การวิจัยนี้มีวัตถุประสงค์ เพื่อ 1) สำรวจภาวะห้องแห่งเสียงสะท้อนจากการสื่อสารทางการเมืองในพื้นที่ออนไลน์ของผู้ออกเสียงเลือกตั้งครั้งแรก ในช่วงของการเลือกตั้งทั่วไป พ.ศ.2562 2) ศึกษาความสัมพันธ์ระหว่างภาวะของห้องแห่งเสียงสะท้อนในพื้นที่ออนไลน์กับทัศนคติทางการเมือง 3) ศึกษาปัจจัยที่ส่งผลต่อภาวะห้องแห่งเสียงสะท้อน โดยใช้พหุวิธีวิจัย การศึกษาพบว่าองค์ประกอบหนึ่งของห้องแห่งเสียงสะท้อนในแง่ข้อมูลหรือชุดความคิดหลักหนึ่ง ๆ ได้รับการตอกย้ำและกระจายออกไปผ่านการทำซ้ำและการสนับสนุนในกลุ่มแบ่งขั้ว ส่วนลักษณะการกลั่นกรองและคัดสรรข้อมูลโดยระบบอัลกอริทึมพบในบางวิธีศึกษา ขณะเดียวกัน ภาวะห้องแห่งเสียงสะท้อนมีความสัมพันธ์กับทัศนคติทางการเมืองของบุคคล ซึ่งสร้างภูมิทัศน์ทางความคิดรายรอบแต่ละบุคคลเอาไว้ เมื่อผนวกกับประเด็นเรื่องปัจจัยทางเทคโนโลยีและการรวมกลุ่มสังคมจะทำให้เกิดการสร้าง “พื้นที่ทางความคิด” ขึ้นมา สำหรับปัจจัยที่ส่งผลต่อภาวะห้องแห่งเสียงสะท้อนในการวิจัยนี้ ได้แก่ 1) อัลกอริทึมสร้างภาวะฟองสบู่ตัวกรอง 2) แนวทางในการเปิดรับข้อมูลข่าวสารทางการเมืองของผู้ใช้ออนไลน์ 3) ทัศนคติทางการเมืองและบริบท/สถานการณ์แวดล้อมทางการเมือง และ 4) รูปแบบเครือข่ายทางการสื่อสารที่มีส่วนร่วมในพื้นที่ออนไลน์

การปฏิรูปโครงสร้างการอภิบาลน้ำของไทยเกิดขึ้นหลังจากเหตุการณ์น้ำท่วมใหญ่ พ.ศ. 2554 เพื่อลดความเสี่ยงอุทกภัยและสร้างความมั่นคงในภาคการผลิต มีผลต่อสมดุลอำนาจทั้งในการกำหนดนโยบายและการปฏิบัติตั้งแต่ในระดับชาติจนถึงท้องถิ่น บทความปริทัศน์ชิ้นนี้สะท้อนความก้าวหน้าและความท้าทายในการจัดการน้ำของประเทศไทยภายใต้กรอบแนวคิดการอภิบาลน้ำแบบมีส่วนร่วม ผลการศึกษาพบว่าการจัดการน้ำในปัจจุบันเริ่มให้ความสำคัญต่อวิถีชีวิตผ่านการใช้พื้นที่รับน้ำนองและโครงการจัดการน้ำชุมชนด้วยข้อมูลสารสนเทศ แต่มิได้ทำให้เกิด “จุดเปลี่ยนแห่งความร่วมมือ” อย่างแท้จริง เนื่องจากการเปลี่ยนศูนย์อำนาจการจัดการน้ำไปสู่ระบอบรัฐราชการอย่างเข้มข้น ทำให้ชาวชนบทที่รองรับน้ำท่วมให้ภาครัฐมีวิถีชีวิตอยู่บนความไม่แน่นอน และยังเปิดโอกาสให้ภาคการเมือง ภาคประชาสังคม ชุมชนท้องถิ่น และภาคส่วนอื่น ๆ ในการมีส่วนร่วมกำหนดนโยบายน้อยเกินไป จึงขาดการบูรณาการความรู้ที่หลากหลาย และการกำหนดสิทธิในการจัดการน้ำร่วมกันอย่างเสรี การต่อรองระบอบอภิบาลน้ำควรต้องดำเนินต่อไปให้สอดคล้องกับความต้องการที่แท้จริงของสังคม

บทความวิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับการบริหารจัดการภัยพิบัติภายใต้ยุทธศาสตร์การเตรียมพร้อมแห่งชาติ (พ.ศ. 2560-2564) และ 2) เพื่อเสนอแนวทางการพัฒนาการบริหารจัดการภัยพิบัติภายใต้ยุทธศาสตร์การเตรียมพร้อมแห่งชาติ (พ.ศ. 2560-2564) ใช้การวิจัยเชิงปริมาณ โดยใช้แบบสอบถาม (questionnaire) กับ 1) บุคลากรขององค์กรปกครองส่วนท้องถิ่น ประกอบด้วย นายกองค์กรปกครองส่วนท้องถิ่นหรือตัวแทน ปลัดองค์กรปกครองส่วนท้องถิ่น เจ้าพนักงานป้องกันและบรรเทาสาธารณภัย นักสาธารณสุขและสิ่งแวดล้อม จำนวน 104 คน 2) บุคลากรโรงพยาบาลส่งเสริมสุขภาพตำบล ประกอบด้วยผู้อำนวยการโรงพยาบาลส่งเสริมสุขภาพตำบล พยาบาลวิชาชีพชำนาญการ เจ้าพนักงานสาธารณสุขชำนาญงาน จำนวน 60 คน 3) ตัวแทนชุมชน จำนวน 140 คน รวมทั้งสิ้น 304 คน วิเคราะห์ข้อมูลด้วยสถิติเชิงพรรณนา ผลการวิจัยพบว่าระดับการบริหารจัดการภัยพิบัติภายใต้ยุทธศาสตร์การเตรียมพร้อมแห่งชาติ (พ.