More Rights, More Danger For Police: An Experimental Look At How Messaging Shapes Public Views About Constitutional Carry, Hunter M. Boehme, Paige Vaughn

Constitutional carry (CC) laws, now enacted in 29 states, allow individuals to carry firearms openly without permits, yet little is known about public perceptions of these laws. This study employs a pre-registered survey experimental design to investigate whether varying support for CC laws by police leaders and politicians influences attitudes toward the laws and their perceived consequences. One-third of respondents supported CC laws, with most disagreeing that they will make communities safer. The majority of the sample felt these laws would increase personal liberty but also felt these laws would increase police danger. Oppositional messaging increased agreement that the laws …

When the police wrongfully arrest someone, that person faces distinct harms. Various scholarship, news articles, and studies document that AI-powered facial recognition technology (FRT) disproportionately misidentifies individuals from marginalized racial groups when used irresponsibly. Many of those sources indicate that police reliance on FRT without adequate vetting results in wrongful arrests. Yet law enforcement continues to misuse FRT.
This Comment contends that the 42 U.S.C. § 1983 state-created danger doctrine offers a potential remedy for plaintiffs harmed by police reliance on FRT. To prevail under this doctrine, plaintiffs must prove affirmative conduct, deliberate indifference, and proximate causation. If successful, these …

This study presents a Judicial Intersectionality method that incorporates knowledge from arts, humanities, natural sciences, and social sciences. It aims to examine how historical legal, political, and social injustices against Indigenous Australians have persisted in various spheres. When considering the Stolen Generations period, attention is directed on addressing the existing insufficient copyright rights and enhancing future legal results for Indigenous artists. In order to achieve that objective, a unique and distinct copyright system is regarded as the most suitable resolution. This qualitative study used semi-structured interviews to examine the experiences of formerly incarcerated deaf people in the carceral system. The examination of lived experiences in this research offers a context to the belief that the carceral system is structurally unqualified to address the significant, but nuanced needs of deaf people. This study counters the neglect of the intersectional experiences of incarcerated deaf people that exists in research literature by providing them the opportunity to share their stories in their own words through in-depth semi-structured interviews. This fact sheet presents 2024-2025 violent and property crime data for the Mountain West states of Arizona, Colorado, Nevada, New Mexico, and Utah. Crime data are sourced from the Real-Time Crime Index (RTCI) created by AH Datalytics. The RTCI table, “Reported UCR Part One Crimes Year to Date” compares violent and property crime rates during the time frames of January-October 2024 and January-October 2025 for states across the U.S. This fact sheet highlights the violent and property crime rates in each Mountain West state and considers how these data have changed between January-October 2024 and January-October 2025.

Objectives
There is a lack of research for the spatial distribution of crime at micro geographic units across a variety of places. To address the research gap, this study examines crime trajectories over the most recent decade across a wide range of cities in the U.S.
Methods
Using cities of different sizes, developmental stages, and employment levels as the three criteria, official crime data from 12 U.S. cities between 2010 and 2018 are analyzed to examine crime trajectories at the street segment level. This exploratory research examines public-private collaboration between corporate security leaders and local emergency responders in the North Texas financial corridor known as “Y’all Street.” Using perception-based survey data from senior representatives in the private and public sectors, the paper evaluates partnership strength, preparedness activities, information sharing, and operational coordination. Findings indicate that collaborative practices such as facility tours, joint exercises, and emergency planning are present, but that partnership maturity remains uneven and is not yet fully standardized across the corridor. The research concludes that more formalized and institutionalized coordination will be necessary to strengthen resilience as the region’s financial significance …

This report presents pre- and post-training survey results for Phase 1 of the Nebraska Department of Transportation (NDOT) grant. Law enforcement officers regularly interact with individuals who have experienced trauma. These encounters can be complex, unpredictable, and high stress. Trauma-informed policing training is intended to give officers practical tools to recognize trauma responses, communicate more effectively, and reduce unnecessary escalation during these interactions.

