Drug Trafficking, State Capacity, And The Post-Soviet Condition In The Kyrgyz Republic, Christopher George Cowan

Following the collapse of the Soviet Union, the newly independent states of Central Asia faced numerous challenges. These included cultivating new national identities and state capacity, managing new borders, and addressing issues of conflict and political violence. Converging with these challenges – a booming trade in opium and heroin originating in neighboring Afghanistan. Central Asia quickly became a key route for opiates originating in Afghanistan and transiting to Russia and Europe. The Kyrgyz Republic lies at the southeastern corner of this region, along one of the world’s busiest drug trafficking routes.

A lot of scholars wrote about the causes of the collapse of the Soviet Union, paying close attention to economic, social, political, institutional, and external forces, which are undoubtedly important. Yet, almost none of them sufficiently addresses the essential cultural and ideological aspects, which gave rise to the new thinking embraced by Gorbachev and ultimately influenced his policies of glasnost and perestroika. This thesis argues that the revival of a particular social stratum known as the Soviet intelligentsia developed new critical ways of thinking about the country’s present, future, and its domestic problems. Lithuania hosts a diversity of places that offer consumers a taste of local food, which appear to mirror the recent popularity of local and alternative food initiatives globally. In this paper we show that the proliferation of local foods in the region is not a novel phenomenon, nor is it solely a manifestation of taste preferences or identities associated with food. Drawing on the growing scholarly work on the role of infrastructures in mediating social, economic and political relations, we conceptualize the taste for local food as embedded in broader networks and reproduced through material facilities. This paper explores the volatile relationship between the political prisoners and the common criminals in the Soviet GULAG. Lenin's theories on crime and punishment shaped the early Soviet penal system; he implemented policies which favored the common criminals and repressed the political prisoners. He deemed that the criminals, as "social allies" of the working class, were more likely to become good Soviet citizens than the political prisoners, considered "counterrevolutionaries" and "enemies of the state." In the decade after the Bolshevik revolution, the prison administration empowered the criminals in the GULAG by giving them access to the life-saving jobs and goods …

This presentation shows how Halford Mackinder (1861-1947) described Canada and the Arctic region in his geopolitical writings. It goes on to stress how the Arctic is becoming increasingly important in international geopolitical policymaking due to its significant oil and natural gas resources, how warming temperatures are increasing international access to its waters, and the how countries as diverse as Canada, China, Russia, and the U.S. see the Arctic region in their strategic policymaking. Can Maternity Benefits Have Long-Term Effects On Childbearing? Evidence From Soviet Russia, Olga Malkova

Economics Faculty Publications

This paper quantifies the effects of Russia’s 1981 expansion in maternity benefits on completed childbearing. The program provided one year of partially paid parental leave and a small cash transfer upon a child’s birth. I exploit the program’s two-stage implementation and find evidence that women had more children as a result of the program. Fertility rates rose immediately by 8.2% over twelve months. The increase in fertility rates not only persisted for the ten-year duration of the program, but it reflected large increases in higher-order births to older women who already had children before the program started.

This study sought to determine best practices for policy advocates who promote press freedom, freedom of expression, and democracy in Azerbaijan to influence policymakers in the United States of America. Results from other studies, the literature on the topics of Azerbaijan and policy advocacy, and expert interviews were used for this study. Its goal is to increase the amount of influence the average policy advocate has in the US by analyzing current advocates' experiences and synthesizing concrete suggestions for actions to effectively enact desired policy changes. This study analyzes Russian perceptions and narratives of the post-Cold War international order, with attention to both Russia’s role in this order and to Russia’s perceived special mission in post-Soviet space, or what is often referred to as the ‘near abroad.’ Although Russia’s visions of the world and post-Soviet space were constructed, to some extent, during the Soviet era, this study shows that the experience of the US-led world order has had a great impact on contemporary Russian discourse. This paper examines Russian and American ideologies and their influence on the foreign policies of both countries in historical retrospective and today. The paper especially illustrates the role of ideology in Russia and U.S. relations during different periods with different intensity. In the relatively “calm” periods of history ideology was not that noticeable. However, at other times, Russia and the United States have engaged in a clash of ideologies that provided a powerful impulse to the formation of new models of international relations. Cyber-attacks have become common occurrences which have an impact on all aspects of life ranging from business transactions to personal communications. Alarmingly, coordinated cyber-attacks are increasingly targeting politicians and their associates, political campaigns, political organizations and the broader public with political messaging. Given the novelty of these new forms of attacks, little is known of their potential impact. This thesis argues that states, state-directed actors, or non-state actors are disrupting, altering or influencing the electoral process in democratic states through coordinated cyber operations.