ศ. 2560-2564) ในภาพรวมอยู่ในระดับมาก ( = 4.06, S.D. = 0.52) เมื่อพิจารณาเป็นรายด้าน พบว่าด้านที่มีค่าเฉลี่ยสูงที่สุด คือ การพัฒนาศักยภาพระบบการเตรียมพร้อม ( = 4.15, S.D. = 0.54) รองลงมาคือ การเสริมสร้างความร่วมมือการเตรียมพร้อมรับมือ ( = 4.06, S.D. = 0.60) การบริหารจัดการแผนแบบบูรณาการ ( = 4.02, S.D. = 0.66) และการเสริมสร้างศักยภาพของทุกภาคส่วน ( = 3.89, S.D. = 0.43) ตามลำดับ 2) แนวทางการพัฒนาการบริหารจัดการภัยพิบัติภายใต้ยุทธศาสตร์การเตรียมพร้อมแห่งชาติ (พ.ศ. 2560-2564) ได้แก่ การเสริมสร้างศักยภาพของทุกภาคส่วน ประกอบด้วยการเสริมสร้างศักยภาพขององค์กรปกครองส่วนท้องถิ่น การเสริมสร้างศักยภาพของโรงพยาบาลส่งเสริมสุขภาพตำบล การเสริมสร้างศักยภาพของชุมชน การเสริมสร้างศักยภาพของอาสาสมัครสาธารณสุขประจำหมู่บ้าน (อสม.) และการเสริมสร้างศักยภาพของประชาชน

นับตั้งแต่ได้รับเอกราชในปี ค.ศ. 1947 อินเดียก็เผชิญความท้าทายด้านความมั่นคงมาโดยตลอด ในบรรดาความท้าทายเหล่านั้น การก่อจลาจลในรูปแบบต่าง ๆ ที่เกี่ยวกับแคชเมียร์หรือในแคชเมียร์ ปัญจาบ ภูมิภาคตะวันออกเฉียงเหนือ และนักซาไลต์ เป็นภัยคุกคามที่บั่นทอนความมั่นคงแห่งชาติของอินเดียมากที่สุด บทความนี้มีวัตถุประสงค์เพียงข้อเดียวคือ เพื่อตอบคำถามวิจัยว่าอินเดียมีวิธีจัดการกับปัญหาจลาจลในแคชเมียร์อย่างไร ในขณะเดียวกันก็มีข้อโต้แย้งสำคัญสองประการ คือ (1) การก่อจลาจลในแคชเมียร์มีปัจจัยภายนอกมาเกี่ยวข้องอย่างสำคัญยิ่ง ทำให้รัฐบาลอินเดียแก้ปัญหาได้ยากลำบาก และ (2) การแก้ปัญหาแคชเมียร์ของอินเดียมีหลักคิดและวิธีตรงกับกรอบความมั่นคงแบบดั้งเดิมและกรอบความมั่นคงของมนุษย์ผสมผสานกัน ต่างจากโลกวิชาการที่มักจะมองกรอบทั้งสองแยกจากกันสิ้นเชิง บทความแบ่งออกเป็น 3 ส่วน ส่วนแรกบรรยายพัฒนาการประเด็นปัญหาการจลาจลในแคชเมียร์ ส่วนที่สองอธิบายการจัดการจลาจลแคชเมียร์ของอินเดีย และส่วนสุดท้ายสรุปเนื้อหาใจความของบทความพร้อมทิ้งท้ายด้วยข้อคิดบางประการ

งานวิจัยชิ้นนี้ศึกษาความแตกต่างของความสัมพันธ์ระหว่างรัฐกับมุสลิมชนกลุ่มน้อยในประเทศเมียนมาและไทย โดยใช้กรณีของโรฮีนจาในรัฐยะไข่เทียบเคียงกับกรณีของมลายูมุสลิมในจังหวัดชายแดนใต้ แม้ว่าเมียนมาและไทยเป็นประเทศที่มีผู้นับถือศาสนาพุทธนิกายเถรวาทเป็นชนส่วนใหญ่ แต่ผลลัพธ์ของความสัมพันธ์ระหว่างรัฐและมุสลิมชนกลุ่มน้อยของทั้งสองประเทศก็มีความแตกต่างกันอย่างชัดเจน กล่าวคือ ในกรณีของโรฮีนจาปรากฏความรุนแรงสุดโต่ง ส่วนในกรณีของมลายูมุสลิมเกิดความรุนแรงต่ำที่กระทำโดยรัฐ นัยยะของการเทียบเคียงของทั้งสองกรณีคือการค้นหาปัจจัยที่ทำให้เกิดและไม่เกิดความรุนแรงที่กระทำโดยรัฐต่อชนกลุ่มน้อยมุสลิม ผลการศึกษาพบว่าปัจจัยสำคัญที่ทำให้ทั้งสองกรณีแตกต่างกันคือ ‘เงื่อนไขไตรลักษณ์’ ซึ่งประกอบด้วยมุมมองของรัฐต่อมุสลิมชนกลุ่มน้อย อิทธิพลของขบวนการพุทธชาตินิยม และความอ่อนแอของมุสลิมชนกลุ่มน้อย ฉะนั้น เมื่อรัฐมีมุมมองที่ปิดกั้นต่อชนกลุ่มน้อยประกอบกับขบวนการพุทธชาตินิยมมีอิทธิพลสูงและสถานะของมุสลิมชนกลุ่มน้อยมีความอ่อนแอแล้ว โอกาสที่จะเกิดการใช้ความรุนแรงสุดโต่งก็มีสูงตามไปด้วย ด้วยเหตุนี้ ผู้วิจัยเสนอว่าการปรากฏหรือไม่ปรากฏของเงื่อนไขไตรลักษณ์สามารถใช้เป็นเครื่องมือในการเฝ้าระวังการใช้ความรุนแรงสุดโต่งที่กระทำโดยรัฐต่อมลายูมุสลิมในประเทศไทย และต่อชนกลุ่มน้อยทางศาสนาและชาติพันธุ์ในเอเชียตะวันออกเฉียงใต้