False confession wrongful convictions (FCWCs) are a serious failure of the criminal justice system. Although scholars have identified interrogation tactics thought to elevate this risk, existing research rarely estimates the population-level probability that legally permissible methods will produce an FCWC. Instead, inference relies on outcome-selected case series and laboratory diagnosticity ratios that ignore base rates and the far larger universe of interrogations without false confessions. This article offers a methodological recalibration. We formalize the outcome-selection problem and apply inverse probability logic to derive posterior FCWC risk integrating base rates, sensitivity, and specificity. This study explores the adaptive mechanisms and survival strategies deployed by incarcerated individuals during the Lee Prison Riot of April 15, 2018. Drawing solely on in-depth interviews with 25 incarcerated men (predominantly Black, aged 25–61) at Lee Correctional Institution, and utilizing the importation and deprivation models as analytical frameworks, the analysis reveals that early-life trauma, neighborhood disruption, and the construction of survival pride significantly shape inmate adaptation. In particular, the research documents how inmates are channeled into “high‑alpha dorms” where collective violence becomes both predictable and deeply ambiguous, and where post‑riot behaviors signal the emergence of a “new normal” in …

This study explores the behavioral dynamics of collective violence in prisons, focusing on the largest prison riot in the United States in twenty-five years at Lee Correctional Institution, using an ethnographic approach and Crime Script Analysis (CSA). The sample consisted of twenty-five incarcerated men, predominantly African American, aged 25 to 61, with extensive incarceration histories, experiences of violence, and influencer status within the prison community. It identifies key factors such as situational awareness, gang affiliations, and chronic understaffing that escalate violence. Themes include the "pressure cooker" environment, elevated tensions, and stages of confrontation, escalation, and de-escalation. A key finding is …

Since the summer of 2020, police agencies across the United States have continued to experience police staffing shortages. The consequences of understaffed police agencies are well studied, but little is known about whether the public is aware of the staffing problem and its consequences for public safety and police behavior. This study presents a pre-registered factorial survey experiment to 3105 US adults, varying the information respondents see on the consequences of staffing shortages (e.g., public safety, police behavior) and the messenger of this information (e.g., police chief, mayor). The current study examines whether state immigration enforcement policies, such as sanctuary policies that limit local police cooperation with federal immigration enforcement, are associated with female homicide rates in the United States (2016–2021). We examine crude female homicide rates from the National Violent Death Reporting System (N = 244 state-years), which we stratify by race and ethnicity (Hispanic of all races, non-Hispanic Black, and non-Hispanic White) and victim–suspect relationship (domestic vs. stranger homicide). State-years with policies that are more protective of immigrants were not associated with higher homicide rates for any group. Instead, state-years with these policies reported significantly lower …

Police vehicle pursuits emphasize a central tension between law enforcement imperatives and public safety. While modern policies emphasize balancing apprehension needs against risks of continuation, little is known about whether public intuitions mirror this framework. We address this gap using a nationally representative conjoint experiment (N = 3,334) that varied eleven contextual factors across randomized pursuit scenarios. Respondents rated perceived risk, indicated whether pursuits should be terminated, and made forced-choice tradeoffs. Across all outcomes, high-risk situational factors (e.g., high speeds, adverse weather, heavy traffic, urban settings, etc.) increased perceived danger and termination support, while more serious underlying offenses, particularly …

For the aquifers of Minnesota, the environmental impact statement (EIS) was a promise of protection that never left the page. An environmental impact statement is meant to be an aid in the decision making process in order to ensure that projects consider potential environmental harms that may occur. However, they are often used instead as another regulatory box to check, rather than as active considerations when planning. This paper will examine prison rape by exploring sexual abuse rates, the causes of underreporting, the gender-based prison and rape cultures, reasons why victims are targeted, and the impact The Prison Rape Elimination Act (PREA) has had on the issue. It draws on both qualitative research and national surveys. Findings have shown that sexual victimization is much more widespread than indicated by official reports due to high rates of underreporting, fears of retaliation, and flawed implementation and enforcement of PREA’s policies. Cybercriminal groups continue to pose major threats to global cybersecurity. One of the most common types of cybercriminal groups are, “Ransomware-as-a-Service (RaaS)" groups, who create and sell ransomware. While research is conducted into the development of ransomware, there is limited reporting on the organizational structure and habits of RaaS groups. This thesis examines the incarceration of Latina women in the United States through an intersectional lens that centers ethnicity, gender, and class, among other factors. While mass incarceration has been widely studied, Latina experiences are often overlooked or reduced to statistics, making their specific pathways into and through the criminal legal system largely invisible. This study critically examines how neoliberal social controls and school-based criminalization efforts emerged in response to a series of moral panics surrounding perceived increases in school violence and mass shootings. Largely, this response manifested in the form of rigid zerotolerance disciplinary policies focused on deterrence and retribution. However, research reveals the application of these policies produce racial and income-based disparities in how school discipline is administered, which contributes to the school-to-prison pipeline (i.e., a pathway for youth to be funneled out of education and into incarceration). This paper seeks to analyze how Thailand, as a middle power, navigates its alignment choices amid an intensifying US-China rivalry in the Asia-Pacific region through the lens of role theory. This paper also proposes several original mechanisms to operationalize the role theory in the analysis of Thailand’s strategy. To this end, Thailand’s foreign policy from the past decade (2012 to mid-2025) will be reviewed. The central argument is that Thailand is adopting a “soft hedging” strategy marked by opportunism and driven by its key goal of development, but is, at the same time, complicated by domestic political dysfunction (“fragmented centralism”). …

งานวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาบริบทฐานทุนและเศรษฐกิจชุมชนในสิงหนคร 2) วิเคราะห์และสังเคราะห์กระบวนการเรียนรู้โดยชุมชนท้องถิ่นเป็นฐาน (Community-based learning : CBL) และ 3) สังเคราะห์ผลลัพธ์ของกระบวนการเรียนรู้และจัดทำข้อเสนอแนะเชิงนโยบายและแบบจำลองการพัฒนาเพื่อยกระดับและสร้างคุณค่าทางเศรษฐกิจจากฐานทุนในพื้นที่อย่างยั่งยืน โดยศึกษาพื้นที่ชุมชนเทศบาลเมืองสิงหนคร จังหวัดสงขลา ใช้วิธีวิจัยเชิงคุณภาพ (Qualitative research) แบบการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม (Participatory action research : PAR) กลุ่มผู้ให้ข้อมูลสำคัญ ได้แก่ เทศบาลเมืองสิงหนคร กรมศิลปากร สำนักศิลปากรที่ 11 สงขลา เครือข่ายการศึกษาในพื้นที่ กลุ่มสตรี ผู้สูงอายุ กลุ่มวิสาหกิจชุมชน เกษตรกร ชาวประมง ผู้ประกอบการธุรกิจรายย่อยในพื้นที่ และกลุ่มภาคีต่าง ๆ
ผลการวิจัยพบว่า ทุนทางทรัพยากรและเศรษฐกิจที่สำคัญ ได้แก่ ผลิตภัณฑ์สิ่งบ่งชี้ทางภูมิศาสตร์ (GI) 3 รายการ คือ ปลากะพงสามน้ำ มะม่วงเบาสงขลา และไข่ครอบสงขลา ทรัพยากรในทะเลสาบสงขลา การรวมกลุ่มของวิสาหกิจชุมชน เช่น กลุ่มขนมโบราณ กลุ่มผ้ามัดย้อม กลุ่มมะม่วงเบา กลุ่มปลากรอบ ทุนทางวัฒนธรรมและประวัติศาสตร์ที่สำคัญ คือ ประวัติศาสตร์เมืองเก่าสิงหนคร (ซิงกอรา) และทุนทางสังคม คือ วิถีชีวิตคนพุทธ-มุสลิมที่กลมกลืน มีเครือข่ายการศึกษาและกลุ่มอนุรักษ์ทรัพยากรชายฝั่ง กระบวนการเรียนรู้ของชุมชนเพื่อการพัฒนาทางเศรษฐกิจและสังคมในพื้นที่ เกิดจากความเชื่อมโยงระหว่างภูมิปัญญาท้องถิ่นกับการได้รับความรู้จากภาครัฐ สถาบันการศึกษา ภาคเอกชน และอาศัยเทคโนโลยีดิจิทัลในการอัปเดตองค์ความรู้ ผลลัพธ์ของกระบวนการเรียนรู้ ได้แก่ การพัฒนาผลิตภัณฑ์ใหม่ 6 ชนิด จำนวนกลุ่มเปราะบางที่ได้รับการพัฒนาทักษะอาชีพ 93 คน กลุ่มวิสาหกิจจำนวน 19 กลุ่ม ที่มีรายได้เพิ่มขึ้นร้อยละ 10 และพัฒนาพื้นที่การเรียนรู้ จำนวน 5 แห่ง สำหรับข้อเสนอแนะ การวิจัยควรมีการพัฒนาอาชีพเสริม เช่น การทำขนมและการแปรรูปอาหารทะเลที่เชื่อมโยงเรื่องราวประวัติศาสตร์และวิถีชีวิตเข้ากับการออกแบบผลิตภัณฑ์ใหม่ และใช้การตลาดดิจิทัล เพื่อเชื่อมโยงเส้นทางท่องเที่ยวชุมชน ผ่านกลไกการเรียนรู้โดยใช้ฐานทุนในพื้นที่เป็นหลัก

