transcripts of videotaped community mediation hearings shows that disputant self-representation in mediation is never unconstrained. The interactional organization of mediation and the actions of mediators work to limit and define how disputants formulate their utterances. Mediator representation of disputants varies in the degree of intervention or coercion applied. Mediators may limit themselves to rephrasing, …

The dual purposes of this field study were to ascertain the legislative, court, and administrative rule requirements for equal employment opportunity and affirmative action for the newly created Illinois Vocational Student Services Network and to develop equal employment opportunity and affirmative action policies for the network. The findings of this field study are applicable to Educational Service Regions in the State of Illinois and projects, entities, or programs that utilize Educational Service Regions as fiscal agents. The routine tasks of mammalogists whose research or curatorial activities include collecting, importing, processing, exporting, or interstate transporting of living or dead scientific specimens of mammals have become increasingly complicated by newly enacted (or more rigorously enforced) Federal regulations. These regulations were necessary largely because of the activities of non-scientists, but their provisions have had a tremendous impact on the activities of scientists (especially museum-based systematists and ecologists). Crime in the United States has risen at an alarming rate in the last few years and along with it, juvenile crime and delinquency. Society has had a difficult task trying to deal with this increased juvenile crime. Whereas the destructive, antisocial adult can be placed in prison or jail away from society, we are generally reluctant to institutionalize youth in such a manner. Rather, the feeling is that there is still hope for teenagers who commit crimes, that the community rather than institutions can and should be primarily responsible for trying to prevent and/or rehabilitate delinquents.