วัฒนธรรมสร้างสรรค์ขององค์การสมองซีกขวาซึ่งเป็นองค์การที่มีศักยภาพในการทำหน้าที่ของสมองซีกขวาในการผลิตจินตนาการนั้น เป็นหัวใจสำคัญในการสร้างนวัตกรรมองค์การระดับโลก อาทิ มหาวิหาร ซากราดา ฟามิเลีย บทความนี้มีวัตถุประสงค์เพื่อศึกษาลักษณะการบริหารวัฒนธรรมองค์การ ของวัดร่องขุ่น จังหวัดเชียงราย ว่าได้อาศัยวัฒนธรรมสร้างสรรค์ขององค์การสมองซีกขวาหรือไม่ อย่างไร ในการสร้างนวัตกรรมองค์การ และศึกษามาตรการเพื่อส่งเสริมและประยุกต์ใช้กับองค์การภาครัฐ โดยอาศัยการบูรณาการข้ามศาสตร์ ด้วยวิธีวิจัยแบบผสม ทั้งเชิงปริมาณและคุณภาพ เครื่องมือในการวิจัย ได้แก่ แบบสอบถาม แบบสัมภาษณ์กึ่งโครงสร้าง และแบบสัมภาษณ์เชิงลึก กลุ่มตัวอย่าง ได้แก่ กลุ่มผู้ที่ปฎิบัติงานในวัดร่องขุ่น กลุ่มผู้เชี่ยวชาญสาขาต่าง ๆ และกลุ่มสาธารณชน ข้อค้นพบคือ (1) การบริหารวัฒนธรรมองค์การของวัดร่องขุ่น ได้อาศัยวัฒนธรรมสร้างสรรค์ขององค์การสมองซีกขวาทุกมิติ ข้อมูลจากแบบสอบถามแสดงว่ากลุ่มตัวอย่างมีการรับรู้วัฒนธรรมสร้างสรรค์ ลักษณะองค์การสมองซีกขวา และการสร้างนวัตกรรมของวัดร่องขุ่น อยู่ในระดับสูงที่สุด สอดคล้องกับผลการสัมภาษณ์และข้อเสนอทางทฤษฎี (2) มาตรการส่งเสริมและประยุกต์ใช้การบริหารด้วยแนวทางวัฒนธรรมสร้างสรรรค์ขององค์การสมองซีกขวา เพื่อสร้างนวัตกรรมขององค์การภาครัฐ ได้แก่ การส่งเสริมวัฒนธรรมเชิงรุกและวัฒนธรรมมืออาชีพ การขจัดวัฒนธรรมความกลัวและวัฒนธรรมการลอกเลียนแบบ

Gun control measures, referred to as “risk protection orders” or “Red Flag” laws, are expanding with widespread public support. Currently, 19 states have similar legislation, varying in procedural approaches and enforcement to reduce firearm-related homicide, emphasizing mass homicide. However, little is known about whether the legislation is effective. The following questions are presented: (1) Is there a difference between rates of firearm related homicide incidences prior to and after the creation of Florida’s “Red Flag” law? For decades, commentators have adopted a story of mass incarceration’s rise as caused by “punitive populism.” Growing prison populations, expanding criminal codes, and raced and classed disparities in enforcement result from “pathological politics”: voters and politicians act in a vicious feedback loop, driving more criminal law and punishment. The criminal system’s problems are political. But how should society solve these political problems? Rap on Trial, the treatment of rap music as evidence in the American criminal legal process, is well-documented and increasingly scrutinised. Research has shown that – with little restraint – police, prosecutors, probation officers and judges use rap lyrics to investigate, prosecute and punish individuals. Less noticed is that a similar phenomenon is occurring in the American K–12 educational system, which disciplines school-age youth who participate in rap culture and sometimes refers them to the juvenile or criminal legal systems for additional punishment. While recent decades have seen an expansion of state crime literature, the scholarship has been slow to integrate new criminological perspectives. The field is aware of state-perpetrated harms committed against queer and gender non-conforming individuals, yet there are limited works that explicitly frame the state as a criminal actor. This paper argues for the integration of queer criminology into the field of state crime to elevate harms against the LGBTQ+ community into academic awareness. The purpose of this study is to examine historical and social patterns