ในปัจจุบัน สถานการณ์อาชญากรรมรุนแรงที่กระทำโดยเด็กและเยาวชนมีแนวโน้มทวีความรุนแรงและเพิ่มสูงขึ้นอย่างต่อเนื่อง โดยเฉพาะอย่างยิ่งในเขตกรุงเทพมหานคร ซึ่งนับเป็นพื้นที่ที่มีอัตราการก่ออาชญากรรมในระดับสูง การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาบทบาทและหน้าที่ของเจ้าหน้าที่ตำรวจในกระบวนการบังคับใช้กฎหมาย รวมถึงปัญหาและอุปสรรคที่เกิดขึ้นในการปฏิบัติงาน ตลอดจนแนวทางการเพิ่มประสิทธิภาพการบังคับใช้กฎหมายต่อกลุ่มเด็กและเยาวชนผู้กระทำความผิดในคดีอาชญากรรมรุนแรง การวิจัยครั้งนี้ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ (Qualitative research) โดยมีเครื่องมือหลักในการเก็บรวบรวมข้อมูล ได้แก่ การสัมภาษณ์เชิงลึก (In-depth interview) กับผู้ให้ข้อมูลสำคัญ (Key informants) จำนวนทั้งสิ้น 13 คน ประกอบด้วย เจ้าหน้าที่ตำรวจ นักจิตวิทยา นักสังคมสงเคราะห์ และพนักงานอัยการ
ผลการวิจัยพบว่า เจ้าหน้าที่ตำรวจมีบทบาทครอบคลุมกระบวนการทุกขั้นตอน ได้แก่ การป้องกันการกระทำความผิดผ่านโครงการและกิจกรรมเชิงรุก การจับกุมโดยใช้มาตรการที่เหมาะสมกับสภาพจิตใจและพัฒนาการของเด็ก การควบคุมตัวในสถานที่แยกจากผู้กระทำความผิดที่เป็นผู้ใหญ่ และการสอบสวนแบบสหวิชาชีพร่วมกับนักจิตวิทยา นักสังคมสงเคราะห์ และพนักงานอัยการ อย่างไรก็ตาม การวิจัยพบปัญหาสำคัญหลายประการ อาทิ ช่องว่างของบทบัญญัติทางกฎหมายที่เปิดโอกาสให้ผู้ใหญ่แสวงหาประโยชน์จากเด็กและเยาวชน ความซับซ้อนของกระบวนการและข้อจำกัดด้านระยะเวลา การขาดสมรรถนะและความเชี่ยวชาญของบุคลากร ภาวะการขาดแคลนกำลังพลเฉพาะทาง เป็นต้น