of audism, as expressed through criminal justice institutions, within local communities in central Kentucky. Previous research has pointed to patterns of discrimination by surveying either police or deaf and hard of hearing (DHH) people. In the aftermath of school shootings, policymakers presented the expansion of school resource officers (SROs) in the nation's schools as a method for keeping students safe. Recently, policing in the United States has come under increased scrutiny, and several school districts across the country cancelled their SRO contracts with law enforcement agencies. Notably, these contradictory decisions have been made with limited empirical knowledge surrounding, the roles, preparedness, and impact of SROs. The current academic discourse examining human trafficking is lacking in focus on survivors with a disability. The increased likelihood of abuse experienced by people with a disability is well documented in the research literature, and a small body of research indicates heightened sex trafficking victimization of minor girls with a disability. Yet, very little research specifically examines sex and/or labor trafficking of people with a disability, and no systematic research analyzes prosecuted cases of trafficking with disability as the focal point of analysis. Mexico represents a dichotomy of images: first, as a land of sun, surf, and a place of destiny for vacationers, and second, as providing a haven for violent drug cartels operating with virtual impunity from the power of the state that appears unable to provide a fundamental duty - public safety. In the current environment of cartel violence, festive similes of mariachis called narcocorridos are muffling traditional Mexican poems by singing ballads praising drug cartel leaders. More surrogacy contracts are fulfilled in the United States than in any other country (Bromfield, 2016, p. 193). In 2014, there were approximately 2,000 surrogacy arrangements in the U.S., yet the market is totally unregulated (Shellnutt and Grizzle, 2018, p. 31). Given that 1 in 6 American couples face infertility, there will continue to be a demand for alternative and assisted reproductive options (Shellnutt and Grizzle, 2018, p. 34). Prison sexual violence has been a prominent issue since the establishment of correctional facilities. However, the issue was dismissed due to the stigmatization of the inmate population. As a result, there were no documented policies, statutes, or laws that prohibited prison rape or imposed sanctions upon offenders. The attention towards inmates rights, specifically regarding sexual assault, began to be addressed in the media in the 1990s. Through past offender stories, legal cases, and an overall sense of awareness, the Prison Rape Elimination Act was established in 2003. One goal of this research was to determine potential themes that may influence the understanding of Digital and Multimedia Evidence (DME) by attorneys and Digital Forensic Examiners (DFE) within the United States