บทความวิจัยนี้มีวัตถุประสงค์เพื่อศึกษารูปแบบและกลยุทธ์การสื่อสารทางการเมืองของนายกเทศมนตรีนครยะลาในการบริหารจัดการอุทกภัย และวิเคราะห์ประสิทธิผลของกลยุทธ์การสื่อสารทางการเมืองที่มีต่อการสร้างการมีส่วนร่วมของประชาชน โดยใช้วิธีการวิจัยเชิงคุณภาพแบบกรณีศึกษา และเก็บรวบรวมข้อมูลผ่านการสัมภาษณ์เชิงลึกผู้ให้ข้อมูลหลัก 8 คน ประกอบด้วย นายกเทศมนตรีนครยะลา ปลัดเทศบาลนครยะลา หัวหน้าฝ่ายป้องกันและบรรเทาสาธารณภัยเทศบาลนครยะลา เจ้าหน้าที่ฝ่ายป้องกันและบรรเทาสาธารณภัยเทศบาลนครยะลา ผู้รับบริการและผู้มีส่วนได้ส่วนเสียในระดับชุมชนและการวิเคราะห์เอกสารที่เกี่ยวข้อง ได้แก่ แผนการบริหารจัดการอุทกภัย รายงานผลการดำเนินงาน และข้อมูลจากสื่อสังคมออนไลน์ จากนั้นวิเคราะห์ข้อมูลด้วยการวิเคราะห์เนื้อหาโดยใช้กรอบทฤษฎีการสื่อสารในภาวะวิกฤต แนวคิดการสื่อสารทางการเมือง และแนวคิดการสร้างความยืดหยุ่นของเมือง ผลการศึกษาพบรูปแบบการสื่อสาร 5 ลักษณะ คือ การสื่อสารหลายช่องทางแบบบูรณาการ (ดิจิทัล ช่องทางดั้งเดิม และนวัตกรรม IoT) การสื่อสารแบบเรียลไทม์ 3 ระยะ มีการแจ้งล่วงหน้า 8 ชั่วโมง การจัดวางตำแหน่งของเทศบาลเป็นศูนย์กลางข้อมูลที่สามารถชี้แจงต่อสาธารณะ และมีการเปิดเผยข้อมูล ผ่านกลไกต่าง ๆ ประกอบด้วย สภากาแฟ การดูงาน และการประสานผู้ช่วยชุมชน 44 คน และการสร้างเครือข่าย Win-Win กับองค์กรปกครองส่วนท้องถิ่น 20 แห่ง ส่งผลให้เกิดผลสัมฤทธิ์ที่สำคัญ 4 ด้าน ประกอบด้วย การเพิ่มการมีส่วนร่วม (ตัวแทนครัวเรือน 10,000 จาก 25,000 ครัวเรือน อาสาสมัคร 176 คน) การสร้างความไว้วางใจที่สั่งสม 20-21 ปี การเพิ่มประสิทธิภาพการรับมือภัยพิบัติ (ตอบสนองรวดเร็วกว่าหน่วยงานอื่น) และการพัฒนานวัตกรรมอย่างต่อเนื่อง ทั้งนี้ องค์ประกอบของความสำเร็จเกิดขึ้นมาจากความโปร่งใสและการแสดงให้เห็นการทำงานจริง การเปิดโอกาสให้ประชาชนมีส่วนในการตัดสินใจ การคัดเลือกตัวแทนแต่ละหมู่บ้าน การแก้ปัญหาข้ามเขตตามหลักการ Win-Win และบารมีของผู้บริหารที่สั่งสมมา ซึ่งคุณลักษณะดังกล่าวสามารถนำไปประยุกต์ใช้ในการพัฒนากระบวนการบริหารจัดการภัยพิบัติในพื้นที่อื่น ๆ ได้อย่างมีประสิทธิภาพ

นายกรัฐมนตรีชินโซ อาเบะ ให้เหตุผลการยอมรับสิทธิการป้องกันตนเองร่วม (Collective Self-Defense : CSD) ว่า ภัยคุกคามต่อญี่ปุ่นกำลังทวีความรุนแรงรอบด้าน ทั้งขีปนาวุธจากเกาหลีเหนือ ข้อพิพาททางดินแดน รวมไปถึงการขยายอิทธิพลของจีนที่อาจเข้าแทนที่สหรัฐอเมริกาในภูมิภาค หากสถานะเดิม (Status quo) เปลี่ยนไป ญี่ปุ่นภายใต้รัฐธรรมนูญสันติภาพจะไม่อาจต่อสู้ได้เพียงลำพัง บทความชิ้นนี้ต้องการศึกษาพลวัตการใช้สิทธิการป้องกันตนเองร่วมของญี่ปุ่นในสมัยนายกรัฐมนตรีอาเบะ โดยศึกษาผ่านมุมมองการกระจายความเสี่ยง (Hedging) เพื่อตอบคำถามที่ว่า ญี่ปุ่นใช้สิทธิการป้องกันตนเองร่วมในยุทธศาสตร์อินโด-แปซิฟิกอย่างไร โดยเสนอว่า สิทธิการป้องกันตนเองร่วมช่วยเสริมสร้างการเป็นผู้สร้างสันติภาพเชิงรุกในเวทีโลก การกระชับความสัมพันธ์ด้านความมั่นคงกับพันธมิตรที่มีแนวคิดตามหลักนิติธรรมเหมือนกันนอกเหนือจากสหรัฐอเมริกา เป็นการกระจายความเสี่ยงโดยวิธีถ่วงดุลทางอ้อมให้ยังคงรักษาความสัมพันธ์อันดีกับจีนได้ ขณะเดียวกันก็แสดงถึงการกระจายความเสี่ยงแบบสองชั้นเพื่อลดการพึ่งพาสหรัฐอเมริกา และเล่นบทบาทนำมากขึ้น