Criminal Justice System. Qualitative semi-structured interviews were conducted to gather information from experienced criminal attorneys and DFEs regarding potential influences on their understanding of DME. The results of these interviews were transcribed, and the data coded to allow for qualitative analysis. “Open courts” are a bedrock principal of our judicial system, and court secrecy, including concealment of pretrial proceedings, poses a serious threat to public safety. Overbroad protective orders have concealed facts uncovered during litigation regarding some of the most important public harms, keeping them secret when the public needs protection. Protective orders routinely include provisions that allow parties to designate discovery material as “confidential” without further judicial review. Implicit bias is something that everyone has but many cannot identify within themselves. Judge Draper draws on caselaw, research, and anecdotes from her own career to demonstrate the ways that implicit bias can impede equitable and just court experiences for all. This presentation sheds light on a part of officer involved shootings not always discussed at a legal symposium: the potential bias that emerges at a crime scene during an investigation. The speaker explores the evidentiary challenges associated with an officer involved shooting, and describes the reconstruction project that he led as a consultant during the investigation and trial of off-duty police officer Amber Guyger, who was convicted of the murder of Botham Jean.

Observational studies suggest relationships between obesity, urate, and gout but are possibly confounded. We assessed whether genetically determined obesity, higher urate (and related traits), and gout were causal using multiple Mendelian randomization (MR) approaches and linkage disequilibrium score regression for genetic correlations (rg). For data, we used genome-wide association study summary statistics available through MR-Base. We observed that obesity increased urate (beta = 0.127; 95% CI = 0.098, 0.157; P-value = 1.2E−17; rg = 0.25 [P-value = 0.001]) and triglycerides (beta = 0.082; 95% CI = 0.065, 0.099; P-value = 1.2E−21; rg = 0.23 [P-value = 8.8E−12]) and decreased high-density …

Mass incarceration or overincarceration has gained significant attention over the last two decades, and criminal justice reform seeks to address it. This study uses constructivist grounded theory to examine the implementation of criminal justice reform legislation in Mississippi. Mississippi was chosen as the study setting because the state has been recognized as a national leader in enacting reform legislation and it has one of the nation’s highest incarceration rates. The purpose of this dissertation was to discern the prevalence and magnitude of both exposure to traumatic events and Secondary Traumatic Stress (STS); as well as potential correlates of STS in a group of Probation and Parole officers in the state of Kentucky Department of Corrections (KY DOC).
